Digital infrastructure supports modern air traffic management (ATM) by connecting communications, navigation, surveillance, automation and shared information services. Together, these layers help controllers and traffic managers build a current picture of flights, coordinate decisions and manage traffic flow. They do not form one global software platform, and they do not replace human controllers: what is deployed and available varies by country, airspace, facility and aircraft equipment.

What digital infrastructure does in air traffic management

ATM is the operational system for managing aircraft movements safely and efficiently, from route planning and separation to airport-area traffic and broader traffic flows. Digital infrastructure links the information and tools used across those tasks. An aircraft’s position, its flight information, weather conditions and traffic-management decisions can come from different systems; the operational value comes from getting relevant information to the right users in a usable form.

The U.S. Federal Aviation Administration’s NextGen program is one example of a national modernization effort. The International Civil Aviation Organization (ICAO) sets a broader international framework, including ATM requirements, service integration, safety and performance. Neither example should be taken as a complete inventory of systems used in every country.

The connected layers behind modern ATM

Communications: voice plus digital data

Voice radio remains part of air traffic control. In the FAA’s description of NextGen, digital communications supplement voice rather than simply replace it. Data Communications, or Data Comm, enables digital exchanges between equipped aircraft and controllers for certain operational messages. It is distinct from SWIM: FAA describes SWIM as ground-to-ground information exchange, and says SWIM infrastructure is not used for digital voice communications.

Navigation: defining routes and trajectories

Navigation capabilities help aircraft determine where they are and follow routes or trajectories. Satellite-enabled navigation and performance-based navigation support more flexible routing than relying only on conventional ground-based aids. ICAO’s ATM requirements include area navigation (RNAV) and required navigation performance (RNP). The capabilities available depend on aircraft equipment, procedures and the airspace in question.

Surveillance: building a traffic picture

Surveillance information helps controllers and automation systems track aircraft. Radar remains in use, while Automatic Dependent Surveillance–Broadcast (ADS-B) provides another source of position information. FAA says equipped ADS-B aircraft report position, speed and direction once per second; it contrasts that update rate with radar updates every five to 12 seconds. These are FAA-reported system figures, not a guarantee that every aircraft is equipped or that all facilities receive the same surveillance coverage.

The FAA describes the broader U.S. transition as moving toward primarily satellite-enabled surveillance, not as a complete removal of radar or ground infrastructure. Its technology landscape continues to include telecommunications, radar and supporting ground systems.

Automation: making data useful to people managing traffic

Automation processes flight and surveillance data, presents it to controllers and provides decision-support tools. For U.S. en-route operations, the FAA identifies the En Route Automation Modernization system (ERAM) as the primary automation system at all 20 continental U.S. en-route centers. ERAM processes and displays surveillance and flight data and provides controller tools and interfaces.

The FAA lists ERAM’s capacity as tracking 1,900 aircraft simultaneously. That is a system capability figure, not a typical traffic count. The agency says expansion to Anchorage and Honolulu is planned to begin in 2027; that is a future plan, not a completed deployment.

Other systems address different operational settings or functions. The FAA identifies STARS for terminal environments, and Traffic Flow Management System (TFMS), Time Based Flow Management (TBFM) and Terminal Flight Data Manager (TFDM) for flow, time-based and terminal management functions. These systems are not interchangeable: en-route automation, terminal control and traffic-flow management solve related but distinct operational problems.

Shared information: distributing flight, weather and aeronautical data

System-to-system information exchange is a separate layer from controller displays and aircraft voice communications. The FAA’s System Wide Information Management (SWIM) program is a data-sharing architecture: information producers publish data that authorized users can access through a shared connection. The FAA says SWIM was established in 2007 to reduce reliance on numerous custom point-to-point interfaces.

SWIM supports exchange of information such as aeronautical, flight, weather and surveillance data, including near-real-time access and secure data exchange. In practical terms, a common sharing layer can make relevant information available to multiple services without requiring each producer to build a separate interface for every user. SWIM does not itself make the operational decision; automation and people use the information in their respective systems and roles.

ICAO describes SWIM more broadly as standards, infrastructure and governance for interoperable exchange among qualified parties. Its cited B2-SWIM framework covers 2025–2030. Shared standards and governance matter because a data service is useful across organizational or national boundaries only when participants can exchange and interpret information consistently and are authorized to do so.

Traffic-flow management: balancing demand and capacity

Air traffic management also operates above the level of one controller’s sector or one airport. Traffic-flow tools help manage demand against available capacity and coordinate timing across locations. ICAO’s program includes strategic and tactical air traffic flow management, slot allocation and integration among regional systems. The FAA identifies decision-support systems that help balance demand with capacity. The particular measures and systems used depend on the operational context.

How flight and weather information moves through the system

A simplified example shows how the layers work together. This is a conceptual description, not a claim that every country or facility uses the same systems or sequence.

  1. Information is generated. Flight plans and aeronautical information describe intended operations and relevant airspace or procedures. Surveillance systems provide observed aircraft-position information, while weather services provide current conditions and forecasts.
  2. Data is shared between systems. Where implemented, a service such as FAA SWIM provides a common way for participating ground-based systems to access published information. It is a data-exchange layer, not the voice channel between controller and pilot.
  3. Automation organizes and presents relevant information. Systems such as ERAM process flight and surveillance data for en-route operations. Other tools serve terminal operations or support traffic-flow and timing decisions.
  4. Controllers and traffic managers use the information. The systems provide displays, tools and decision support; operational staff use them to coordinate traffic and apply the procedures relevant to their airspace and facility.

The benefit of connectivity is not that every participant sees every data item. It is that relevant information can be shared and used through systems designed for the operational task, subject to applicable standards, access and local implementation.

Where the FAA’s U.S. examples are deployed

The FAA’s reported figures show different kinds of implementation: operational coverage, supported users, facility deployments and agency-attributed benefits. They should not be compared as if they measured the same outcome.

The benefits figure is the FAA’s reported aggregate. It should not be read as an independently verified estimate or as evidence that any single component produced that amount. The deployment figures likewise describe specific U.S. programs; they do not establish equivalent coverage elsewhere.

What modernization changes—and what it does not

  • It makes information exchange more systematic. Shared services such as SWIM are intended to reduce dependence on separate custom connections between every pair of systems.
  • It adds digital capabilities alongside established ones. In the FAA’s account, digital communications supplement voice, and satellite-enabled navigation and surveillance expand capabilities without proving that voice, radar or ground infrastructure has disappeared.
  • It supports, rather than replaces, human operational roles. The cited systems process information and provide controller tools or decision support; the evidence does not describe ATM as fully automated or controllers as eliminated.
  • It depends on interoperability and implementation. Shared standards, governance, participating systems and equipped aircraft all affect what information is available and where a capability can be used.
