AI hardware is available only when several connected stages succeed: leading-edge wafers must be fabricated, high-bandwidth memory and other components must be available, compute dies and memory must be packaged together, and systems must be assembled and delivered to a site with the infrastructure to run them. A constraint at any one stage can delay usable AI capacity, even if other parts of the chain have room to spare. That is why the evidence points to pressure across parts of the supply chain—not a universal shortage with one cause or a reliable delivery date for every product.

Why can a chip shortage affect an entire AI system?

An AI accelerator is not just a processor die. It is part of a supply chain that runs from semiconductor manufacturing through memory, advanced packaging, system integration and data-center deployment. The finished product may be a GPU or other accelerator, a server containing several accelerators, or capacity deployed in a data center.

These stages are interdependent. A shortage of HBM can hold up an accelerator package even if its compute dies are ready. Limited packaging capacity can prevent available dies and memory stacks from becoming finished chips. And a delivered chip is not usable compute until it is integrated into a working system and supported by power, space and other data-center infrastructure.

Supply-chain stage What happens How a constraint affects availability
Wafer fabrication A foundry manufactures compute dies using a specific process technology. Fewer available dies can limit how many accelerators can proceed to later stages.
Memory and components Suppliers provide HBM and other parts required for the package and system. A missing component can hold up a complete accelerator or server even when other parts are ready.
Advanced packaging Compute dies and HBM stacks are integrated into a high-performance package. Packaging capacity or materials can limit finished accelerators independently of wafer output.
System assembly and deployment Accelerators are integrated into systems, then installed and powered at a data center. Assembly, site readiness, power, capital or other infrastructure constraints can delay usable compute after chips are made.

Which stages matter most for AI hardware?

Leading-edge wafer fabrication

Chip designers depend on foundries to manufacture their dies. NVIDIA’s 2025 Form 10-K identifies TSMC and Samsung as foundries it uses and says its supply chain is mainly concentrated in Asia-Pacific. That geographic concentration means availability can depend on capacity and conditions across a relatively concentrated supplier base.

Foundry capacity figures need careful interpretation. TSMC reported more than 17 million 12-inch-equivalent wafers of annual capacity in 2025 across facilities managed by TSMC and its subsidiaries. This company-wide figure is not a count of AI accelerator wafer starts, finished AI chips or systems shipped.

High-bandwidth memory and other components

AI accelerators use HBM to keep large amounts of data close to the compute dies. NVIDIA’s 2025 Form 10-K identifies SK hynix, Micron and Samsung as memory suppliers. Because HBM is integrated with compute dies in an advanced package, the availability of the processor alone does not determine how many complete accelerators can be produced.

Memory is only one possible constraint. Packaging substrates, materials and equipment also support the conversion of dies and memory into finished products. If one of these inputs is limited, capacity elsewhere in the chain may not translate into additional shippable hardware.

Advanced packaging

Packaging is a production stage, not merely cosmetic finishing. TSMC describes its CoWoS technology as a 2.5D process that integrates multiple system-on-chips and HBM stacks for high-performance computing and AI products. The company says its CoWoS-L option, which supports packages up to 3.5 times the reticle size, has been in volume production since 2024.

This makes packaging capacity a potential bottleneck in its own right: a supply of wafers and HBM does not guarantee a matching supply of packaged accelerators.

Systems, data centers and usable capacity

Customers often need complete systems rather than loose chips. Those systems require integration and assembly, and deployment also depends on a prepared data-center site. NVIDIA says land, power, a data-center shell and capital are needed to build AI infrastructure; shortages of these inputs can affect buildout.

As a result, a chip shipment is not the same thing as working AI capacity. A system may still need to be assembled, delivered, installed and powered before a customer can use it.

Why is supply-chain pressure rising?

Demand growth can put pressure on several stages at once. In an April 2026 assessment, TrendForce described pressure on 3 nm–2 nm wafers and advanced packaging, extending to equipment, substrates, packaging materials and other components. TrendForce attributed the pressure to rising AI demand and increased wafer and packaging resources per chip. These are the firm’s findings and forecast at that time, not a guarantee of future market conditions.

TrendForce forecast that the severe global 2.5D packaging shortage would begin to ease slightly by 2027. That is an industry forecast, not an established outcome or a promise that a particular accelerator will be available by then.

TSMC’s 2025 annual report said the company expected AI-related demand to remain robust entering 2026. The report’s wording was: “Entering 2026, we expect AI-related demand to continue to be robust, even as macroeconomic uncertainties persist.” This is TSMC’s corporate outlook, rather than an independent market forecast.

NVIDIA reported $279 billion in supply and capacity commitments as of July 26, 2026, to meet future demand. The figure describes commitments reported by NVIDIA; it is not a measure of hardware already delivered, current inventory or a customer’s expected delivery date.

How does manufacturing geography affect availability?

Adding manufacturing capacity in a new region takes time, and not every new facility makes the same kinds of chips. TSMC reported that its first Arizona fab entered high-volume production in the fourth quarter of 2024. The company expected its second Arizona fab to enter high-volume manufacturing in the second half of 2027, and its 2025 annual report described plans for further U.S. manufacturing and advanced-packaging expansion.

TSMC’s 2025 company overview lists facilities in Taiwan, China, Japan and the United States. It also describes a specialty fab under construction in Dresden for 28/22 nm and 16/12 nm processes. Those process nodes should not be treated as an immediate source of leading-edge AI accelerator production: the facility’s stated specialty-node focus is different.

These figures describe company facilities and plans, not a schedule for a specific AI product. New capacity must match the product’s manufacturing process and supply-chain needs before it can affect that product’s availability.

How do export rules affect access to AI hardware?

Physical supply is only part of availability. Export controls can add licensing and due-diligence requirements or restrict shipments depending on the product, destination or end user. NVIDIA’s 2025 Form 10-K describes the possibility that changing controls could affect product exports, distribution, manufacturing, testing, warehousing and customer access. The Bureau of Industry and Security’s January 15, 2025 announcement described licensing and due-diligence obligations for certain advanced chips and relevant foundry or packaging exports.

In that January 2025 release, BIS Acting Assistant Secretary for Export Enforcement Kevin J. Kurland said: “Preventing unauthorized parties from gaining access to our most advanced semiconductor technology is a BIS enforcement priority.” The rules are time-sensitive. A buyer assessing a particular transaction should check current government guidance and product classification rather than assume that a past rule or a general summary settles the question.

How should a buyer assess availability?

Start with the usable workload capacity needed, not just a chip name or a headline about industry supply. A procurement decision should account for these factors:

  • Workload fit: Confirm that the accelerator and system can run the intended models and software.
  • Memory: Compare the capacity and bandwidth needed for the workload; HBM supply is part of the packaged accelerator, not a separate afterthought.
  • Integration: Establish whether the offer is for a chip, an accelerator board or a complete system, and what remains before it can be deployed.
  • Eligibility: Check the destination, end user, product classification and applicable export requirements.
  • Delivery timing: Ask the supplier for a product- and region-specific delivery estimate. Industry capacity or demand figures do not establish an individual order’s lead time.
  • Total cost of ownership: Include system integration and the infrastructure needed to operate the hardware, not only the accelerator purchase price.

If purchasing and deploying hardware is not practical, cloud compute may be an alternative. Its current capacity, price and availability must be checked with the provider; none can be inferred from general chip-supply figures.

What can—and cannot—be concluded from the available figures?

The documented evidence supports a multi-stage explanation: AI hardware availability can be constrained by wafers, HBM, advanced packaging, components, system assembly, infrastructure or export eligibility, and pressure can shift from one stage to another. Company-wide fab capacity, corporate commitments and industry forecasts each describe different things; none alone establishes current inventory or delivery timing for a particular model, region or customer.

There is no single universal AI-chip shortage figure or reliable lead time established here. Availability claims are most useful when they specify the component or system, region, source date and whether the statement is an observed fact, a company outlook or a forecast.
