Converting a coal power plant to nuclear does not necessarily mean keeping its boiler—or even reusing its steam turbine. The term covers projects that put a nuclear plant on a former coal site and reuse selected infrastructure, as well as more complex designs that route nuclear heat into former coal-plant steam-cycle equipment. In the latter designs, the reactor can supply heat for steam generation, potentially making use of existing equipment where a project’s engineering and safety case support it.
What “coal-to-nuclear” conversion means
Coal-to-nuclear is an umbrella term, not a standard retrofit recipe. A project might reuse a retired plant’s site, grid connection, buildings, or other infrastructure while building a distinct nuclear power system. A more involved option connects nuclear heat to equipment from the coal plant’s steam cycle. Which assets can be reused depends on the site, reactor design, equipment condition, and project-specific engineering and safety evaluations.
The phrase “gains steam” refers to this narrower possibility: using nuclear heat to support steam generation through some of a former coal plant’s steam-cycle equipment. It does not mean a coal boiler is simply swapped for a reactor.
Three ways a project could reuse a coal plant

How direct and indirect steam coupling differ
Direct coupling
In a direct arrangement, reactor heat is transferred to steam-cycle equipment from the retired coal plant. That offers a route to reuse some of the equipment, but it is the more complex transition type identified by GAIN. The actual design must establish whether the selected reactor can work with the specific equipment and meet the project’s engineering and safety requirements.

Indirect coupling
In an indirect arrangement, an intermediate heat circuit stands between the reactor and the steam-cycle components. GAIN’s example is TerraPower’s Natrium concept, which includes thermal energy storage so heat can be supplied for steam generation when needed. The example explains a design approach; it does not establish that every former coal plant can use it or that a conversion has been completed.
What the DOE estimates do—and do not—show
DOE’s figures describe screening results and modeled outcomes, not guaranteed results for a particular plant. The cost ranges depend on project type and assumptions; site suitability, reactor technology and capacity, and the degree of infrastructure reuse all matter.

What a site-specific conversion would need to establish
The potential benefits do not settle whether a particular coal plant can be converted. A project would need to determine what infrastructure can actually be reused, whether the chosen reactor and steam-cycle arrangement are compatible, and what the site-specific engineering and safety case requires. The more equipment a design seeks to reuse—and whether it couples directly or through an intermediate circuit—changes the analysis.
DOE’s site count is a screening assessment, not a comprehensive list of sites ready to build. The cited sources describe engineering concepts and modeled feasibility; they do not establish a current, comprehensive list of coal-to-nuclear projects operating or under construction. Project status, licensing, reactor designs, and commercial availability should be checked for the specific project and date.

What the evidence supports
DOE and GAIN describe coal-to-nuclear as a range of options, from reusing a former plant’s site and infrastructure to connecting nuclear heat with its steam cycle. Direct coupling is identified as more complex; indirect coupling uses an intermediate circuit, with thermal storage in GAIN’s Natrium example. DOE’s cost, capacity, employment, economic-activity, and emissions figures are estimates tied to defined studies or modeled contexts—not outcomes guaranteed by reusing a coal plant.
