Yes. A rogue cellular base station can imitate a legitimate network and send spoofed text messages to phones nearby. Authorities have documented that tactic in Thailand, but a suspicious text alone does not prove it came from a fake tower: scammers also use ordinary messaging routes. Verify unexpected messages through a bank or agency’s official app or a phone number you already trust, not through the message itself.
What is a fake cell tower?
A fake cell tower is an unauthorized cellular base station designed to impersonate a legitimate mobile network. NIST explains that a nearby device may be tricked into connecting to it. The technology is also discussed under terms such as rogue or false base station, cell-site simulator, Stingray, and IMSI catcher; those labels do not mean every device has the same capabilities or is used for the same purpose. NIST’s testimony, Bolstering Data Privacy and Mobile Security: An Assessment of IMSI Catcher Threats, says: “Rogue base stations act as a cell tower and broadcast a signal pretending to be a legitimate mobile network that may trick an individual’s device into connecting to it.” Read NIST’s testimony.
Text delivery is one possible use, not the only risk. NIST says a device that connects may expose its subscriber identifier and security capabilities. Depending on the equipment and operation, a rogue station may also help infer a device’s location or enable more advanced downgrade or man-in-the-middle attacks. These are possible capabilities, not evidence that every fake-tower incident carries out each of them.
How can a fake tower send scam texts?
A rogue station can transmit spoofed SMS messages to phones in its vicinity. Thailand’s National Broadcasting and Telecommunications Commission (NBTC) described a May 2023 operation in which mobile units sent links impersonating banks and public services to nearby phones. The NBTC reported six arrests, five false base stations seized, and four vehicles involved. Those figures describe that operation only; they are not a measure of how common the tactic is. In the scheme reported by the NBTC, following a link could lead a victim to install remote-control software, potentially giving criminals access to mobile-banking activity. That describes the reported scheme, not an automatic consequence of opening any text or link.
A separate case appears in a 2025 UNODC report: it says a South Korean man was apprehended in Bangkok in August 2025 while allegedly operating a vehicle equipped with a false base station capable of sending bulk spoofed messages. Does every smishing text come from a fake tower?
No. Smishing means malicious targeting through SMS or MMS, regardless of the delivery route. The FBI’s May 15, 2025 public service announcement defines it as “the malicious targeting of individuals using short message service (SMS) or multimedia message service (MMS) text messaging.” It describes methods such as software-generated phone numbers and malicious links as well as text-based scams more generally. A message that claims to be from your bank does not, by itself, show whether it came through a rogue station or another route. Read the FBI announcement.

How can you tell whether a bank text is real?
A displayed sender name, familiar branding, or urgent wording is not proof of authenticity. Don’t reply, tap a link, call a number in the message, or install an app it recommends to check the claim. Instead:

- Open the bank’s app you already use, or call a number from your bank card or another source you previously verified.
- Ask whether the alert is genuine and whether action is needed. Do not share a one-time authentication code with someone who contacts you.
- If the message concerns another company or public agency, find its official contact channel independently rather than using details supplied in the text.
The FBI advises independently confirming the sender, avoiding unverified links and requested app installations, enabling multifactor authentication, and never providing authentication codes. See the FBI’s smishing guidance.
What should you do if you clicked a smishing link?
Clicking a link does not establish that an account has been compromised, but take the possibility seriously if you entered information, shared a code, or installed an app. If money or account access may be at risk, contact the bank or service promptly through its official app or a number you independently know is genuine. If you installed an app at the message’s direction, tell the bank or service what happened and follow its guidance. Do not provide any further authentication codes to a caller or texter.

How do you report a suspicious text?
Report unwanted texts to the appropriate carrier or authority in your country. In the United States, you can file an unwanted-text complaint with the FCC. The FCC says complaints help inform policy and potential enforcement; it does not resolve individual complaints. File or learn about an FCC complaint.
