Data centers can affect nearby communities through three separate pathways: electricity demand can drive grid investment and influence wholesale prices; cooling can consume water on-site while electricity generation uses water elsewhere; and combustion equipment and grid power can produce air emissions. The size of any local effect depends on the facility, the local utility and grid, and the rules governing costs and permits. National projections do not establish what a particular household will pay or what a specific neighborhood will experience.

Do data centers raise electricity bills?

They can contribute to higher electricity-system costs or wholesale prices, but the effect on a particular household bill is not automatic. A large facility adds concentrated demand. If the local system lacks enough generation, transmission, or distribution capacity, utilities or grid operators may plan upgrades or new generation. Additional demand can also affect wholesale prices, especially in regions with tight supply or limited ability to import electricity.

National demand projections show why the issue is receiving attention, but they are not measurements of local impacts. Lawrence Berkeley National Laboratory’s 2025 update, published in June 2026, estimates U.S. data-center electricity consumption of 649 terawatt-hours in 2030 in its reference case, or 11.8% of U.S. electricity. Its compounded uncertainty scenarios range from 521 to 843 TWh, or 9.5% to 15.3%. These are modeled estimates, not guaranteed outcomes or forecasts for a particular utility territory.

Wholesale prices are not household bills

A U.S. Energy Information Administration analysis published March 12, 2026, modeled a high-demand scenario against its February 2026 outlook while holding future generating capacity to the outlook’s assumptions. It estimated that ERCOT’s 2027 average wholesale price would be $37 per megawatt-hour higher than in the baseline scenario. The modeled price response was smaller in PJM and other regions. This is a regional scenario result, not a direct forecast of retail rates or a causal estimate for any one data center.

Retail bills combine generation, transmission, distribution, financing, taxes, fees, and customer-class rate design. Whether a data center pays costs attributable to its load—or whether some costs are shared with other customers—depends on its contracts, the approved tariff, and regulatory decisions. Utility contracts may be confidential, and states are considering more standardized tariffs for large loads, according to a 2026 Colorado Legislative Council Staff memo.

Who pays for grid expansion matters

A utility may plan infrastructure around expected demand before a facility is operating. The allocation of those costs depends on local rules and project outcomes. If a proposed facility is delayed, scaled back, or abandoned, the applicable utility rules determine how the remaining costs are handled; the proposal alone does not establish who ultimately pays.

How much water does a data center use?

There is no reliable single figure for every facility. Direct cooling-water use depends on the cooling design, climate, operating conditions, season, and water source. Water used to generate the facility’s electricity is a separate, indirect footprint: it occurs at power plants, not necessarily at the data-center site.

Direct water depends on the cooling system

Cooling removes heat produced by server equipment. Water-cooled chillers with cooling towers reject heat partly through evaporation, consuming water. Air-side economizers can use suitable outdoor air for cooling and may have zero direct cooling-water use. Other approaches described by the Colorado Legislative Council Staff memo include refrigeration cooling, free cooling, liquid cooling, and adiabatic assist. Designs can trade water use against electricity use or efficiency, so a water figure cannot be interpreted without knowing the system and its operating profile.

Water withdrawal and water consumption are not interchangeable measures. Withdrawal is water taken from a source; consumption is water not returned to that source, for example because it evaporates. A site’s local significance also depends on whether it uses potable, recycled, surface, or groundwater, and on the pressure already facing the local water system. Facility-level water information is limited, so a national average should not be assigned to a specific site.

Indirect water is used in electricity generation

A 2026 Colorado Legislative Council Staff memo, summarizing Lawrence Berkeley National Laboratory’s 2024 report, cites an estimate of nearly 800 billion liters of indirect water consumption associated with U.S. data-center electricity use in 2023. This is modeled water consumed in electricity generation, based on the regional grid mix. It is not water withdrawn for cooling at data-center sites and should be reported separately from direct use.

Do data centers pollute the air?

Potential emissions come from both on-site combustion equipment and the power plants that supply electricity. The local importance of those sources depends on the equipment, fuel, operating hours, grid region, and applicable permits. The available national and regulatory information does not establish the change in ambient air pollution around a particular facility.

On-site generators can emit air pollutants

Stationary combustion turbines and engines may provide primary or backup power. The U.S. Environmental Protection Agency says these common data-center power sources are subject to applicable new-source performance standards and hazardous-air-pollutant requirements. State and local air agencies issue most data-center air permits under approved programs. For a local assessment, the relevant details include generator count and type, fuel, expected operating and testing hours, permit limits, and the current permit.

Grid emissions depend on electricity supply

Electricity use can also be associated with emissions from power plants. EPA’s eGRID provides generation, emissions, emission-rate, and resource-mix data for nearly all U.S. electricity generation; the EPA page reviewed lists 2023 as its latest data year. Those regional data offer context, but annual grid averages do not identify the hourly marginal generator or quantify the precise incremental emissions caused by a particular data center.

How to assess a proposed data center in your area

For a meaningful local comparison, use the same geography, year, and measurement basis for each facility. Seek utility, permitting, and water-system records rather than inferring neighborhood effects from national totals.

  • Electricity and costs: Ask what peak and annual load the utility has accepted as a firm interconnection request; what generation, transmission, or distribution investments are attributed to it; which customers pay each cost under the approved tariff; and whether demand estimates reflect signed commitments or speculative proposals. Check how costs would be treated if the project does not open or uses less electricity than planned.
  • Water: Identify the planned cooling system and water source. Request average and peak daily use, seasonal estimates, withdrawal and consumption figures, drought restrictions, and information about the utility’s treatment and distribution capacity. Check whether the numbers reflect the final design or an earlier proposal.
  • Air: Review the grid region and generation mix alongside the facility’s on-site equipment, fuel, operating and testing hours, permits, and emissions limits. Nearby population and monitoring context also matter when considering potential exposure.

When comparing water estimates, do not set a projected maximum for one facility beside another community’s average use unless the measures and time periods match. For all three impacts, distinguish what is planned from what is operating and what has actually been measured.
