When an MLB player clears outright waivers, no other club claimed him. His current team may assign him to the Minor Leagues, but clearing waivers does not automatically release him or make him a free agent. The player’s service time and outright history determine whether he can reject that assignment or elect free agency.

What it means to clear outright waivers

When a club places a player on outright waivers, the other 29 Major League clubs get an opportunity to claim him. If no club claims him before the waiver process concludes, he has cleared. MLB says the waivers are irrevocable: the original club cannot simply withdraw the request after submitting it. MLB’s outright-waivers glossary explains the process.

Clearing is not the same as being sent down. The original club may assign the player outright to the Minors, but that is a separate decision and remains subject to the player’s contractual rights.

If another club claims him

A claim transfers the player to the claiming club’s 40-man roster, and that club takes responsibility for the remaining money owed under his contract. If multiple clubs claim him, MLB awards priority according to reverse winning percentage. If clubs are tied at the lowest current winning percentage, the previous season’s winning percentage breaks the tie.

If no club claims him

The player remains with his current organization unless the club assigns him outright or another outcome follows under his rights. Clearing alone does not change his team, release him, or make him a free agent.

Can a player refuse an outright assignment?

Yes, in some circumstances. MLB lists two distinct protections, and its thresholds are “more than” the stated service time—not “at least” that many years. MLB’s outright-assignment glossary states:

  • A player with more than five years of Major League service time may reject a Minor League assignment.
  • A player with more than three years of Major League service time, or a player who has previously been outrighted, may elect free agency instead of accepting the assignment.

These are different rights. The first permits rejecting the assignment; the second permits choosing free agency in lieu of it. A player who lacks those protections may be assigned to the Minors after clearing waivers.

How outright waivers fit into a DFA

Designation for assignment (DFA) removes a player from his club’s 40-man roster immediately. MLB’s DFA glossary gives the club seven days to trade him or place him on outright or unconditional release waivers. Seven days is the club’s DFA-processing period, not the duration of the waiver claim window.

Claimed on outright waivers The claiming club receives the player on its 40-man roster and assumes responsibility for the remaining contract money.
Clears outright waivers The original club may assign the player to the Minors, subject to his rights to reject the assignment or elect free agency.
Clears unconditional release waivers The player is unconditionally released; this is not the same outcome as clearing outright waivers.

For an out-of-options player, outright waivers can provide a route to the Minors after a DFA and removal from the 40-man roster. An option works differently: an optioned player leaves the active 26-man roster but remains on the 40-man roster. MLB says a player with fewer than five years of service and an option year remaining can be optioned; a player with more than five years must consent to being optioned. See MLB’s option glossary.

Example: Triston McKenzie in April 2025

In an April 28, 2025 MLB report, Triston McKenzie had cleared waivers after Cleveland designated him for assignment and accepted an outright assignment to Triple-A Columbus. The report says he could have declined the assignment and become a free agent; he accepted and stayed in the Guardians organization. The example illustrates that clearing waivers and accepting an assignment are separate steps; it describes that transaction, not McKenzie’s present status.
