An encoder sends an RTMP contribution stream to an ingest server or streaming service, which packages the media as HLS playlists and segments, serves those files over HTTP, and makes them available to a mobile player. Depending on codec and output requirements, the server may also transcode the stream.
How does RTMP become an HLS stream?
RTMP and HLS usually serve different stages of a live workflow: RTMP carries a live feed from an encoder to an ingest point; HLS delivers the program to viewers as playlists and media segments over HTTP. A receiving server or managed service connects these stages. Neither protocol performs the conversion on its own.
- Capture and encode: A camera, screen-capture application, or other source supplies audio and video to an encoder. The encoder produces a stream suitable for contribution.
- Publish to ingest: The encoder sends that stream over RTMP to an ingest endpoint. A media server or managed service receives it; a historical Adobe Live Packager guide illustrates a packager accepting RTMP publishing, but is not a current product recommendation: Adobe Primetime Live Packager 1.3 Getting Started.
- Inspect and prepare the input: The receiving system checks the incoming tracks and determines whether they can be packaged as-is or need processing to meet the target output requirements.
- Package as HLS: The server writes media segments and a media playlist that lists those segments in playback order. If it offers multiple quality versions, it can also create a multivariant playlist pointing to the available renditions.
- Serve the output: A web server or content delivery network (CDN) hosts the playlist and referenced media files so clients can request them over HTTP.
- Play on the phone: A mobile app or platform player requests the playlist, retrieves the referenced segments and plays them as a continuous program.
RFC 8216 describes a media playlist as a list of segments played sequentially to present the program: RFC 8216, HTTP Live Streaming. Apple describes HLS delivery through ordinary web servers and CDNs, and playback support through its AVKit, AVFoundation and WebKit frameworks: Apple Developer: HTTP Live Streaming.
What does the HLS output contain?
HLS is not simply an RTMP stream with a different label. The player starts with a playlist URI. The playlist is a UTF-8 text file containing references and descriptive tags; a media playlist identifies segments to play, while a master or multivariant playlist can point to multiple encodings. The video and audio reside in the referenced media files, not inside the playlist itself. Depending on the stream, playlists can also reference initialization sections, encryption keys, alternate audio, or other resources. See the playlist and segment format defined in RFC 8216.

With multiple renditions, a capable player can select or switch quality as network conditions change. Apple describes HLS as adapting playback to the available wired or wireless network speed in its HLS overview. This can help a mobile stream respond to changing bandwidth, but does not guarantee a particular resolution or uninterrupted playback on every connection.
Does converting RTMP to HLS require transcoding?
Not always. Packaging and transcoding are distinct operations. If the incoming audio and video are already suitable for the intended HLS output, a server may be able to package or remux the existing encoded media without fully decoding and re-encoding it. If the source codec, profile, bitrate, resolution, audio format, or container is incompatible with the target workflow—or if the service needs to create different output renditions—it may have to decode and transcode.

The right choice depends on the actual input and target players. Transcoding can produce compatible formats or a set of resolutions and bitrates, but it requires processing resources and can affect latency. Packaging without a full transcode avoids that work, but cannot correct an unsuitable source encoding. Do not assume every RTMP-to-HLS setup re-encodes, or that every source can be passed through unchanged.
Which HLS details matter for mobile playback?
Use a playlist and segment format the target player supports
HLS implementation requirements depend on the media format, codecs, and playback platform. RFC 8216 defines playlist and segment behavior, while Apple’s live HLS authoring specification for Apple devices sets additional Apple-targeted requirements and evolves over time. For an Apple-device deployment, consult that current specification rather than relying on a generic codec list or assuming that one HLS configuration fits all devices.

For Apple-targeted delivery, the authoring specification lists MIME types including application/vnd.apple.mpegurl for an HLS playlist such as .m3u8, video/mp2t for MPEG-TS media such as .ts, and video/iso.segment for fMP4 media such as .m4s. The correct type depends on the files being served; check the current Apple authoring requirements for the intended format and device targets.
Keep playlists, segments, and timestamps consistent
The playlist must accurately describe the media files it references, and the media must have coherent timing for sequential playback. RFC 8216 specifies, among other details, that an fMP4 media playlist must apply an EXT-X-MAP initialization section to each fMP4 segment. Incorrect references, missing initialization data, or discontinuous timing can prevent playback or interrupt it.

Use adaptive renditions when variable bandwidth calls for them
A single rendition is simpler to encode and package. A multivariant playlist with several renditions gives a compatible client options to select as network conditions change, at the cost of additional encoding, storage, and delivery work. The appropriate ladder depends on the audience’s connections, the source, and the chosen player; there is no universal set of resolutions or bitrates established for every mobile stream.
Treat latency as a workflow property
HLS by itself does not specify the stream’s glass-to-glass delay. Playlist duration, segment or part design, encoder buffering, origin and CDN behavior, and player buffering all contribute. Low-Latency HLS is documented by Apple, but a conventional HLS setup can have materially different latency. Do not infer a delay from the label “HLS” alone or assume all phones and services support the same low-latency configuration.

How can I play an RTMP stream on my phone?
Usually, the phone needs an HLS output or another playback format supported by its app or player; it does not simply turn an RTMP ingest feed into HLS. For an iPhone or iPad, Apple documents HLS support through AVKit, AVFoundation, and WebKit. Android playback depends on the device, browser or app, and playback library, so Apple documentation should not be treated as an Android compatibility guarantee.
- Configure an encoder to publish the live source to an RTMP ingest endpoint.
- Configure the ingest server or managed service to package a compatible HLS output, with transcoding if the source is not suitable or multiple renditions are required.
- Make the HLS playlist and referenced segments reachable over HTTP, with playlist entries, media formats, and timing correctly configured.
- Open the HLS playlist URL in a player supported by the target phone and verify playback on the actual devices and networks you intend to support.
For an Apple-focused deployment, use the current Apple HLS authoring specification alongside the general playlist rules in RFC 8216. Compatibility must be checked against the actual codecs, container, player, and device targets.
Managed service or self-hosted media server?
Both approaches can connect an RTMP contribution feed to HLS delivery. The choice is operational, not a protocol rule.
