Reduce cloud and software costs by making FinOps a recurring, shared operating practice—not a round of across-the-board cuts. First identify which client, project, team, workload, or environment each significant cost supports; then prioritize changes that are reversible and approved by the people accountable for delivery. A lower bill is worthwhile only if it preserves the reliability, security, schedule, and business value the spend is meant to support.

Set ownership and delivery guardrails first

FinOps brings finance, technology, and business stakeholders into continuing decisions about technology spending and value. Its scope can include public cloud, SaaS, software licenses, data centers, and related services—not just infrastructure bills. The FinOps Foundation describes the practice as “bringing a financial accountability cultural change to how technology value is measured” across those categories. For an IT services company, a practical model is often a lean central FinOps or cloud business function that establishes allocation rules, reporting, and review cadence, while delivery and engineering owners make workload-level trade-offs. AWS describes centralized, decentralized, and hybrid ownership models; the right choice depends on how the company already assigns financial and technical responsibility. Agree on decision rights before changing client-facing systems. The team should specify who can approve routine changes, which changes require a project or service owner, how security and reliability concerns are escalated, and how an engineer can reverse an automated action. A cost initiative should not silently override a client commitment or a team’s delivery plan.

Build a baseline that connects spend to work

Before estimating savings, map material spend to the work it enables. A useful view separates costs by client or internal service, project, team, workload, environment, and major category such as compute, storage, data transfer, SaaS, or licensing. For each area, record its current cost and the delivery or service measure that makes the spend meaningful.

Where tags, account structures, or subscription ownership are incomplete, treat attribution as an improvement to make—not as a reason to assign uncertain savings to a team. Establish owners for shared resources and document the allocation method so that a project is not charged arbitrarily for infrastructure used by several clients.

Review recurring patterns and investigate material changes before reacting to a single bill spike. A short-lived increase may reflect a release, test cycle, client demand, or data movement; cutting capacity before understanding the cause can create a delivery problem without addressing the underlying cost pattern.

Choose workload changes by risk and reversibility

Start with provider-native cost and usage tools, then validate their recommendations with the workload owner. Microsoft recommends reviewing usage and considering whether workloads can be scaled down, stopped, or moved to a more suitable option. The action should match the workload’s role and dependencies, not just a generic recommendation.

Action When it may fit Control before rollout
Remove idle resources When an owner confirms the resource is unused and no project or service depends on it. Confirm ownership and dependencies; make the change reversible where practical. See Microsoft workload optimization guidance.
Rightsize or scale When observed usage shows that a workload can use a smaller or more suitable configuration without missing its service needs. Review usage and monitor performance after a pilot. See Google Cloud’s overview of Cloud FinOps.
Schedule nonproduction environments For development, test, staging, demo, or internal workloads with predictable inactive periods. Ask the named owner about schedules and dependencies; pilot auto-stop, define an override path, and monitor impact. Microsoft notes that storage can remain billable after compute stops. Use interruption-tolerant capacity For workloads that can tolerate interruption, such as suitable batch or fault-tolerant work. Check recovery behavior and delivery deadlines before using spot virtual machines; they are not a default for interruption-sensitive services. See Google Cloud’s overview of Cloud FinOps.
Consider a usage commitment When a workload has sufficiently understood, credible demand over the relevant commitment period. Review expected usage, flexibility, term, and downside if demand changes before committing. See Google Cloud’s overview of Cloud FinOps and Microsoft workload optimization guidance.

Stopping a virtual machine or other compute resource does not necessarily stop every charge associated with it. Check storage, data transfer, backups, addresses, and other supporting services as part of the change review. For each pilot, record the owner, expected effect, success measure, monitoring window, and rollback path. Expand only after the observed service impact is acceptable.

Optimize rates and architecture after demand is understood

Rate optimization changes what the company pays for a level of usage; usage optimization changes how much or what kind of resource the workload consumes. A discount tied to a usage or spend commitment can be useful, but only if the expected demand and the organization’s tolerance for inflexibility support it. Procurement and engineering should review the same forecast, including workload changes, project pipeline uncertainty, and the consequences of paying for capacity that is no longer needed.

Architecture changes can also affect cost, but a smaller bill alone is not enough to justify a migration or redesign. Compare expected savings confidence with performance and reliability impact, client schedule risk, engineering effort, and rollback difficulty. Provider guidance identifies approaches such as rightsizing, scaling, commitments, spot capacity, and cost-aware architecture; it does not establish one option as right for every workload or a universal discount amount. Cloud infrastructure is only part of technology spend. FinOps guidance includes software licenses and SaaS whether the company buys directly, through a reseller, or through a marketplace. Create an inventory with a named business owner, technical owner, renewal date, contract or entitlement details, and available seat or usage evidence. Use it to identify subscriptions with no accountable owner, duplicate services, or seats that appear unused. Before removing a seat or changing an entitlement, confirm whether the person or project still needs access, check the renewal and contractual conditions, and verify license eligibility. Bring-your-own-license arrangements are specific to the provider and license terms; confirm current eligibility rather than assuming a license transfers.

FinOps Foundation polls at its September 2024 regional virtual summits indicated that approximately 70% of practitioners managed SaaS and approximately 65% managed licensing. These are event-poll results, not a representative census of all companies. FinOps Foundation guidance on SaaS.

Measure value alongside the bill

Choose a cost measure that fits the service: cost per client service, project, environment, transaction, or customer can be useful when allocation data is credible. Pair that measure with delivery and quality indicators such as project schedule, availability, performance, and incident load. Microsoft’s workload guidance captures the principle: “Every cost should have direct or indirect traceability back to business value.” Microsoft workload optimization guidance.

Use a short, owner-approved pilot to compare results against a baseline, including both the bill and the agreed service outcomes. If the saving comes with delayed client delivery, degraded reliability, or materially more operational work, it is not an unqualified improvement. Keep changes that meet the agreed outcome and revise or roll back those that do not.

The FinOps Foundation’s 2025 State of FinOps report says surveyed organizations were responsible for more than $69 billion in cloud spend; it also reports that 50% of practitioner respondents retained workload optimization as a priority. Those findings describe surveyed FinOps practitioners and large cloud spenders, not a guaranteed result or a representative estimate for every IT services company.
