A data center can bring construction work, tax revenue, and infrastructure investment, but it can also increase demand for electricity, water, land, roads, and emergency services. The balance depends on the specific facility, its location and design, and which costs and benefits are secured in permits, utility arrangements, or enforceable agreements. There is no reliable one-size-fits-all verdict for every community.
What changes when a data center comes to a community?
Data centers house computing equipment and the systems that keep it operating, such as cooling and backup power. They range from small enterprise facilities to large hyperscale campuses. Their land footprint, electricity demand, water use, staffing, and potential effects therefore differ substantially. Michigan’s official data-center overview makes this distinction; one project should not be treated as a proxy for another.
For a nearby community, the effects can arise during both construction and operation. The most relevant questions are not simply whether a project is called a data center, but what is being built, where it will be built, how it will be powered and cooled, and what the developer has committed to do.
What local burdens should residents and officials examine?
Potential effects include changes to land use, pressure on electricity and water systems, construction disruption, noise, emissions, and additional demands on roads, utilities, and emergency services. Which of these matters most is site-specific; the list below is a review framework, not a claim that every facility will cause every effect.

Land use and construction
- Site fit: Check the proposed location against local plans and zoning, nearby homes and other sensitive uses, and the community’s intended use for the area. A large campus may have different land-use implications from a smaller facility.
- Construction disruption: Ask about the construction schedule, truck routes, road work, noise, lighting, and any planned utility or water-system work. Separate temporary construction effects from the facility’s ongoing operations.
Electricity, water, and utility infrastructure
- Electricity demand: Request both average and peak load projections, the utility’s study of the connection, and a clear account of who pays for upgrades attributable to the project.
- Water and cooling: Identify the proposed cooling system, the source of its water, and projected use on peak-demand days as well as on an average day. New Jersey’s municipal resource hub specifically flags peak-day water use as a local review consideration.
- Related systems: Ask how backup power and other supporting equipment will operate, and whether they are covered by relevant permits and plans.
Noise, emissions, and local services
- Sound and lighting: Seek project-specific information about operating equipment and construction, including how effects at nearby properties will be assessed and addressed.
- Emissions and permits: Review the project’s environmental permit filings and the proposed backup-power systems rather than assuming that a design feature or stated goal settles the question.
- Public services: Ask whether the project changes expected demand on roads, water and sewer systems, or emergency response, and whether the relevant agencies have assessed their capacity and costs.
Will a data center raise electricity bills?
That cannot be answered for a community without project-specific utility and cost-allocation information. A large new load can require grid work, but the practical question for residents is which costs are assigned to the project, which may be shared, and how those decisions are reflected in utility rules or agreements. Request the utility’s study and the applicable tariff or contract; do not treat a developer’s projection or a general policy principle as proof of a particular bill outcome.
Canada’s federal Responsible Data Centre Development Principles state: “Data centre growth must not shift project-driven electricity system costs onto households and existing businesses.” This is a policy principle from the Canadian federal government, not evidence that every jurisdiction already allocates costs that way. Electricity regulation and utility rules vary by location.

What might a data center bring to the local economy?
Potential benefits include construction and permanent jobs, taxes, local procurement, workforce training, infrastructure investment, and community funding. These are possible benefits, not guaranteed outcomes. A community should distinguish between temporary construction employment and ongoing jobs, and between a stated intention and a written commitment with clear terms.
For each claimed benefit, ask who is making the estimate, what assumptions it uses, and what document makes the commitment enforceable. Fiscal estimates should account for incentives as well as the public-service costs associated with the project. New Jersey’s municipal resource hub identifies review of fiscal assumptions as a consideration for local governments.

A Michigan policy example
Michigan’s official overview describes a state Enterprise Data Center exemption with a requirement of at least $250 million in capital investment and at least 30 qualified new jobs meeting a specified wage threshold. These are eligibility rules for that Michigan program, not typical data-center investment or employment figures and not a prediction of a community’s net benefit.
Who can regulate or approve a project?
Authority is divided and depends on the jurisdiction and the issue. Michigan’s overview describes state regulation of several utility and environmental matters alongside local authority over land use and community impacts. That example should not be assumed to describe another state, province, or municipality. Check the actual location’s zoning, utility rules, environmental permitting process, and approval procedures.

Canada’s federal principles say: “Proponents must engage early and transparently with impacted local governments and Indigenous communities on data centre projects and respect local approval processes.” This expresses the Canadian principles’ expectation; it does not establish a uniform approval process for projects elsewhere.

- Define the project: Establish the facility’s scale and function, location, land-use status, cooling approach, and proposed operating schedule.
- Request resource projections: Obtain average and peak electricity loads and water demand, including peak-day use, with assumptions and the proposed water source.
- Review utility costs: Ask for utility studies, proposed grid work, cost-allocation details, and any relevant tariff or contract.
- Examine site and operating effects: Review land-use materials, environmental permit filings, construction plans, noise and lighting information, emissions, and backup-power proposals.
- Check public-service and fiscal impacts: Ask relevant agencies about roads, water and sewer capacity, and emergency response. Review revenue estimates alongside incentives and service costs.
- Test the claimed benefits: Separate construction jobs from permanent jobs and identify the terms for procurement, training, infrastructure spending, or community funding.
- Read the commitments: Check whether any community agreement or permit specifies measurable obligations, reporting, monitoring, and a way to address noncompliance.
For every estimate, identify its source, assumptions, and status. A developer projection, resident concern, or policy aspiration is not by itself a verified outcome. A permit, tariff, contract, or agreement may make a commitment more specific; its actual terms determine what can be monitored and enforced.
