The Biden administration requested $3.056286 billion for the Cybersecurity and Infrastructure Security Agency (CISA) in its FY 2024 budget, a figure commonly rounded to $3.1 billion. That was a proposal, not the final appropriation: the enacted FY 2024 amount was $2.873 billion.
How much did Biden request for CISA in FY 2024?
The FY 2024 President’s Budget proposed $3.056286 billion in annual discretionary appropriations for CISA. The Congressional Research Service rounded that to $3.06 billion and described it as $149 million, or 5.1%, above CISA’s FY 2023 enacted funding of $2.907138 billion. CRS’s FY 2024 budget summary provides the rounded comparison; the DHS FY 2024 congressional-justification overview gives the unrounded amounts.
The administration’s budget described the proposal as an additional $145 million, for a total of $3.1 billion. It also identified $98 million for implementing the Cyber Incident Reporting for Critical Infrastructure Act and $425 million to improve CISA’s internal cybersecurity and analytical capabilities. The FY 2024 President’s Budget states those priorities.
Request, Senate recommendation, and enacted funding

The Senate committee’s recommendation was $49.2 million below the President’s request. The enacted figure was $183.3 million below the request. These stages are not interchangeable: the $3.1 billion headline refers to the administration’s proposal, while $2.873 billion is the final enacted amount. The Senate appropriations report gives the committee recommendation, and the House Appropriations summary of the Further Consolidated Appropriations Act, 2024 reports the enacted CISA amount.

What the enacted CISA funding supported
The House appropriators’ summary identifies these portions of the enacted FY 2024 funding:
- $823.1 million for operation and modernization of cyber-defense technology and tools.
- $819.3 million for cyber operations, including vulnerability management and threat hunting.
- $130.2 million for emergency communications operations, testing, and improvements.
These are selected allocations highlighted in the summary, not a complete line-by-line account of CISA’s enacted budget.

Federal budget requests are proposals from the administration; Congress determines appropriations. For FY 2024, the Senate committee recommended an amount below the request, and the final enacted appropriation was lower still. The available summaries establish the totals and differences, but do not provide a complete line-by-line crosswalk explaining every change between the Senate recommendation and the enacted amount.
Public Law 118-42, approved March 9, 2024, was the first FY 2024 consolidated appropriations law. Homeland Security funding was completed later in the Further Consolidated Appropriations Act, 2024. Public Law 118-42 is therefore not, by itself, the final source for the later Homeland Security funding figures.
