The U.S. Navy manages risks to nearby vessels by choosing designated test areas, checking that ranges are clear before hazardous activity, notifying mariners, and restricting access when needed. If safety conditions are not met, an event can be delayed, cancelled, or moved. The Navy also stages some testing on land or in controlled water settings, and it can use a remotely operated test ship for certain live-fire work. These safeguards reduce risk; they do not make live testing risk-free, and procedures vary by activity and location.

How does the Navy keep other vessels out of danger?

The controls begin with planning: the Navy selects a test area and schedules activity under local range procedures. Before firing or other hazardous activity, personnel check that targets and impact areas are unpopulated. The Navy’s December 2024 Hawaii-California Training and Testing Draft Environmental Impact Statement describes the use of sensors, radar, big-eye binoculars, and on-scene procedures to check that civilian vessels, aircraft, and the target area are clear.

If the range cannot be confirmed clear, the event may not proceed as planned. The Navy document states: “Inability to obtain a “clear range” could result in the delay, cancellation, or relocation of an event.” The decision can therefore be to wait, stop, or move the activity rather than continue with an uncleared range. How are mariners warned or access restricted?

The Navy says Coast Guard notices to mariners can identify an activity’s location and duration. Notices help mariners understand where an event is taking place and when it is expected to affect an area. The Navy also uses designated operating, warning, and restricted areas to identify places or periods when civilian activity may be unsafe. Temporary access restrictions may be used where appropriate.

There is no single exclusion-zone radius or duration established for all Navy tests in the cited material. The boundaries and controls depend on the activity and location. For relevant public-access and notice information, see the Navy’s FAQs.

Where does testing happen before a ship goes to sea?

At-sea work is not the only setting. The Navy says most systems receive land-based testing before entering the water, and many are also tested in tanks or smaller freshwater areas. A specific example is NAVSEA’s White Sands Detachment, which supports land-based live-fire testing of Navy missiles and gun munitions.

For some activities, the Navy uses designated ranges rather than a generic open-water site. The Pacific Missile Range Facility is described as an instrumented range spanning multiple environments; White Sands is a land-based live-fire capability. Neither example represents the setting for every Navy test. The Navy’s FAQs describe staged testing, while NAVSEA’s White Sands Detachment page describes that facility.

Can the Navy test weapons without a crew aboard?

For certain live-fire test operations, yes. NAVSEA describes ex-PAUL F. FOSTER, a former destroyer used as a test platform, as capable of remote operation. The ship can also be manned when appropriate. NAVSEA says it can support live-fire test operations and evaluation of the detect-control-engage sequence.

Why not rely on simulation alone?

Simulation can support basic operator training and system development, but the Navy says it cannot provide all performance data from the environment in which a system is intended to operate. That is why some live testing remains part of evaluation. It does not follow that every test requires the same live-fire event or platform; the method depends on what needs to be assessed. How is wildlife protection different from vessel safety?

Environmental reviews consider potential effects on marine resources and identify mitigation measures. Those measures address a different risk from keeping civilian vessels clear of a hazardous test area. For example, the Navy FAQ lists separation distances of 500 yards around whales and 200 yards around other marine mammals. These are wildlife-mitigation distances, not general safety-zone distances for civilian vessels.

Environmental analysis and public-safety procedures can apply to the same activity, but they should not be treated as interchangeable controls. The Navy describes environmental planning through U.S. Fleet Forces Command’s Environmental Planning page.

What these safeguards do—and do not—establish

The cited Navy and NAVSEA material describes stated procedures and capabilities; it is not an independent audit of every test or proof that incidents are impossible. It does not establish a fleetwide safety incident rate, a universal safety-zone radius, or one effectiveness figure. The practical takeaway is that range clearance, mariner information, access controls, and test staging are risk-reduction measures whose use depends on the event—not a guarantee of zero risk.
