A digital music play does not automatically become one predictable payment to an artist. Services report usage and related data; rights organizations and companies match that information to recordings, songs, and ownership records; then they apply the rules for each right and pay the people or organizations entitled to collect. The route depends on the service, the rights involved, the territory, and the creator’s agreements.

How does a music play turn into a royalty payment?

Think of the process as a chain: a service records a use, reports it, the relevant rights data is matched, applicable rules determine what is owed, and a collecting organization or business distributes the money. A missing or incorrect work, recording, or ownership record can interrupt that chain even when the use itself was reported.

  1. A service records and reports usage. A digital service provider (DSP) reports activity and associated information under the licenses and reporting rules that apply to it. For music streamed or downloaded under the U.S. blanket license administered by The Mechanical Licensing Collective (The MLC), eligible DSPs send usage data and royalties to The MLC monthly.
  2. The report identifies the use and the music. A report needs information that can connect a stream, download, or sale to the relevant recording and musical work. The report is not itself proof that every rights claim or ownership share is correct.
  3. An administrator matches usage to rights records. The administrator compares reported activity with repertoire and ownership data in its scope. The MLC, for example, says it matches DSP-reported streams and downloads to songs registered by its members and calculates royalties owed.
  4. Rules are applied and accounts are settled. The relevant license, right, rate, and ownership allocation determine what is payable and to whom. The organization or business handling the payment then distributes it according to its role and applicable agreements.
  5. Money travels through the downstream agreements. A platform payment to a label, publisher, distributor, administrator, or collective is not necessarily the amount an individual songwriter or performer ultimately receives. The recipient’s contracts and account arrangements affect that last step.

Why can one song generate more than one royalty stream?

A song has at least two distinct rights interests in this context: the musical work (the composition, including its underlying songwriting) and the sound recording (a particular recorded performance). Different organizations may administer royalties for each. The service type and territory also matter: the U.S. examples below do not describe every country’s system or every platform’s licensing arrangement.

Digital performance royalties Sound recordings played on qualifying non-interactive digital services. SoundExchange collects and distributes the royalties within its scope, using reports of recordings played. This is not a general split for all streaming income and should not be applied to on-demand subscription services.
Other performance rights and downstream receipts Performance rights or revenue passed on after a platform pays a business or rights administrator. PROs administer other performance rights; labels, publishers, administrators, and distributors may also pass on revenue under their agreements. The exact route depends on the right, service, territory, and contracts.

For the statutory digital performance royalties SoundExchange describes, its stated allocation is 45% to featured artists, 5% to a fund for non-featured artists, and 50% to the sound recording rights owner. Those percentages apply to that defined category of royalties, not to every dollar a streaming service generates.

What information lets a system match a report to the right people?

Matching relies on more than a track title. Reports need music-identification information, while repertoire records need enough accurate detail to connect a use to the relevant work, recording, and rights claims. Different identifiers and metadata serve different purposes, and correct report formatting cannot compensate for missing or inaccurate ownership and repertoire data.

  • Usage information: what was used and the associated sales, usage, or revenue details the reporting rules require.
  • Recording information: data that identifies the specific sound recording, rather than treating every recording of a composition as the same item.
  • Work and ownership information: song registration and rights claims that allow an administrator to associate a use with the people or organizations entitled to it.
  • Service and territory context: enough context to apply the applicable license and determine which administrator or payment route is relevant.

Unmatched usage is a practical problem: if a report cannot be connected confidently to repertoire and rights records, the system may not be able to allocate the money to the correct claimant. The MLC provides public search, bulk data access, an API, and a distributor portal related to unmatched recordings. These tools support research and claims; they do not mean that one search or registration covers every right or territory.

What are DDEX DSR and The MLC’s SURF?

Reporting formats are part of the technical handoff between digital services and rights organizations. DDEX’s Digital Sales Report (DSR) standard communicates sales, usage, or revenue information along with associated music information to relevant rights owners, supporting onward royalty-payment workflows. DDEX says the flat-file version was first published in 2016 to address changing technical requirements for digital music reporting.

For its monthly U.S. reporting, The MLC says DSPs can use DDEX DSRF or The MLC’s own SURF format. The format determines how reporting data is structured and delivered; it does not establish who owns a song, resolve conflicting claims, or guarantee a successful match. Those outcomes still depend on the quality and consistency of the underlying music and rights data.

Why is there no fixed payment for each stream?

Major streaming services do not pay a universal fixed amount per stream. Spotify for Artists puts it plainly: “Fans don’t pay per song, and no major streaming service pays a fixed rate per stream.” A service’s revenue and licensing arrangements, the rights involved, the applicable allocation rules, and the agreements between rights holders and their business partners all affect what is paid and what reaches an individual creator.

That is why multiplying a play count by a single online “per-stream rate” cannot reliably predict take-home income. The MLC reported that it had distributed more than $4.2 billion in total royalties as of its September 30, 2026 announcement. That is an organization-reported aggregate, not a measure or forecast of any one creator’s earnings.

What should a songwriter, artist, or rights owner check?

Start with the specific use and the right you believe is unpaid or incorrectly reported. Then follow the administrator responsible for that right, rather than assuming one account or portal collects everything.

  1. Identify the right. Decide whether the issue concerns the composition, the sound recording, or both.
  2. Identify the service and territory. Check whether the use was on-demand or qualifying non-interactive, and where it occurred. Do not assume a U.S. organization administers every service or country.
  3. Check repertoire and ownership records. Search the relevant administrator’s records for the work or recording, and confirm the associated rights data and claims.
  4. Use the relevant registration or claim process. Songwriters and publishers can review The MLC’s membership and registration process for the U.S. mechanical royalties it administers. Recording artists and sound recording owners can check SoundExchange eligibility and repertoire claims for qualifying non-interactive digital performance royalties.
  5. Compare reports and statements with your agreements. Keep platform, distributor, label, publisher, and administrator statements alongside the applicable agreements so you can trace how reported or received money is accounted for downstream.

SoundExchange’s current DSP-facing information says it has assisted more than 3,000 digital service providers and offers an ISRC search database covering more than 32 million sound recordings. These are time-sensitive, organization-reported counts, not measures of how accurately any individual recording has been matched.
