The available official reports give a dated estimate of El Salvador’s public Bitcoin holdings, but they do not establish a current dollar valuation method or publish an independent audit opinion covering the complete reserve. The International Monetary Fund (IMF) estimated 6,070 BTC in February 2025; later statements discuss wallet movements and documentation, not a new audited total.
What quantity of Bitcoin has been reported?
“Bitcoin reserve” can refer to public-sector Bitcoin held across government wallets or to a named reserve fund shown in reporting. Those are not necessarily the same measure: a fund’s displayed balance can change when Bitcoin moves between government-owned wallets, even if the government’s aggregate holdings do not.

The 6,070 BTC figure should therefore be read with its February 2025 date attached. The later statements do not establish the reserve’s current aggregate balance.
How is the reserve converted into a dollar value?
A BTC quantity and a dollar valuation answer different questions. To calculate a market-value estimate, a reader needs both a defined quantity and a Bitcoin price from a specified source at a specified time. The result will vary as the market price changes.

The IMF materials cited here report a historical BTC estimate and describe disclosure commitments, but do not state a reserve-wide valuation convention, price source, or valuation date. They therefore do not establish an official current dollar value or a government-booked value. Multiplying 6,070 by a Bitcoin price chosen today would produce a new estimate based on a 2025 quantity and a present-day price—not a current valuation of the reserve.
What do wallet disclosures show—and what do they not show?
A blockchain balance and transaction history can be checked for a known public address. That evidence can help readers trace activity in the disclosed addresses, but it cannot on its own establish that the address list is complete or resolve who controls the signing keys.

The IMF’s February 2025 program report described commitments to publish public addresses of public-sector cold wallets and Chivo summary financial statements, including transfers to and from the government and liquidity-management policies. These disclosures can improve transparency. They are not, by themselves, an audit of the full reserve or its presentation in government accounts.
For a comprehensive picture, scope matters: which public entities and wallets are included, whether Chivo customer assets are distinguished from government holdings, who controls the assets, and how the holdings are recorded alongside any relevant obligations. These are questions a complete audit would need to address; the cited disclosures alone do not answer them.

Has an independent audit of the complete reserve been published?
The IMF sources cited here do not provide a published independent audit opinion covering all reserve holdings, related controls and transactions, and their treatment in financial statements. Wallet visibility, program monitoring, and documentation supplied to IMF staff are not equivalent to such an opinion.
The distinction matters for the September 2026 statement: the IMF reported that the authorities had provided documentation about private donations and the use of public resources. It did not describe that documentation as an independent audit of the complete reserve.

The October 2026 IMF review also reported that majority ownership and control of Chivo had transferred to a private operator, with residual public-sector involvement to be unwound. Chivo’s operational ownership should not be treated as evidence about ownership of the Bitcoin holdings discussed in public-sector reserve disclosures.

How to assess a future reserve figure
- Quantity: Check the BTC amount, balance date, and which addresses or public bodies are included.
- Dollar basis: Look for the price source and timestamp, and whether the figure is a market estimate or an amount recorded under an official accounting policy.
- Completeness and control: Check whether the disclosed address set and signing authority are explained, and how customer assets and public holdings are distinguished.
- Audit assurance: Look for a named independent auditor’s report that specifies the balances, records, controls, and financial statements within its scope.
