NFL teams choose an emergency third quarterback from players who meet league roster rules; the NFL does not prescribe a universal skills checklist for that choice. The designation is optional, and the emergency QB3 can enter only if both of the first two game-day quarterbacks cannot participate because of injury or disqualification.
What the emergency third-quarterback rule allows
A club can designate an emergency third quarterback when it has fewer than three quarterbacks on its game-day Active List. The player is not simply a backup the coach may send in whenever the first two quarterbacks struggle: the designation comes with roster conditions and a narrow activation trigger. The NFL’s 2025 Record & Fact Book describes the game-day Active List as 47 players, or 48 when a club carries eight offensive linemen, and notes the emergency-quarterback procedure when fewer than three quarterbacks are on that list.
Who can be selected as emergency QB3?
An inactive quarterback on the club’s roster
The original 2023 bylaw allowed a club to designate one quarterback from its 53-player Active/Inactive List. Elevated players were expressly excluded from that original route. The designation was available only if the club did not already carry three quarterbacks on its game-day Active List. See the NFL.com report reproducing the 2023 bylaw.
A bona fide practice-squad quarterback elevated for the role
The rule later expanded. The NFL’s 2024 approved-bylaws summary says clubs may elevate a “bona fide Quarterback” from the practice squad to the Active List an unlimited number of times to serve as the emergency third quarterback. This is a specific elevation route for that role—not permission to treat any practice-squad player as eligible without meeting the stated qualification and elevation conditions.

How the team makes the game-day decision
The rules define eligibility and use, but do not publish a league-wide formula for ranking eligible quarterbacks. In practice, choosing one is a club personnel decision bounded by the roster rules. A team might consider factors such as a player’s familiarity with its offense or recent practice work, but the cited league sources do not establish those as required criteria or confirm a standard checklist used by every club.
- Identify an eligible route. The club may use an inactive quarterback on its roster under the original procedure, or a bona fide practice-squad quarterback elevated to the Active List for the emergency role under the 2024 amendment.
- Check game-day roster availability. The emergency procedure applies when the club carries fewer than three quarterbacks on its game-day Active List. The designation is optional, not automatic.
- Apply the activation trigger. The emergency quarterback may enter only if each of the first two game-day quarterbacks is unable to participate because of injury or disqualification.
When emergency QB3 can enter—and when he must leave
Under the bylaw reproduced in the 2023 NFL.com report, injury or disqualification of both of the first two quarterbacks is the trigger. A coach cannot activate emergency QB3 merely to replace a quarterback for poor performance or conduct.

If a quarterback who had been unable to participate is medically cleared to return, the emergency quarterback must leave the game. He cannot remain in the game at another position. The bylaw allows him to re-enter at quarterback if a separate emergency arises. The 2023 report describes notification of the game-day Active List 90 minutes before kickoff; the cited materials do not detail the current filing process for a practice-squad quarterback elevated under the later amendment, so that timing should not be assumed to describe that separate procedure.
Why the league brought back the emergency role
NFL.com reported that the league cited “integrity of game” as the chief reason for the 2023 change. The report discussed renewed attention to emergency quarterback availability after the 2023 NFC Championship Game, when Brock Purdy and Josh Johnson were both injured and Purdy returned despite being unable to throw normally. That is useful context for the league’s stated rationale, not evidence that the rule was created solely in response to that one game. See the NFL.com report.

What the public rules do not say about the team’s pick
The public league materials establish who may fill the role, the roster conditions, and when he may play. They do not reveal a universal team selection rubric or establish that clubs must prioritize experience, performance in practice, offensive familiarity, or any other football attribute. Those may be sensible personnel considerations, but they should not be confused with NFL requirements.
The NFL Football Operations 2026 Rulebook page lists that season’s rule changes and does not list a change to the emergency-third-quarterback rule. That change index is not the operative Constitution and Bylaws text, so it does not independently establish every current filing detail.
