Germany’s 2024 construction orders moved in different directions
Construction is not one uniform source of industrial demand. In 2024, orders in Germany’s main construction sector fell slightly in price-adjusted terms, but building construction and civil engineering diverged. The figures describe order intake, not completed projects or actual deliveries of industrial inputs.

The nominal and real measures answer different questions: nominal value reflects current-euro order amounts, while the real change adjusts for prices. A nominal increase therefore does not necessarily mean that the volume of work or inputs ordered grew.
Infrastructure projects can connect civil engineering to industry
Destatis said large orders contributed materially to civil engineering’s record result, particularly orders for motorway, bridge and tunnel renovation and electricity-grid expansion. These projects illustrate how infrastructure programs can generate demand for industrial goods. The release does not quantify purchases of steel, electrical equipment or other input categories, so the orders cannot be translated into specific industrial demand volumes.

How construction demand can pass through industrial supply chains
Construction projects can create demand for manufactured materials, equipment and components. That demand may reach suppliers in several stages: a project contractor orders a product, its manufacturer orders intermediate inputs, and upstream firms supply components or materials. Destatis uses electrical components and steel products to illustrate how demand for final products can require more production of intermediate goods.
This is a mechanism, not a construction-specific measurement. The 2024 construction-order figures do not show which industrial sectors received orders, how much input they bought, or whether construction demand changed their output. They support the explanation of a possible demand channel, not a quantified causal estimate for Germany’s industrial supply chain.
Why shortages can widen the gap between orders and output
Orders signal demand; production records goods actually made. If an intermediate input is unavailable, a manufacturer may be unable to fulfill orders even when customers want the finished product. Constraints can therefore travel downstream: a shortage at one production stage may limit output at later stages that rely on its components.
An ifo Institute analysis of unexpected material-shortage shocks in German manufacturing found that industrial production fell 2.4% in the short term. Two years after a shock, production remained 0.5% below the no-shock counterfactual. The study used monthly ifo manufacturing-survey data from 2002 to mid-2025. These results concern manufacturing material shortages generally; they do not identify construction demand as the cause of the shortages.

The ifo Institute reported that producer and commodity prices peaked about a year after a shortage shock, while consumer prices continued to feel its effects two years later. This describes the timing found in the analysis of manufacturing-wide shortages, not a forecast for construction-related prices or a measure of the contribution made by construction.

Construction and industrial order statistics are separate indicators with different coverage. The construction-order reporting described by the Deutsche Bundesbank covers firms with at least 20 employees; the industrial order reporting it describes covers order-based industrial sectors and firms with at least 50 employees. Neither series alone traces a construction order through suppliers to measure its causal effect on industrial production.

- Use construction orders as a demand signal. They show incoming orders, not completed construction, deliveries or realized industrial output.
- Separate segments and price measures. Building construction and civil engineering moved in opposite directions in 2024, and nominal order value rose while real order intake declined.
- Use manufacturing shortage estimates for the supply mechanism. They show that material shocks can affect production and prices, but do not establish that construction caused those shocks.
- Do not infer a general shortage from the civil-engineering increase. The cited figures do not show that 2024 infrastructure orders caused shortages of steel, cement, electrical goods or logistics capacity.
Taken together, the evidence supports a clear but bounded conclusion: construction can be a source of industrial demand, and material shortages can constrain manufacturing, but the available indicators do not quantify construction’s net effect on Germany’s industrial supply chain.
