A data center can affect nearby communities in two different phases: temporary construction can bring noise and other site activity, while the operating facility can create sustained demand for water and electricity. The scale of those effects depends on the project’s cooling design, water source, power needs, construction schedule, distance to sensitive locations, and local rules. National energy estimates show the industry’s overall growth, but they cannot predict what one proposed site will mean for its neighbors.

How much water will the data center use?

There is no single reliable gallons-per-facility figure. Operational water demand depends on the data center’s cooling system, IT heat load, weather, and how the facility is run.

Why cooling towers use water

In a common evaporative-cooling arrangement, heat from IT equipment moves through cooling systems into a condenser-water loop. A cooling tower rejects that heat as some water evaporates. The tower also discharges blowdown to control the dissolved minerals that build up in circulating water. Evaporation and blowdown both contribute to water demand. The U.S. Department of Energy’s Federal Energy Management Program explains this system and its efficiency options in its data-center cooling-water guidance.

What to ask about a proposed site

Efficiency ratios can help explain performance, but neither gives a resident the whole local picture. Power usage effectiveness (PUE) is annual facility energy divided by annual IT-equipment energy. Water usage effectiveness (WUE) is annual site water use in liters divided by IT-equipment energy in kilowatt-hours. They are most useful for comparing facilities when their boundaries and operating conditions are clear; neither alone states how much water a site will take from a specific source or how a new electric load affects the grid.

For a local proposal, look for disclosures that translate efficiency into the quantities and contingencies that affect the community:

  • Annual water use and peak seasonal demand.
  • The source of water, such as potable or reclaimed supply.
  • The cooling technology and the conditions assumed in any water estimate.
  • Plans for drought or other supply constraints.

These are questions to put to project documents and local authorities; national guidance does not establish the answers for a particular site.

How operators may reduce cooling-water demand

DOE guidance identifies several possible efficiency measures: using higher temperature set points and broader humidity controls, using outside air for cooling when climate and air quality allow, and increasing cooling-tower cycles of concentration to reduce makeup water and blowdown. The potential savings depend on the actual system and local conditions, so a claimed reduction should be tied to the project’s design rather than treated as a universal result.

Will a data center increase electricity demand?

Yes: operating data centers consume electricity, and their loads can be large and concentrated in particular regions. The national figures establish the scale of industry demand, not the effect of a particular development.

Estimate What it says How to interpret it
2014 and 2023 use U.S. data centers used 58 TWh in 2014 and 176 TWh in 2023, equal to about 4.4% of total U.S. electricity use in 2023. Historical national estimates in LBNL’s 2024 report, announced by DOE on December 20, 2024.
2028 projection 325–580 TWh, or about 6.7%–12% of U.S. electricity use. LBNL’s 2024 modeled estimate for 2028, reported by DOE; it is not a prediction for one project.
2030 projection 11.8% of U.S. electricity use, with modeled scenarios ranging from 9.5% to 15.3%. LBNL’s 2025 update, summarized in DOE’s Data Center Resource Hub. These are scenario estimates, not measured future use.

The 2025 update extends the forecast to 2030 and uses projected equipment shipments and an energy-use modeling framework. DOE notes that the estimates do not directly address possible growth in grid or onsite energy supply. The forecast range is important: it reflects uncertainty, not a guaranteed outcome.

What national totals cannot tell you about a local grid

A national share cannot determine whether a specific project will change local bills, reliability, generation mix, emissions, or transmission needs. DOE says data-center demand is growing, varies by region, and can affect regional grid planning because loads are increasing steeply. Facilities often require firm power for continuous operation, as described in DOE’s overview of resources for meeting data-center electricity demand.

To understand a proposed facility’s likely grid effects, seek the project’s requested electric load in megawatts, expected ramp-up, utility capacity and upgrade plans, interconnection status, and information about who will pay for upgrades. National sources do not resolve those site-level questions.

How loud will construction be?

Construction noise is temporary, but it may be audible beyond the work site. Its reach and intensity depend on the activity and equipment, work hours, distance, terrain, and nearby homes or other noise-sensitive places. There is no basis here for a single decibel prediction or a universal construction-noise limit for data centers.

A July 2026 DOE environmental assessment for one proposed project expected land clearing and mass grading to be its loudest construction sources and predicted that noise would be audible at nearby noise-sensitive areas. It discussed daytime work, equipment mufflers, and forested buffers as mitigations. That assessment is a project-specific example of environmental review, not a prediction for every data-center construction site.

What to check in a local noise review

  • The environmental assessment or other project noise analysis, including its predicted levels and measurement locations.
  • Construction hours and applicable local noise ordinances.
  • The distance from work areas to homes, schools, and other sensitive receptors.
  • Mitigations, any noise-monitoring plan, and how residents can report concerns.

Construction noise should also be kept separate from sound after the facility opens. Operational noise is a different question and cannot be inferred from findings about temporary clearing or grading.

How to compare two proposed data centers

Comparisons are meaningful only when projects disclose similar measures and assumptions. Compare the local quantities and plans, not just headline efficiency ratios or national forecasts.
