Operators do this by adding or reallocating spectrum, installing or upgrading radios and antennas, building more sites, and expanding the connections that carry traffic onward. The right mix depends on local spectrum, terrain, buildings, site placement, and demand; no single upgrade guarantees better service everywhere.
Coverage and capacity solve different problems
Coverage is where a network provides usable service. Capacity is how much data traffic it can support in a place at a given time. The two overlap, but they are not interchangeable: a new site may extend coverage into a weak-signal area, while a radio upgrade at a crowded venue may mainly reduce congestion without changing the network’s broad footprint.
A phone can show a signal and still deliver slow service if many people are competing for limited radio resources, or if traffic cannot move quickly through the site’s backhaul. Conversely, a network can have spare capacity in a location where a building or terrain blocks the signal. The FCC’s 2025 order describes three broad ways to increase capacity: acquire more spectrum, deploy more advanced and efficient technology, or reuse existing spectrum through network densification (FCC, 2025).
What operators change to improve service
Add or reallocate spectrum
Spectrum is the radio-frequency resource a network uses to communicate with phones. Adding spectrum can give a site more radio resources; reallocating or sharing existing spectrum can change how those resources are used. The effect depends on which bands and how much spectrum an operator can use in that market. More spectrum is not by itself a solution to poor indoor signal or a constrained backhaul connection.

Different frequency bands have different practical strengths. Lower frequencies generally travel farther and can reach indoors more readily; mid-band can balance reach and bandwidth; higher frequencies can provide substantial capacity but depend more on site location and conditions. Operators can combine bands to draw on these different characteristics. In its 2024 Communications Marketplace Report, the FCC describes carrier aggregation as using multiple spectrum channels simultaneously; one example pairs a low-band uplink with a high- or mid-band downlink to help with coverage, capacity, and speed (FCC, 2024, paragraph 96).
Upgrade radios, antennas, and signal management
Newer radio equipment can use spectrum more efficiently. Massive MIMO uses multiple antenna paths, while beamforming steers radio energy toward particular users rather than spreading it uniformly. These techniques can improve signal quality and capacity, but they are capabilities—not a promise that every phone will see a noticeable speed increase in every location (FCC, 2024).

Add macro sites or small cells
More sites can fill coverage gaps or distribute traffic among more radios. A traditional macro site serves a relatively broad area; a small cell covers a smaller area and can be placed near concentrated demand, such as a dense urban block. Because nearby cells can reuse spectrum locally, small cells can add capacity where a distant broad-area site is overloaded. They complement rather than universally replace macro sites, and their value depends on placement and a suitable connection back into the network. The ITU identifies small cells as a means of increasing coverage, capacity, and quality of service, particularly in dense urban settings (ITU, 2018).
Expand backhaul and supporting network systems
Backhaul is the connection that carries traffic from a radio site into the operator’s wider network. If a site’s radios can handle more traffic but its backhaul cannot carry it onward, the radio upgrade alone may not remove the bottleneck. 5G deployment involves spectrum, radio access networks, and backhaul; the ITU also identifies network softwarization as part of the broader infrastructure picture (ITU, 2018).

Why an upgrade helps one place more than another
- Geography and buildings: Terrain, distance from a site, and walls or other obstructions affect whether radio signals reach a phone reliably.
- Local demand: A change that relieves congestion in a busy area may do little for a rural coverage gap; a new site may extend reach but not solve a separate transport constraint.
- Available spectrum: The bands and bandwidth an operator can use vary by market, limiting which coverage and capacity trade-offs are possible.
- Site density and backhaul: Adding radios or small cells can help only if they are placed appropriately and have enough transport capacity.
- Device and location: A network’s reported availability does not guarantee a particular indoor signal, speed, or congestion outcome at every address.
That is why a national rollout announcement or coverage map is not a reliable promise of the experience in one room or on one street. Treat operator-reported availability as a description of network reach, not a guarantee of a particular speed or uninterrupted service at a specific location.
A recent UK example shows how upgrades can be combined
On May 28, 2026, Ericsson announced that it and VodafoneThree had completed a UK network upgrade combining Multi-Operator Core Network (MOCN) technology with VodafoneThree’s existing Multi-Operator Radio Access Network (MORAN) infrastructure across a multi-vendor 4G/5G network. Ericsson reported that up to 28.6 million Vodafone and Three customers could automatically connect to the best available coverage, that 16,500 km² of mobile not-spots had been eliminated, and that up to 50 million people—around 71% of the UK population—could access the network’s fastest 5G speeds through shared C-band spectrum. These are company-reported availability and rollout figures, not a claim that every person experienced a particular speed (Ericsson, May 28, 2026).

Ericsson describes C-band in this deployment as around 3.4–3.8 GHz, a balance of coverage and capacity. The example illustrates how infrastructure and spectrum sharing can extend the pool of resources available to customers; it does not establish a result that every shared network or local area will achieve.

Global or national coverage figures describe population reach, not the quality of service at every address. Ericsson’s Mobility Report coverage page estimates global 5G population coverage at 60% at the end of 2025, and 50% outside mainland China; it reports 5G mid-band coverage outside mainland China at 45% in 2025. The same page forecasts about 85% 5G coverage outside mainland China by 2031, rising from 50% in 2025. The 2031 number is a forecast, and all of these figures are Ericsson’s estimates rather than a universal regulator dataset (Ericsson Mobility Report, figures through end-2025).
