Data-center campuses keep critical equipment running through a chain of systems, not a single backup generator. The utility normally supplies power; uninterruptible power supplies (UPS) and batteries bridge disturbances and transfers; and generators or other onsite resources can carry selected loads through a longer outage. Where a campus has a microgrid, controls and switching equipment can coordinate those resources while the site is electrically separated from the wider grid. Whether service is truly uninterrupted depends on the design and operation of the whole system.
What happens when grid power is interrupted?
The basic sequence is utility supply, immediate ride-through, longer-duration backup, and eventual coordination with the restored grid. The exact sequence and the loads served vary by campus; backup does not necessarily mean every building or system stays energized.
1. The utility supplies the campus in normal operation
One or more utility feeds may serve a campus. Multiple feeds improve resilience only to the extent that they are genuinely independent, including their upstream infrastructure. Two connections that share a vulnerable source or route may not protect against the same failure.
2. UPS and batteries bridge the disturbance
A UPS conditions power for sensitive equipment and supplies stored energy when utility power falters. Batteries can provide this short-term ride-through while switching occurs and onsite generation starts or takes over. Their role is generally to bridge a transition, not to imply that a battery system can sustain the entire campus indefinitely.

3. Onsite generation supports a longer interruption
Standby generators or other dispatchable onsite resources can supply designated loads after the utility is lost. An older U.S. Environmental Protection Agency (EPA) data-center report describes generators as typically picking up load in 10 to 30 seconds. That is historical general context, not a guaranteed transfer time for a particular facility or a current universal specification.
4. Controls manage islanded operation and restoration
A microgrid can disconnect from the utility and operate as an island, coordinating local generation, storage, and demand. The U.S. Department of Energy (DOE) describes microgrids as controllable in relation to the grid, able to operate independently, and able to use intelligent controls to balance local resources and demand. Reconnection also requires coordinated controls and switching; there is no single restoration sequence established for every campus.

Which power resources can a campus use?
Campuses can combine resources rather than rely on one technology for every function. Their usefulness depends on the required loads, outage length, site conditions, and how each resource is integrated with switching and controls.

EPA identifies CHP as a potential microgrid resource because it can provide continuous, controllable electricity as well as localized thermal energy. CHP may be especially relevant where a campus can use its heat or integrate it with cooling. EPA also cites a 48 MW CHP system at Texas Medical Center that operated through Hurricane Harvey in 2017; that is a specific case example, not a general performance benchmark for data centers.

Why backup power is a system property
Generator nameplate capacity alone does not establish how reliably a campus will serve its critical loads. The complete electrical path matters: generation must start, switchgear and distribution must deliver power, controls must respond correctly, and fuel or stored energy must remain available. NREL’s 2023 report, Distributed Energy Resource (DER) Reliability for Backup Electric Power Systems, considers generators, CHP, solar PV, wind, and lithium-ion storage across outage durations from one hour to two weeks. It warns that treating resources as perfectly reliable can distort reliability estimates, particularly as the outage duration grows. The reviewed publication record does not provide a single headline reliability percentage to apply to a campus.
Questions to ask when evaluating an architecture
- What stays powered? Identify critical loads and whether the plan supports only selected equipment or a wider portion of the campus.
- For how long? Compare required outage duration with battery ride-through, generator operating assumptions, fuel availability or delivery, and reserve margin.
- What must work during a transition? Examine UPS coverage, switching, islanding, black-start capability where applicable, synchronization, and the controls that coordinate them.
- How dependable are the resources? Use realistic assumptions about start and operating reliability, battery state of charge and duration, renewable variability, and fuel supply rather than assuming every component is always available.
- Does the campus have useful thermal demand? CHP may provide an additional benefit where the site can use its thermal output.
- What are the grid and site constraints? Interconnection arrangements, local conditions, and operating limits affect how local resources can be used.
What redundancy figures do—and do not—show
An older EPA report gives an illustrative reliability calculation based on assumed availability of 99.7% for each utility feed and 97% for onsite distributed generation or CHP. Under those assumptions, it calculates 99.97% availability for one feed plus onsite generation, 99.999% for two feeds, and 99.99998% for two feeds plus onsite generation. The model translates the latter two combined figures into expected annual outage times of about four minutes and seven seconds, respectively.

These are calculations from an older report, not measured performance at current campuses, a current forecast, or a recommended design guarantee. They illustrate how assumptions about redundancy and component availability affect modeled outcomes; they cannot substitute for a site-specific assessment of shared failure points, resource reliability, and the loads being protected.

Onsite generation has regulatory as well as engineering implications. EPA identifies stationary engines and turbines used as primary or backup power as subject to applicable Clean Air Act emissions standards and hazardous-air-pollutant requirements. Requirements and permit conditions depend on the equipment, site, and jurisdiction.

EPA’s Clean Air Act Resources for Data Centers page was last updated September 28, 2026. It also discusses DOE emergency orders issued in spring and summer 2026 and EPA’s interpretation of emergency-engine operation under those orders. Because the rules and their application can change, a project should verify the current federal, state, and local requirements and applicable permit conditions with the relevant authorities.
