Data centers can raise household electricity costs when utilities build power plants, transmission lines, or local distribution equipment for their large loads and recover some of those costs through rates paid by other customers. Whether that happens—and by how much—depends on the local utility’s investments, forecasts, and rate rules. There is no established nationwide data-center surcharge or single measured estimate of the effect on household bills.
How data center costs can reach other customers
A data center concentrates substantial electricity demand in one place. Serving it may require new generation or power purchases, transmission capacity to move electricity, and distribution upgrades to deliver it locally. Those investments have costs beyond the electricity the facility consumes.
Utilities generally recover approved system costs through customer rates. If regulators assign some costs of infrastructure built for a large load to the broader customer base, households may pay a share. The key question is not simply how much electricity data centers use, but which costs are incremental to them and how the utility’s tariff allocates those costs. The U.S. Department of Energy identifies fair allocation to large-load customers, stranded-asset risk, resource adequacy, and risk sharing as central rate-design issues in its January 2025 large-load rate-design brief.
When costs may be shifted
- A utility invests in generation or grid capacity to serve a proposed data center, then allocates some of that cost across residential and other customers.
- A project is delayed, scaled back, or canceled after the utility has committed to infrastructure. If the expected load and revenue do not arrive, customers may face costs associated with underused assets, depending on regulatory decisions and contract protections.
- A tariff does not require the large customer to cover costs attributable to its demand, leaving some costs in the general rate base.
When a large load may help other customers
A large customer can also contribute revenue toward shared fixed costs. If it pays the costs caused by its load and brings in more revenue without triggering costs that outweigh that contribution, the added revenue can help spread fixed costs across more sales. The net effect depends on the local investment plan, tariff, and whether the forecast load materializes.

What the electricity-use forecasts do—and do not—show
Data centers’ growing share of electricity use is a reason utilities and regulators are examining large-load planning. It is not, by itself, proof that household bills have risen by a particular amount.

The comparisons answer different questions: a national consumption share describes how much electricity a sector uses, while a bill estimate depends on the costs incurred and the rules for assigning them. DOE Secretary Jennifer M. Granholm said in the December 2024 release, “We can meet this growth with clean energy.” That statement concerns meeting demand; it does not establish who pays for the necessary infrastructure or how rates will change.

What one Virginia scenario says about possible bill effects
A California Public Utilities Commission proceeding document relays Virginia JLARC scenario estimates for Dominion Energy Virginia customers: typical residential generation and transmission charges could rise by $7–$23 per month in 2030 and $14–$37 per month in 2040 under the scenario. These are projected charges, not observed increases already paid by Virginia households, and they do not describe every part of a bill or apply nationally. The figures appear in the California proceeding document.
This example illustrates why the estimate’s scope matters. A projection for specified generation and transmission charges in one utility territory cannot be treated as a nationwide monthly surcharge. A claim about realized impact needs local rate filings or approved tariffs and actual bill data for the service area.

How to assess a claim about your local bill
When a utility, regulator, or news report says data centers will raise—or lower—electricity costs, check these details before applying the claim to your household:
- Identify the utility and jurisdiction. Confirm the service territory, regulator, and customer class covered. A scenario for one utility is not a national estimate.
- Separate the cost categories. Check whether the estimate concerns generation, transmission, distribution, or the full bill. A charge forecast for two categories should not be described as a total-bill increase.
- Look for the rate protections. Find out whether the large-load tariff includes a minimum bill, demand charge, collateral, or long-term contract that makes the data center responsible for costs attributable to its demand. A tariff’s existence does not, on its own, prove that all project-related risk is covered.
- Check whether the project is committed and operating. A proposed load or forecast is not the same as a customer that has signed a contract, connected, and begun using power. Delays or cancellations can change who bears the costs of already-committed infrastructure.
- Distinguish a forecast from an observed bill change. Note the forecast year, assumptions, and whether the number is modeled, proposed in a filing, approved, or measured in actual bills.
- Ask how benefits are credited. Consider revenue from the large customer, tax benefits, and any system-wide economies alongside the costs of serving it. The relevant question is the net effect under the local rules, not the load alone.
Why there is no universal answer to “Will my bill go up?”
Demand growth can prompt real investment, but rate design decides how those costs and risks are shared. A household’s outcome depends on whether its utility builds infrastructure for data centers, whether the large customers pay the costs they cause, whether forecast demand arrives, and how regulators allocate costs and credit revenues. The available national electricity-use forecasts and the Virginia scenario do not establish a single measured causal estimate for household bills across the United States.
