Europe uses the same broad terrestrial-broadcast family as much of the world, but the available figures do not show that Europeans are more or less likely than people on other continents to watch HDTV. The strongest comparable evidence concerns digital terrestrial television (DTT)—how broadcasts reach a home and which transmission standards are used—not HD channel availability or household adoption across terrestrial, cable, satellite and broadband services.
What “HDTV status” can mean
HDTV describes television picture quality and services; it is not a single delivery technology. A household can receive HD channels over an antenna, cable, satellite or broadband, and those platforms may coexist. A terrestrial broadcast standard, by contrast, specifies how over-the-air digital television is transmitted and received. Knowing which standard a country uses does not tell you how many households watch HD.
That distinction matters when comparing continents: the available evidence supports a comparison of broadcast systems and some terrestrial-reception patterns, but not a reliable ranking of HD availability or HD-viewing households worldwide.
What the European figures do—and do not—show
A European Commission report published in 2026 cites EBU and BNE estimates that 40–42% of European TV households receive DTT on at least one television set. This is an estimate of terrestrial reception, not the share of households watching HDTV, nor the share relying exclusively on an antenna. “Europe” in that estimate should not be silently treated as synonymous with the European Union.

For the EU, the Commission report estimates about 52.1 million households in 2015 and 34.9 million in 2024 receiving DTT, an overall decline of approximately 33% across that period. These are household estimates through 2024; they show a reduced terrestrial footprint, not a measured decline in HD viewing. A household that no longer receives DTT may still watch HD through another platform.
The report also describes national transitions rather than one uniform European changeover. Spain’s 2025 DTT plan sets out a path toward DVB-T2 for UHD. That is a country-specific evolution plan, not a rule that every European broadcaster or television owner has already moved to DVB-T2.

How terrestrial systems compare by region
DVB’s November 2023 deployment snapshot says DVB-T and/or DVB-T2 had been implemented or adopted in 147 countries. It reports DTT services on air in 82% of countries, representing 91.3% of the world’s population. Those are global DTT deployment and population-coverage measures, not figures for HD channels or HD household adoption.
DVB describes DVB solutions as used across much of the world, while identifying other major regional systems. The table compares terrestrial-system patterns, not picture quality or the number of HD services:

Why there is no defensible continent-by-continent HDTV ranking
A fair comparison would need harmonized data on at least four different questions: which HD channels or services are available; how households receive television; how many households can access or rely on each platform; and which broadcast generation and compatible receivers are in use. It would also need to distinguish HD from UHD and specify the year and geographic scope of each measure.
The figures available here mainly address DTT reception and terrestrial standards. They do not combine terrestrial, cable, satellite and streaming households into a global measure of HD access, and they do not provide a comparable count of HD channels by continent. So the sound conclusion is limited: Europe has broad DVB-T/T2 context and continuing, but declining, estimated EU terrestrial reception; the supplied data cannot establish how its HDTV adoption ranks against other continents.

What this means when choosing a television
If you plan to watch over-the-air broadcasts, match the television’s tuner to the broadcast system and generation used where you live. A DVB-T2 or ATSC label by itself does not guarantee reception in every country: compatibility can depend on the local standard, codec, service and reception setup. Spain’s plan illustrates why national requirements matter; it does not set a universal European receiver rule.
