Sidewalk delivery robots follow mapped routes, estimate their position, and use onboard sensors to detect nearby people and obstacles. They can adjust their movement by slowing down, yielding, stopping, or rerouting; some fleets also have remote operators who can assist when needed. The precise hardware and operating rules differ by company and location.

How do sidewalk delivery robots navigate streets?

A delivery robot’s trip combines route planning with moment-to-moment adjustments. A planned route gives it a way through sidewalks and crossings, but the route cannot account perfectly for everything it will encounter along the way. Pedestrian flows, obstacles, weather, and the robot’s design can all affect how reliably or quickly a route can be traveled. A 2026 routing study examines planning under uncertainty, but its modeled results do not establish that a particular commercial fleet uses its method. [c008]

1. Follow a planned route

The robot is assigned a route through the permitted sidewalk network and crossings. In operation, it must respond to changes in the scene rather than blindly follow a fixed line.

2. Estimate position and sense its surroundings

Robots use sensors to perceive nearby space and help determine where they are. Serve Robotics describes using cameras, lidar, and other sensors. Its 2024 SEC filing lists cameras, ultrasonic sensors, stereo cameras, an infrared depth sensor, GPS, inertial measurement units, and 360-degree lidar. That filing describes one operator’s disclosed sensor suite, not a standard configuration for all sidewalk robots or necessarily every current model. [c003] [c005]

3. Adjust movement when conditions change

When a pedestrian or obstacle affects the available space, a robot may slow down, yield, stop, or select another route. Serve says its robot is designed to take such actions when space is tight; Alexandria’s city guidance likewise says devices should yield to pedestrians and may pause to avoid conflicts. The company statement describes intended behavior, not an independent test result. [c004] [c006]

4. Get remote assistance when needed

Some operating models include trained remote operators who can step in when a robot needs help. Serve says its operators are available for safety support, and Arlington County describes devices as remotely monitored by humans. This does not mean that a person continuously drives each robot, nor does it establish the supervision policy for every fleet. [c003] [c009]

How do robots avoid pedestrians?

In practical terms, avoidance means detecting that a person is nearby and changing movement to reduce conflict: slowing, yielding, stopping, or taking a different safe route. There is no evidence here of one universal algorithm, set of detection distances, or decision threshold used by all commercial robots. Hardware and control systems vary, and a robot may still need help if it cannot proceed.

Serve Robotics summarizes its intended response this way: “When space is tight, our robot is designed to slow down, yield the right of way, or find another safe route.” That is a description of the company’s design intent rather than an independently verified outcome. [c004]

What does safety research show?

Available studies offer evidence about particular deployments, not a single safety rate that applies to every city, robot, or sidewalk. They also examine different things: recorded interactions, people’s comfort, and practical deployment problems.

Northern Arizona University study

A METRANS report archived by the U.S. Department of Transportation and published August 10, 2022, examined recorded interactions between sidewalk robots, pedestrians, and bicyclists at Northern Arizona University. It used post-encroachment time as a surrogate safety measure and surveyed comfort using video clips filmed from pedestrian and bicyclist perspectives. The report’s setting and participants were specific to that campus, so its findings cannot establish safety in all sidewalk environments. [c001]

The report’s background describes a 2019 Northern Arizona University deployment of 30 six-wheeled robots operating at 4 miles per hour. These are details of that campus deployment as reported in the 2022 document—not current global fleet figures, a universal speed limit, or a general robot specification. [c002]

Pittsburgh pilot

A 2023 observational pilot study in Pittsburgh reported robots getting stuck and needing assistance, unexpected encounters involving children and dogs, traffic hindrances, and residents’ concerns about accessibility. These are issues reported in that pilot, not outcomes established for every deployment. [c007]

What the evidence cannot establish

The cited work does not support a categorical claim that sidewalk delivery robots are safe or unsafe everywhere. Results depend on the setting, people and vehicles nearby, route conditions, robot design, and operating practices. Local rules also determine where devices may travel.

What should pedestrians do around a delivery robot?

Follow the guidance for the city where you encounter it. Alexandria advises pedestrians to walk around a device, rather than push, block, or tamper with it. The city says malfunctioning or obstructive devices can be reported through its Alex311 channel. [c006]

Where are sidewalk delivery robots allowed to operate?

Rules and permitted routes are location-specific. Alexandria says its deployments are largely regulated under Virginia law, identifies places where devices will not operate, and says they should yield to pedestrians. Its page, updated December 12, 2025, identifies Serve Robotics as an operator that launched in Alexandria in December 2025. Arlington County describes personal delivery devices as using sidewalks and crosswalks and being monitored remotely by humans. These are local descriptions, not nationwide rules; check the current guidance in the jurisdiction where a robot is operating. [c006] [c009]
