The score is one input to a wider decision process: merchant settings, rules, and review workflows also shape what happens next. PayPal’s public descriptions explain that approach at a high level, but do not reveal its proprietary model architecture or establish independently measured results.
How PayPal’s fraud-detection process works
A useful way to understand PayPal’s public description is to follow a payment from assessment to action. This is a conceptual workflow, not a published transaction-level technical diagram.
- Assess signals and context. PayPal says its risk intelligence draws on transaction and network data. Its educational explainer discusses signals such as device, email, IP address, phone, session, transaction, and behavioral data in relevant fraud scenarios. That does not mean every signal is used for every transaction or model.
- Estimate risk. PayPal says its technology assigns a risk score to each transaction as it occurs. The score indicates assessed risk; it is not itself the final merchant decision.
- Apply merchant policy. Merchant-configured filters, rules, thresholds, and workflows can determine whether a payment is allowed, declined, or sent for review. PayPal describes these options but does not publish exact score thresholds or the internal handoff logic.
PayPal’s US Business Risk Management page describes real-time decisioning and says its models are informed by billions of data points from its global two-sided network. What machine learning contributes
In its November 5, 2024 explainer, PayPal describes supervised learning as one common method for fraud detection: models learn from historical examples labeled good or bad, then make predictions about new activity. The article also describes machine learning as a way to find patterns or deviations across large datasets, with rules-based approaches potentially complementing learned models. These are general methods, not disclosure of PayPal’s production model design.

Machine learning can help identify different kinds of suspicious activity, but the signals and patterns that matter vary by situation:
- Signup fraud: Stolen or synthetic identities may be used to create accounts. A new account has little history, which can make assessment more difficult.
- Login fraud: Account takeover attempts may be assessed using contextual signals such as device, network, transaction, or behavioral patterns that differ from legitimate activity.
- Payment fraud: A criminal may use payment-card details without the cardholder’s knowledge. Prior activity and unusual transaction patterns can be relevant signals.
These are examples in PayPal’s explainer, not an exhaustive taxonomy of fraud or a claim that every case is detected.

What merchants can control
PayPal describes merchant tools for risk scores, customizable filters, and testing filter changes against historical data. Its product materials also describe block, review, and allow lists, routing payments for approval, decline, or review, and managing cases through reports and search tools. For a merchant, the practical point is that a model score is not the whole fraud policy. Automated decisions can reduce the need to inspect every payment manually, while configurable rules and review queues give businesses ways to handle cases that warrant closer attention. The exact controls available depend on the PayPal product and market.

What PayPal’s public scale figures do—and do not—show
PayPal’s current US Business Risk Management page, accessed October 4, 2026, displays 12.8 billion digital identifiers and $1.79 trillion in total annual payment volume. PayPal defines total payment volume on that page as successfully completed payments net of reversals and subject to stated exclusions; the page does not date the displayed figure, so it should not be treated as a figure for a particular publication year. The page also cites 20+ years of industry expertise as PayPal positioning, not as an independently audited statistic.
These figures describe the scale PayPal presents for its network and business. They do not, by themselves, demonstrate how accurately its models identify fraud or how often legitimate transactions are mistakenly declined.

What is not publicly established
The public materials described here do not disclose PayPal’s source code, production model types, training cadence, feature weights, error rates, or independent efficacy results. They therefore do not support claims that PayPal catches every fraud attempt, reduces fraud by a specific amount, or outperforms other providers. PayPal’s product pages discuss reduced fraud, protected revenue, and fewer false declines, but the reviewed materials do not provide a comparable audited performance figure for those outcomes.
Businesses evaluating a fraud system should compare the measures that affect their own operations: fraud losses, false declines and customer friction, decision speed, manual-review workload, rule control and explainability, data coverage, and integration fit. PayPal’s public pages emphasize real-time scoring and merchant controls, but do not provide independently measured, vendor-comparable results for ranking providers.
