Code reviews can strengthen software quality by giving peers a chance to examine a proposed change before it is merged. They can expose problems, improve maintainability and spread knowledge, but they are not a guarantee against defects and do not replace tests. Studies find associations between review practices and quality outcomes in particular projects; they do not establish one universal causal effect.

What a code review contributes to quality assurance

A code review is a peer examination of a proposed code change. It is a form of static verification: people inspect the change without relying solely on running the software. Reviewers can question assumptions, spot logic or implementation problems, and assess whether the change fits the surrounding code.

Review can also improve qualities that are harder to capture with a single test result. Explaining a change makes design decisions more legible, while discussion can help teammates understand unfamiliar parts of the system. Dos Santos and Nunes describe code review as a static verification technique that can improve software quality and promote knowledge sharing in a project.

These benefits depend on the review actually being informative. An approval count alone does not show whether a reviewer understood the affected area, examined the important logic, or had enough time to identify a risk. Review is one control in a quality-assurance process, not a substitute for automated tests, static checks, or other verification appropriate to the change.

What the studies show—and what they do not

Review practices and post-release quality

McIntosh, Kamei, Adams, and Hassan examined code review in Qt, VTK, and ITK. Their study reported significant links between review coverage, reviewer participation, reviewer expertise, and post-release software quality, using post-release defects as a proxy for long-term quality. This is evidence that review practices and later outcomes were associated in those projects. The observational, project-specific findings do not prove that review alone caused the differences or establish an effect size that applies to every team. Read the study.

Evidence from one company is not an industry benchmark

Google Research’s 2018 case study combined 12 interviews, a survey of 44 people, and review-log analysis covering 9 million reviewed changes. Those figures describe the scale and methods of a study of Google’s process; they do not show that its approach is best for other organizations. Read the Google Research case study.

Review time and participation can trade off

A study of one distributed embedded operating-system project analyzed 8,329 commits and 39,237 comments from 201 members over 72 weeks, and also surveyed 50 practitioners. In that setting, larger changes tended to take longer to review and generated fewer messages. More teams, locations, and active reviewers generally increased reviewer contributions but also increased review duration. These observations are most safely applied to similar distributed environments, not treated as a universal rule for team size or patch size. Read the study by dos Santos and Nunes.

There is no single universal effect or metric

A 2021 systematic mapping study covered 112 high-impact code-review papers to map research methods, datasets, and metrics; it was not an estimate of one universal review effect. Likewise, a 2024 study does not establish that code reviews universally lead to fewer code smells: its summary reports weak correlation between code-review-process smells and code smells, and no effect of smelly reviews on code-smell density in its analysis. How reviews catch issues—and why defects still escape

Reviewers can notice risks that are difficult to see in a passing test alone: an unclear assumption, an unexpected interaction with neighboring code, a missing edge case, or a change that is hard to maintain. Review discussion can also reveal that the implementation and the intended behavior differ. These are opportunities, not guaranteed detections; the evidence does not establish that every review process catches a fixed share of defects.

Functional defects can still pass through review. A reviewer may lack context, overlook a subtle behavior, or spend too little time on a large or complex change. Automated tests and static checks provide complementary signals, while review adds human examination and discussion. Use the controls together rather than treating an approval as proof that a change is correct.

What makes a code review more effective?

Keep changes focused enough to inspect

Prefer small, coherent changes where practical. The distributed-project study found that larger changes tended to take longer and produce fewer messages, which supports treating patch size as a reviewability concern. It does not establish a universal maximum size: a meaningful threshold depends on the change, the codebase, and the team.

Match reviewers to the affected code

Seek participation from reviewers who understand the affected area. The Qt, VTK, and ITK study linked reviewer expertise with post-release quality in the projects it examined. Expertise is not a guarantee, but a cursory approval from someone unfamiliar with the change is weaker evidence than engaged review by someone able to assess its context.

Make room for real participation

Do not treat the existence of an approval as equivalent to a substantive review. Consider whether reviewers examined the relevant logic, raised or resolved questions, and had enough context and time. More participants may contribute more review input, but in the distributed project they were also associated with longer review duration; adding reviewers indiscriminately is not a proven shortcut.

Use review alongside automated checks

Run the tests and static checks appropriate to the code, and use review to examine reasoning, context, and maintainability as well as the visible diff. A review can miss functional issues, while automation does not replace a peer’s understanding of intent. Neither control should be presented as complete assurance on its own.

How to assess review quality as a team

No single objective metric captures review effectiveness. Approval counts and comment counts are incomplete proxies: a high count does not necessarily mean the right risks were considered, and a concise review can still be useful. Track a small set of measures that describe both the process and the outcomes, then interpret them together.

Measure What it can tell you What it cannot establish alone
Review coverage What fraction of changes receive peer review. Whether review was substantive or whether it caused a later quality outcome.
Reviewer participation and expertise Whether people contributed and whether reviewers understood the affected area. That more reviewers always improve results or that an approval guarantees correctness.
Change size How much code or how many files reviewers need to assess, useful for understanding review burden. A universal ideal patch size; the evidence does not establish one.
Review duration How long changes spend in review, which helps teams assess delivery cost and bottlenecks. Whether a faster review was better or whether a longer one improved quality.
Post-release defects A downstream quality outcome to examine alongside review practices. A causal effect attributable to review alone; defects also reflect other parts of development and operation.
Maintainability indicators Signals relevant to whether code remains understandable and workable over time. A complete measure of quality or proof that review reduced code smells.

Compare these measures across relevant teams or periods with context: codebase, change type, release practices, and reviewer experience can differ. Look for patterns across process measures and outcomes rather than declaring success from one number. The research spans varied methods and project settings, so it does not supply a single target value for coverage, participants, duration, or defect reduction.

Common review-process problems and practical fixes

  • Every change gets an approval, but quality problems persist: examine whether approvals involve substantive participation and relevant reviewer expertise, not just coverage.
  • Reviews are slow and changes are large: split changes into coherent pieces where possible, and inspect review duration alongside change size rather than imposing an unsupported universal size limit.
  • Adding reviewers makes delivery slower: the distributed-project study observed more contributions alongside longer duration as teams, locations, and active reviewers increased. Choose reviewers for relevant knowledge rather than maximizing headcount.
  • Teams optimize comment or approval totals: treat both as process signals, not quality outcomes; pair them with post-release defects and maintainability indicators.
  • Review passes but a functional defect appears later: keep tests and static checks in the quality process, and use the escaped defect to identify what review or automated verification could reasonably have covered.
