To access a web or file server running on an Android phone, connect the phone and the other device to the same Wi-Fi network, start the server, then open the exact address and port shown by the server app on the other device. If there is no router, connect the other device to the phone’s hotspot and use the address the app reports. If by “server” you mean Android Debug Bridge (ADB), use ADB’s separate debugging setup instead; it is not a way to serve a website to a browser.
First, identify what you mean by “server”
Android can host a service that another device reaches over a network, such as an HTTP or file server. That usually means opening a URL in a browser or using a client designed for that service. ADB is different: it connects a workstation to an Android device for development and debugging.
- Trying to open files or a webpage hosted by the phone? Follow the local-server instructions below.
- Trying to run developer commands, install or debug an app, or control a device from a workstation? Use ADB wireless debugging or USB debugging.
Access a web or file server over the same Wi-Fi
- Connect the Android phone and the client device to the same Wi-Fi network.
- Start the server in the Android app. Keep it running while you connect.
- Read the current URL or address displayed by the app. If it shows an IP address and port, use both exactly as shown. For example, if the app supplies an address in the form
http://<phone-ip>:<port>/, enter that address in the other device’s browser. Do not substitute a guessed port. - Use the client appropriate to the service. A browser can open an HTTP address; other protocols may require a compatible client rather than a browser.
The address, port, path, and any sign-in requirements depend on the particular server app. Some apps advertise same-Wi-Fi browser access and file serving, but those are vendor claims and do not establish that every app works the same way or has been independently assessed.
Why “localhost” usually does not work from the other device
localhost refers to the device on which it is used. If a server opens at localhost on the phone, entering localhost on a laptop points to the laptop, not the phone. The server must also listen on an address reachable from the network, and the client must use the phone’s current network address. Android’s ServerSocket API binds a socket to an address and port; when no address is specified, the system selects a valid local address. The server app determines how that behavior is configured.

Connect through the phone’s hotspot
- Turn on the phone’s user-facing hotspot and connect the other device to it.
- Start the server on the phone.
- Use the address displayed by the server app from the connected device. Do not assume the hotspot’s gateway address is the server address.
A hotspot can provide a local network path between nearby devices even when that network does not provide internet access. Android’s separate LocalOnlyHotspot API is intended for apps to create a network for communication among connected devices; Android documents that this network has no internet access. It is an application API, not simply another name for the normal hotspot toggle, and its permissions depend on the app’s target SDK. Mobile operators may also limit tethering or charge extra for it.
Use ADB when you mean developer access
For Android 11 (API 30) and later, Google documents wireless debugging using a pairing flow. The workstation and phone need to be on the same Wi-Fi network. The process pairs the workstation with the phone using a QR code or pairing code; the authorization remains until it is forgotten or debugging authorizations are revoked. Wireless ADB is for development and debugging, not for opening a phone-hosted website in a browser.

- On the phone, enable Developer options and then Wireless debugging.
- Make sure the workstation and phone are connected to the same wireless network.
- In the workstation’s Android development tools, follow the pairing flow shown by the phone, using its QR code or pairing code.
- After pairing, connect with the workstation’s ADB tools as directed by the current Android developer instructions.
For USB debugging, enable USB debugging in Developer options, connect the phone using a data-capable USB cable, and unlock the phone to approve the computer’s RSA authorization prompt. That prompt is a security measure: the computer is not authorized until you approve it on the device.
Google also documents older ADB TCP/IP workflows that begin with a USB connection and then use adb tcpip and adb connect. Those commands apply to ADB communication, not to hosting a general web server, and compatibility can depend on the Android version and setup; consult the current Android developer instructions for the exact procedure.

Troubleshoot a connection that fails
- Confirm the server is running. Recheck the app’s current address and port; restart the server if needed.
- Confirm the network path. The client should be on the same Wi-Fi LAN as the phone, or joined to the phone’s hotspot.
- Check the listening address. Consult the server app’s instructions to see whether it listens on an address reachable by other devices, rather than only on the phone’s loopback interface.
- Check for a changed address or network. A phone may have a different IP after reconnecting or changing networks. Use the app’s current displayed address.
- Check network restrictions. Router client isolation, firewall behavior, or a VPN can interfere with local connections. Which controls apply depends on the router, phone, and app.
- For ADB discovery, check mDNS support. Google identifies mDNS as relevant to automatic discovery in wireless debugging. A failure to discover the phone does not mean every phone-hosted server needs mDNS.
If there is no shared Wi-Fi or hotspot
Without a network path between the devices, a client cannot reach the phone’s server by entering a local IP address. For nearby peer-to-peer communication, an app may support Wi-Fi Direct; Android provides Wi-Fi Direct as an option for nearby devices to communicate without a conventional network connection. The app must support that connection method, so it is not a universal replacement for the same-Wi-Fi steps.

Connecting two devices on a local Wi-Fi network or phone hotspot does not automatically make the phone’s server available over the public internet. The exact remote-access setup depends on the server app, network, and security controls. Do not expose an unauthenticated server to the internet; the available Android guidance here does not establish a universal secure public-exposure procedure.
