Scientists estimate forest carbon by measuring samples on the ground, applying equations and models, and often using remote sensing to extend estimates across larger areas. They first define the area and carbon pools being counted, then estimate the amount stored or the change over time. There is no single instrument that directly reads the carbon in an entire forest.
What does “forest carbon storage” include?
Before measuring, scientists define the study area and the carbon pools to count. Depending on the purpose, those pools may include live tree biomass above and below ground, dead wood, leaf litter, soil organic carbon, and harvested wood products. A tree-biomass estimate is therefore not directly comparable with one that also includes soil and dead material.
That boundary also determines what a result means: it may describe a plot, a project area, a region, or a national forest inventory. The area, dates, and included pools need to be clear for the estimate to be interpreted correctly.
How do field measurements become a carbon estimate?
1. Sample forest plots
Field crews measure trees in selected plots, including trunk diameter. They use those observations with allometric biomass regression equations—relationships developed to estimate a tree’s biomass from measurable characteristics. Biomass estimates are then used to estimate carbon. Crews do not weigh every tree in a forest; measurements from samples and calibrated relationships support the broader estimate.

2. Sample soil and other pools
When the accounting boundary includes soil, dead wood, or litter, these pools need their own sampling or estimation methods. Soil sampling depth and design, for example, affect what the resulting estimate represents. Short-term changes in soil carbon can be difficult to detect when they are small compared with existing stocks and spatial variation.
3. Apply equations and models
Scientists combine inventory data with equations, expansion factors, and models appropriate to the forest and the study’s scale. The methods and assumptions matter: documentation should identify the data, equations, models, and carbon pools used.

How does remote sensing help?
Satellite and other remote observations help map forest extent and identify changes such as clearing or regrowth across broad areas. They provide observations or proxies, not a direct carbon reading. Converting those observations into carbon stocks or changes depends on calibration, field measurements, and modeling. The IPCC guidance on land use, land-use change, and forestry describes how remote observations are interpreted alongside in-situ measurements and models.
How do scientists measure change over time?
One approach estimates the stock for the defined area and pools at two dates, then subtracts the earlier estimate from the later one. Another estimates the carbon fluxes entering and leaving the ecosystem during an interval. Depending on available data, scale, precision needs, and cost, scientists may combine these approaches with activity data and models.

A change estimate is meaningful only in relation to its boundary, pools, and time interval. If those differ between estimates, the numbers may describe different things rather than a real disagreement about the same forest.

Methods have different strengths and practical limits. The IPCC notes that they vary in “accuracy, precision, verifiability, cost, and scale of application” (IPCC guidance).

- Boundary and dates: Check whether estimates cover the same land area and time period.
- Carbon pools: Confirm whether roots, soil, dead matter, and harvested wood products are included in both.
- Method: Identify whether the estimate uses plot inventories, remote sensing, flux estimates, models, or a combination.
- Sampling and calibration: Look for methods and equations suited to the forest being studied, and whether they are documented.
- Uncertainty: Check whether ranges or limitations are reported and whether the change is large enough to distinguish from measurement variability.
- Scale and cost: A method designed for a plot may not serve the same purpose as one designed for a regional or national inventory.
For compliance reporting, use the applicable current national rules and methodological guidance; general measurement principles alone do not establish which method a particular reporting program requires.
