A GST rate change does not automatically tell a small business what rate to charge on every invoice dated after the change—or whether to raise its quoted price. For a transaction near the effective date, first confirm the rate and date notified for that specific supply, then apply the time-of-supply rules in section 14 of India’s Central Goods and Services Tax Act (CGST Act). Separately decide whether to hold the pre-tax price or the customer-facing total steady.
Which GST rate applies when a rate changes?
Start with the particular goods or service, its classification, and the applicable rate notification. There is no single GST rate for all small businesses, and categories may have different effective dates. The Central Board of Indirect Taxes and Customs (CBIC) and GST Council materials point to the official rate notifications for checking revised rates: CBIC GST goods and services rates.
For transactions around a rate-change date, the invoice date alone may not decide the applicable rate. Section 14 of the CGST Act sets out time-of-supply cases that take account of when the supply occurred and when the invoice and payment occurred. Match the facts to the relevant statutory case rather than applying the new rate simply because the invoice was issued after the change: Central Goods and Services Tax Act, 2017.
A dated example: the 2025 rate transition
The Ministry of Finance FAQ on the 56th GST Council decisions said that most changes to rates on goods and services took effect on 22 September 2025. It identified cigarettes, chewing tobacco products such as zarda, unmanufactured tobacco, and beedi as exceptions whose existing rates would continue until a later notified date. That date is an example, not a substitute for checking the notification governing a particular supply. See the Ministry of Finance FAQ, published 3 September 2025.

How to handle a transaction that crosses the effective date
- Identify the supply. Confirm the goods or service and its classification, then check the official rate and effective date that apply to it.
- Write down the relevant dates. Record when the supply took place, when the invoice was issued, and when payment was received.
- Apply the relevant time-of-supply case. Use those facts under section 14; do not treat the announcement date or a later invoice date as a universal rule.
- Check advances and incomplete supplies. Where a customer paid an advance or the supply was not yet complete, use the applicable time-of-supply provisions. The Ministry’s transition FAQ specifically addresses these situations: official FAQ on rate changes and transition cases.
- Verify the invoice. Confirm that it shows the rate and tax amount that apply to the transaction, and use the prescribed correction mechanism if an issued invoice needs adjustment.
For a specific transaction, the result depends on the supply, the relevant dates, and the applicable notification and statutory case. A general guide cannot determine a rate for an unidentified product or service.
What a rate change means for customer-facing prices
The tax calculation and the commercial price decision are separate. A change in the applicable GST rate can alter the tax component, but it does not by itself establish that a seller must change its pre-tax selling price or its advertised total.

These are arithmetic consequences, not predictions about how businesses or markets typically respond. The right choice depends on the business’s pricing arrangement and commercial decision. Before changing a quote or invoice template, establish which figure the business intends to keep constant and determine the rate that legally applies to the supply.
What registered sellers must show on invoices
CBIC’s invoice rules require a tax invoice to include the rate of tax and the amount of tax, along with other prescribed particulars. A registered seller should ensure the rate corresponds to the specific supply and its effective date, and update relevant invoice data when needed: CBIC Central Goods and Services Tax Rules.

Invoice obligations depend on registration status. CBIC guidance says registered persons must issue tax invoices under section 31 and the rules; an unregistered person may issue an ordinary commercial invoice but cannot issue a tax invoice. A credit note can be relevant when an invoice shows excess taxable value or tax, or in cases such as returned goods. Section 34 and its conditions govern the adjustment; a credit note is not a general workaround for failing to determine the right rate or time of supply. Check the current statutory and reporting requirements before making an adjustment. CBIC explains these mechanisms in its GST FAQ guidance.

CBIC FAQ guidance also describes the treatment of discounts given before or at the time of supply and duly recorded on the invoice: under the stated conditions, such discounts are excluded from taxable value.
