Networked cameras, electronic access controls, building automation and industrial controls all have software, identities, network connections and maintenance needs. A weakness in those digital dependencies can affect the operation or protection of a physical space—but a cyber incident does not automatically cause physical harm.
Why the boundary between physical security and cybersecurity is fading
Security used to be easier to divide into physical measures, such as locks and guards, and digital measures, such as account controls and network defenses. Connected equipment brings the two together: it senses or controls something in the physical world while relying on software and communications.
The National Institute of Standards and Technology (NIST) describes cyber-physical systems (CPS) and the Internet of Things (IoT) as overlapping concepts involving digital capabilities, including network connectivity, integrated with physical devices and systems. Its 2019 SP 1900-202 discusses the convergence of the terms and the opportunity to integrate related research, innovation and standards work.
Operational technology (OT) is a closely related category: programmable systems or devices that interact with the physical environment. The U.S. Government Accountability Office gives building automation as an example in its 2023 GAO-23-105327. These definitions describe connected technology by what it does; they do not mean every IoT device is an OT system or that every connected system presents the same risk.

How a cyber problem can affect physical protection
A connected device may help secure a place while also depending on the digital systems that make it work. For example, a networked camera records a physical space but also relies on software, network access, credentials and ongoing maintenance. Electronic access systems and building automation have similar dependencies. If an account is misused, a device is misconfigured, or a system becomes unavailable, the consequences may reach beyond data confidentiality to the physical service the system supports.
Industrial control systems illustrate why OT security matters: interacting with the physical environment is part of their purpose. CISA’s 2022 control-system defense guidance warns that external connections and remote access can increase the attack surface. That is a reason to manage those pathways carefully, not evidence that every incident will produce physical damage.

NIST’s 2019 IR 8228 also highlights a less visible challenge: organizations may not know all the IoT devices already in use, and IoT can affect cybersecurity and privacy differently from conventional IT equipment. A device can therefore fall between teams or out of routine oversight if nobody owns its inventory, configuration and support.
What organizations should do to manage the overlap
Effective protection is a shared responsibility among cybersecurity and IT staff, facilities teams, and physical-security owners. A useful starting point is to establish which devices exist, what they connect to, who is responsible for them and how they can be accessed. NIST’s lifecycle framing and CISA’s smart-city and OT guidance support managing these devices beyond initial installation.

- Build and maintain an inventory. Record connected cameras, access systems, building controls and other relevant devices. Include the accountable owner, network connections, important dependencies and any remote access.
- Limit permissions. Apply least privilege so each device, service and user account has only the access required for its function. CISA’s smart-city cybersecurity best practices recommend this principle for connected hardware and software.
- Review vendor and supply-chain access. Identify who can reach systems for installation, support or maintenance, and keep track of the dependencies that could affect security or continued operation. CISA and federal partners’ OT zero-trust guide, announced April 29, 2026, foregrounds asset visibility, secure supply chains, and identity and access controls.
- Plan for updates and support over the device lifecycle. Track how devices are maintained and updated, and account for their support lifecycle rather than treating the purchase or installation as the end of security work. NIST IR 8228 frames IoT cybersecurity and privacy risk management as a lifecycle concern.
- Coordinate operational decisions. Cybersecurity changes can affect physical operations, while facilities or security-system changes can alter network exposure. Involve the teams that own both sides when reviewing access, maintenance or system dependencies.
Questions to ask when evaluating a connected security system
There is no single security label that answers whether a connected system is appropriate for a site. Evaluate the specific product and deployment against the job it must perform, including these areas:
- Network exposure and remote administration: What connections are needed, and who can use them?
- Identity and access: Can access be limited to the people and services that need it?
- Inventory and monitoring: Can the organization identify the device and keep track of its status?
- Updates and support: What maintenance and update process applies during the device’s lifecycle?
- Privacy: What information does the system collect or expose, and how will it be managed?
- Integration and resilience: Which other systems does it depend on, and what happens to the physical-security function if a connection or service is unavailable?
These are risk-management considerations, not a comparative product rating. The cited guidance does not establish that a particular camera, access-control product or vendor is secure, nor does it quantify how often cyber incidents cause physical-security failures.
