Bills mature within a year and pay their return at maturity; notes and bonds pay fixed interest twice a year; TIPS adjust principal with inflation and pay interest on that changing balance. The comparison below is specific to U.S. Treasury securities—other governments use different names and rules.

These are product mechanics, not a ranking or personalized recommendation. No type is universally best: the fit depends on when you need the money, your cash-flow preferences, inflation exposure, taxes, and willingness to accept price changes if you sell early.
What “government bonds” means in this comparison
Here, “government bonds” means U.S. Treasury securities. The Treasury uses “bond” more narrowly than everyday speech: bills are short-term securities, notes cover specified intermediate terms, and Treasury bonds are long-term fixed-principal securities. TIPS are a separate Treasury security whose principal is indexed to inflation. Treasury bills, notes, bonds, TIPS, and floating-rate notes are distinct categories.
How each Treasury security works
Treasury bills: return paid at maturity
Treasury bills mature in one year or less. They do not pay a regular semiannual coupon. A bill may be purchased at face value or at a discount; at maturity, Treasury pays face value. If bought at a discount, the difference between the purchase price and face value is the bill’s interest. Because bills mature quickly, the rate available when you reinvest may differ from the rate on the bill that just matured.

Nominal notes and bonds: fixed coupons, changing market prices
Treasury notes have terms of 2, 3, 5, 7, or 10 years. Treasury bonds are long-term issues, including 20- and 30-year terms. Both pay fixed interest every six months, with the rate set at auction, and repay principal at maturity.
The coupon rate is not the same as the yield a buyer earns at a secondary-market price. If a security’s yield to maturity is higher than its coupon rate, its price may be below face value; if the yield is lower, the price may be above face value. A sale before maturity can therefore produce a gain or loss relative to what you paid.

TIPS: CPI-adjusted principal and variable coupon dollars
Treasury issues TIPS in 5-, 10-, and 30-year terms. Their principal is adjusted using a version of the CPI published by the Bureau of Labor Statistics. The coupon rate is fixed, but the dollar amount of each semiannual interest payment changes because the rate is applied to the adjusted principal.
Inflation can raise TIPS principal, while deflation can lower it. At maturity, Treasury pays the inflation-adjusted principal or the original principal, whichever is greater. That floor applies to the maturity payment; it does not guarantee a particular resale price before maturity or a profit after inflation and taxes.

What changes if you sell before maturity?
All marketable Treasuries can be transferred or sold before they mature. TreasuryDirect defines marketability this way: “Marketable means that you can transfer the security to someone else and you can sell the security before it matures (reaches the end of its term).” U.S. Treasury: Marketable Securities
Marketability is not the same as a guarantee of getting your purchase price back. The sale price depends on the market at that time. Fixed-rate notes and bonds may trade above or below face value as market yields change; TIPS also have market-price risk despite their maturity floor. Longer maturities generally expose investors to more price movement when yields change. A bill sold before maturity can likewise fetch a price different from its purchase price.

How to choose what to compare for your situation
- When you need the money: Compare your expected cash-need date with the security’s maturity. Selling early is possible for marketable securities, but the price may differ from what you paid.
- When you want cash flows: Bills provide no regular coupon and pay face value at maturity. Notes and bonds pay fixed interest twice a year. TIPS pay twice-yearly interest based on adjusted principal, so the dollar payment varies.
- How you want to handle inflation exposure: Nominal Treasuries keep principal and coupon amounts fixed in nominal terms. TIPS adjust principal with CPI, which also changes coupon dollars.
- How much price variation you can accept: If you may need to sell before maturity, consider how market yields could affect the price. Treasury backing does not eliminate resale-price risk.
- Taxable-account implications: Interest is federally taxable, and TIPS principal changes may affect federal taxes before maturity. Consider current Treasury and IRS guidance or consult a tax professional about your circumstances.
Tax treatment and where to buy
TreasuryDirect says TIPS interest is subject to federal income tax, and annual principal adjustments may also affect federal taxes. TIPS are exempt from state and local taxes. Tax treatment can depend on the security and your circumstances; consult current Treasury or IRS guidance, or a tax professional, rather than treating this overview as personal tax advice.
Treasury securities can be purchased at Treasury auctions or through the secondary market via brokers, dealers, or financial institutions. Available features, fees, and account requirements may vary by provider. Current auction offerings and yields change over time, so check Treasury auction results for dated figures rather than relying on a static comparison.
