A data centre can bring construction work, tax revenue and digital infrastructure, while also increasing local demands on electricity, water, roads and public services. What it means for nearby residents depends on the site, cooling and power systems, utility rules, tax arrangements and local safeguards. Residents can make a more informed case by asking for project-specific studies, joining public processes early and seeking measurable commitments before key decisions are settled.
What can change when a data centre is built nearby?
Data centres house computer systems and the equipment that keeps them running. Their local effects are not uniform: facility size, cooling design, energy sources, the local grid, water availability, site layout and operating conditions all matter. A concern about a possible impact is a reason to seek evidence, not proof that a particular project will cause harm.

Be cautious with broad claims about household bills, property values, water use or health effects. The available sources do not establish a universal figure for any of these. For a specific proposal, request the relevant local study, utility filing, permit or assessment and check who prepared it, what assumptions it uses and whether the results will be independently verified.
A local example is not a national rule
Fairfax County, Virginia, reported 20 standalone data centres operating and 11 under construction as of August 2026. The county reported $110.6 million in data-centre tax contributions to its General Fund for tax year 2026—about 1.9% of FY 2027 General Fund revenue, comprising $29.9 million in real estate taxes and $80.7 million in business personal property taxes. Those are Fairfax County figures, not a forecast for another community.

On water, Fairfax County cited the Interstate Commission on the Potomac River Basin in describing Northern Virginia data-centre consumptive use as less than 100,000 gallons daily and less than 0.1% of the region’s cited upstream consumptive use; the county also said about 40% of regional data centres used air cooling. The county noted that exact Fairfax County usage was difficult to know because usage had been private. These regional figures should not be treated as a project estimate or a national average.
Fairfax County also says residents do not directly pay for data centres’ electricity, but may pay part of energy-infrastructure improvements. That is the county’s explanation of its local situation, not a universal utility-billing rule. Its current data-centres page reported the county’s figures and described more than 20 stakeholder meetings and a community input session before its September 2024 zoning-amendment process.

What benefits might a project bring—and what should residents verify?
Possible benefits include construction employment, permanent jobs, training or apprenticeships, local procurement, tax contributions, infrastructure investment, research partnerships and access to computing. Their value depends on the terms and delivery, not just what a proposal promises.
- Separate temporary work from lasting jobs. Ask how many positions are expected during construction and operation, what skills and pay ranges are involved, and whether local hiring or training is a funded, enforceable commitment.
- Calculate public revenue after incentives. Request assumptions for property and equipment assessments, abatements or exemptions, projected payments and any public infrastructure costs. Ask whether actual revenue and incentives will be reported over time.
- Make community benefits specific. If a community-benefit agreement or equivalent is proposed, look for named deliverables, funding, dates, responsible parties, public reporting and remedies if commitments are missed.
- Check who pays for upgrades. A project may require infrastructure without the project alone determining who bears the cost. Ask for the relevant utility filing, tariff or regulator decision and how costs are assigned.
Canada’s principles identify potential lasting benefits such as jobs, apprenticeships, local procurement, tax contributions, infrastructure, research partnerships and access to computing; they are a policy framework, not binding rules for projects outside their scope. New Jersey’s 2026 guidance identifies possible negotiated investments in schools, public works, blight remediation and workforce programs. These examples show options communities may consider, not guaranteed outcomes.

What should residents ask about a proposal?
Use these questions at a public meeting or in a written request. Ask officials to identify the right agency or document when an answer depends on utility, permit or tax rules.
- What are the facility’s annual and peak electricity demands? What generation, transmission or substation work is needed?
- Which infrastructure costs are attributable to the project, who pays them, and which utility tariff or regulator decision controls that allocation?
- What cooling system and water source are proposed? What are annual and peak-day withdrawals and discharge volumes, and what happens during drought or water restrictions?
- What noise levels are expected at the nearest homes at different times, including during generator testing? Who commissioned the study, what assumptions did it use, and how will compliance be checked?
- What backup generators or on-site power systems are planned? What permits, operating limits, emissions monitoring and public reporting apply?
- Will roads, water, sewer, fire protection or emergency services need expansion? Who will pay for, maintain and operate any upgrades?
- How many jobs are expected at each phase? Which are permanent, and what local hiring, training or labor commitments are enforceable?
- What public revenue is projected after exemptions and abatements, and will actual payments and commitments be reported over time?
- Is there a community-benefit agreement or equivalent? Are its terms specific, funded, enforceable and tied to measurable outcomes?
- What is the public-process calendar, how can residents submit comments, and which official can answer technical questions?
How can residents take part effectively?
The available routes depend on the jurisdiction and on the project’s stage. Local zoning and permit hearings, utility proceedings and community-benefit discussions may offer opportunities to influence a proposal. Engagement is most useful before siting and major design choices are fixed; the Urban Institute has noted that public input beginning only after key decisions can be too late to address core concerns.

- Identify the project and decision-makers. Find the applicant, parcel, project size and proposal status. Locate the local planning or zoning office, relevant state agencies, utility and any regulator handling an interconnection or rate matter.
- Find the public record and calendar. Seek the comprehensive or master plan, zoning application, environmental permits, utility or interconnection filings, staff reports and meeting dates. Ask the clerk or agency how to submit written comments and where they will be posted.
- Request documents and technical help. Ask for the project’s power and water projections, fiscal estimates, noise and emissions assessments, traffic analysis, service-capacity plans and monitoring proposals. Ask an agency whether it can explain technical filings or connect residents with an expert.
- Raise concise questions early and in writing. Ask for written responses and request that key assumptions and commitments become part of the public record. Keep copies of submissions and note meeting dates and project versions.
- Document recurring conditions carefully. For noise or traffic, record the date, time, duration, location and what you observed. A portable sound meter may provide approximate readings for an informal log, but a phone app or consumer meter does not establish a legal violation. Ask the responsible agency what measurement protocol applies.
- Ask how commitments will be enforced. Seek measurable limits or outcomes, reporting frequency, monitoring responsibility, complaint handling, enforcement and remedies. Find out whether residents can access independent planning, legal or technical support before negotiating complex terms.
Look for local equivalents rather than assuming one state’s process applies
New Jersey’s municipal data-centre hub offers technical support related to grid filings, water projections, fiscal estimates and community-benefit terms, and points municipalities to state experts on energy, water, air permitting, noise and light, and environmental justice. The state’s August 2026 announcement describes a framework that includes semiannual energy and water use reports and municipal guidance on community-benefit agreements. These are New Jersey-specific resources and requirements, not nationwide rules.
Pennsylvania’s GRID framework is a separate state-specific example of legal commitments; Pennsylvania also provides an official project map and resident feedback channel. Residents elsewhere should ask their local planning office, state environmental agency and utility regulator where equivalent project records and comment channels are available. Access to technical assistance or legal and planning support is not established as universal.

How to compare proposals or alternatives
If a community is weighing more than one site or proposal, compare the same categories using the same time horizon and assumptions. Request the source documents behind each figure; mark a value “not stated” where a proposal does not provide it rather than filling the gap with a generic industry estimate.
