The same control system also manages satellite clocks, navigation data, telemetry, and constellation health.
How the GPS ground-control loop works
GPS has three parts: the space segment (satellites), the control segment (ground facilities), and the user segment (receivers). A receiver uses satellite signals to calculate position and time. Ground control, by contrast, tracks the satellites and checks that their signals and broadcast information remain usable. GPS.gov describes the control segment as a worldwide network that tracks satellites, monitors transmissions, analyzes results, and sends commands and data to the constellation (GPS.gov: Control Segment).
- Observe: Monitor stations track satellites as they pass overhead and collect signal, ranging, carrier, and atmospheric measurements.
- Estimate: Those observations go to the Master Control Station, where they are processed to estimate and predict satellite state and assess constellation health.
- Decide: Operators use the resulting estimates to determine whether a satellite needs a commanded maneuver or other action, and to generate updated navigation data and commands.
- Communicate: Ground antennas upload commands and navigation data to satellites and receive telemetry, which reports information about satellite status and operation.
- Repeat: Monitoring continues, so the system can detect changes and respond rather than relying on a one-time orbit correction.
This division of work is also reflected in GPS technical specifications, which describe processing ranging measurements, estimating and predicting satellite state, generating navigation data and commands, processing telemetry, and controlling uploads (GPS SPS Signal Specification, 2nd Edition).
What each ground-control element does

The monitor stations are the sensing layer, the Master Control Station is the analysis and decision center, and antennas provide the communications link. None of those functions alone keeps a satellite on course; they work together as a measurement-and-command system.

When and why GPS satellites are maneuvered
When observations or predictions show that a satellite’s state needs correction, operators can send a command maneuver to maintain its proper orbit. GPS.gov characterizes these as “occasional command maneuvers” (GPS.gov: GPS). The agency overview does not give a universal maneuver schedule, so a fixed interval should not be assumed.
Orbit maintenance is only one reason for ground control. The system also adjusts satellite clocks, uploads updated navigation messages, monitors signal health and system integrity, and supports maintenance and anomaly response. This matters to receivers because they depend on both the satellites’ signals and accurate navigation information.

Which control system operates the constellation?
GPS.gov identifies the Architecture Evolution Plan (AEP) as the system currently used to command and control the operational constellation (GPS.gov: Architecture Evolution Plan). The agency describes the Next Generation Operational Control System (OCX) as the future system intended to command modernized and legacy satellites and manage civil and military navigation signals (GPS.gov: Next Generation Operational Control System). That description does not establish an operational date for OCX.

- A fixed maneuver cadence: GPS.gov says maneuvers are occasional but does not specify a general interval.
- A settled current monitor-site total: GPS.gov’s Control Segment page gives conflicting figures, citing 16 monitoring sites in its OCS summary and global coverage from 17 sites in its monitor-station description. The discrepancy prevents presenting either total as an unambiguous current count.
The 2020 performance standard describes four ground antennas and a globally distributed monitor network, but those are figures in that document’s architectural description, not a reconciliation of the current site totals.
