Hacking can expose payment-card information stored or handled by a business. Criminals may then bundle or sell the stolen data, and buyers can use it to attempt unauthorized purchases. Investigations by the FBI and U.S. Department of Justice document this chain, though they do not show how common it is today.
How stolen card data moves from a breach to fraud
Payment-card theft can begin when criminals compromise a business or its payment environment. In its account of the FIN7 cybercrime group, the FBI described attacks on businesses where customers used cards and reported that stolen payment-card data was offered for sale in underground markets. Other DOJ cases describe stolen card information being sold and then used to obtain goods or services fraudulently. These are documented case patterns, not a formula followed by every breach.
Law-enforcement materials use the term carding for criminal activity involving stolen card or financial information. A DOJ case account described carding forums as venues for trading information and selling stolen account data. This is a high-level description: it does not mean a particular breach necessarily involved a forum, or that every stolen card is sold rather than used directly.
Europol’s June 11, 2025 IOCTA announcement framed the broader cybercrime economy with the headline “Data is no longer just the target—it’s a commodity.” The announcement describes stolen data broadly; it does not provide a current global total for payment cards stolen by hacking and sold in criminal markets.

What the reported case figures do—and do not—show
Historical investigations show that card theft and resale have occurred at substantial scale in particular cases. They are not estimates of the current worldwide market or of the number of cards stolen in a typical year.

Among the sources cited here, there is no comparable current global estimate specific to credit-card data stolen by hacking and sold through criminal markets. The case totals above should be read only in their stated contexts.

Why a card can be at risk even when it is still in your wallet
A breach of a business or payment environment can expose card information without anyone taking the physical card. The cardholder may learn of the problem only after an unfamiliar transaction appears or the issuer contacts them. Monitor account activity for small as well as large transactions; an unfamiliar charge should be reported promptly.
What to do if your card information may be exposed
- Check the account. Review recent transactions and continue watching for unfamiliar activity, including small charges.
- Contact the card issuer quickly. Report suspicious transactions using the issuer’s official contact channel and follow its instructions and dispute process.
- Ask whether to cancel and replace the card. If the card account is compromised, the issuer can advise whether a replacement is appropriate and what happens to recurring payments or pending transactions.
- Consider identity-protection steps if other personal information was exposed. A fraud alert or credit freeze addresses the risk of someone applying for new credit in your name; neither substitutes for contacting the issuer about charges on an existing card.
Credit and debit transactions can have different reporting deadlines and liability rules. The CFPB explains those distinctions in its consumer guidance; follow the current instructions for your card type and contact the issuer immediately rather than relying on a general deadline.

A freeze is useful for new-credit risk, not as a substitute for card-account response. If your immediate concern is a compromised card, issuer contact and transaction monitoring are the relevant steps.
