Hope and Discontent are separate pressures, so a law that helps one may worsen the other. Before signing, weigh its practical benefit against its mood effects, any promise it creates, and choices it closes off.
How the Book of Laws works
The Book of Laws has two broad sections: Adaptation and Purpose. Adaptation is available at the start and addresses immediate needs such as work, food, and sickness. Purpose becomes available later, when you must choose between Faith and Order. Those branches are mutually exclusive: choosing one prevents you from signing laws in the other.
Many laws build on earlier choices, and some offer competing ways to address the same need. A law may apply a passive effect, unlock an ability, or let you build a new structure. If it also creates a promise to build that structure, failing to keep the promise can displease residents. Signing is therefore more than a one-time meter change: consider what the law does now, what it enables later, and what it asks you to do.
A community-maintained Book of Laws guide reports a cooldown between signings; the duration varies by law. Check the in-game interface for the timing that applies to your current choice.

What Hope and Discontent measure
Hope
Hope reflects residents’ confidence that they will survive and that conditions in the city can improve. Laws, buildings, and events can affect it; some modifiers are temporary, while others persist. If Hope becomes very low and stays there, the city can reach a defeat condition. The available mechanics references do not establish one numeric threshold that applies to every scenario, so there is no reliable universal number to cite.
Discontent
Discontent is a separate pressure that laws can raise or lower. Do not assume that improving Hope also reduces Discontent, or vice versa. Check both indicators after a decision and judge whether the change is manageable alongside the city’s immediate needs.

How to weigh a law before signing
Compare laws against the problem your city needs to solve, not against a universal ranking. For each option, ask:
- What survival need does it address, and what resources, work hours, or capacity does it affect?
- What are its immediate and lasting effects on Hope and Discontent?
- Does it unlock a building or ability, and does it create a promise you must fulfill?
- Does it rule out another law or commit the city to Faith or Order?
- What moral and political direction does continuing that branch establish?
The following examples illustrate the kinds of tradeoffs to look for. The specific effects are reported by a community-maintained game guide, not an official developer reference; confirm details in the version you are playing.

What changes when you choose Faith or Order
Purpose presents a choice between Faith and Order, each with its own laws, buildings, and abilities for addressing the city’s mood and other needs. The choice is not just a short-term way to adjust a meter: it determines which political and moral route the city can follow.

At the end of either route, New Faith or New Order replaces Hope with Devotion or Obedience, respectively. The community-maintained Hope mechanics page describes this as a change in Hope’s usual role. Treat these endpoint laws as consequential shifts in the city’s direction, rather than ordinary Hope-management upgrades.
For Order, the community New Order reference lists Pledge of Loyalty as one prerequisite route and reports a 36-hour signing cooldown for Pledge of Loyalty and a 72-hour cooldown for New Order. These are reported in-game values, not independently verified current-version timings; check the game’s interface before relying on them.

Keep the tabletop version separate
Frostpunk: The Board Game also has Hope, Discontent, and law cards, as described in its rulebook. It is a separate adaptation, not a source for the digital game’s current formulas, thresholds, or balance.
