Reduce open-plan office noise by matching space and acoustic controls to the work: separate focused tasks from calls and collaboration, interrupt direct speech paths, reduce reflected sound, and provide quiet areas. Conversation is particularly distracting when it remains intelligible, so a quieter-sounding room is not automatically a more private or focused one. Hybrid attendance makes it important to plan around actual occupancy and activities; it does not, by itself, establish that offices have become noisier.
Why speech can distract more than its volume suggests
Sound level is only part of the problem. A nearby conversation can capture attention because words remain understandable; speech carries information in a way that many sounds at a similar level do not. ISO’s open-office explainer discusses this distinction. In an analysis of 21 workplaces and 883 respondents, Haapakangas and colleagues found that distracting background speech largely explained perceived noise disturbance. The result supports treating intelligible speech as a central design issue, not simply trying to lower every sound. Read the study record.
Acoustic guidance also distinguishes speech privacy and distraction distance from the simple question of whether someone can hear a sound. In ISO 3382-3, distraction distance is a room-acoustic measure related to how speech intelligibility changes with distance—not the distance at which a worker notices any noise. The standard lists measures including speech level at four metres, background noise level, speech transmission index, comfort distance, and distraction distance. Start by identifying where calls, collaboration, focused work, and public-facing activity actually happen. Note when the disruptive speech occurs, who is affected, and whether it travels directly from a source or seems to linger as reflected sound. Compare those observations with attendance patterns across different days; do not assume a hybrid office has the same occupancy or mix of tasks every day.

ISO 22955:2021 provides technical guidance for acoustic quality across open-office activity types, including call-centered work, collaboration, limited collaboration, receiving the public, and mixed activities. It covers both new layouts and refits, and ISO reports that the standard was reviewed and confirmed in 2026 and remains current. The standard frames acoustic quality as a planning concern shared by stakeholders such as project owners, designers, and consultants. See ISO 22955:2021.
For a significant redesign or a persistent problem, an acoustician or workplace-acoustics consultant can assess the space against the work it must support. ISO 3382-3 supplies measurement concepts for open-plan offices, while ISO 22955 addresses activity-based planning. A phone sound-meter reading alone cannot establish speech privacy or whether the room is suitable for focused work.

Choose controls for the sound path they address

The UK Health and Safety Executive (HSE) discusses layout, distance, screens and barriers, absorption, and refuges in its workplace design guidance. It distinguishes direct sound from reflections: barriers can interrupt the direct path, while absorbent materials act on reflected sound. Combining measures may make more sense than expecting one screen, material, or device to solve every route by which speech reaches workers.
Use barriers where they can interrupt direct sound
HSE advises that screens and barriers should sit between the sound source and the people being protected. Its guidance says they work best close to the source or close to the people being protected; greater height and width are likely to help, and it gives dense materials as examples. This supports considering desk divider panels for a specific sound path, not assuming that any panel provides a known reduction. Measure the fit and placement against the room and workstation rather than treating the product category as a complete fix.

Use absorption to manage reflections
Wall and ceiling absorption can reduce reflected or reverberant sound, but it cannot block direct speech between two people with a clear path. HSE recommends specialist advice and notes that practical material choices may be constrained by impact resistance, hygiene, moisture, and lighting requirements. Treating a room therefore involves both acoustic goals and building-use constraints.
Consider sound masking as one part of a designed solution
A longitudinal field study by Bergefurt, Appel-Meulenbroek, and Arentze examined level-adaptive sound masking at two organizations over two to three months. It included 42 participants on intervention floors and 41 on control floors, and reported reduced intelligible-speech distraction under the studied conditions, along with changes in reported coping and mental-health measures. These findings are evidence from those organizations, not proof of a guaranteed effect in every workplace or a general health benefit. Read the 2024 study.

In that study, measured background-noise levels alongside masking rose from 28.7 to 41.9 dB(A) at one organization and from 32.4 to 42.6 dB(A) at the other. Those are study-specific observations, not recommended targets for other offices. Masking adds sound; it does not make the original sound disappear, and its value depends on careful design and the problem being addressed.

There is no direct evidence in the sources cited here establishing that hybrid schedules themselves increase or decrease office noise. The practical response is to plan for changing attendance and tasks rather than to label hybrid work as the cause of a noise crisis. A layout that works on a quiet day may not work when call-heavy teams and collaborative work coincide.

- Map the activities. Identify call-heavy teams, collaborative work, focused tasks, and public-facing work, then record when and where they occur.
- Use the layout to separate incompatible tasks. Place regular calls and collaboration away from areas designated for concentrated work where feasible.
- Provide a quiet refuge. Make concentration areas or quiet rooms available for tasks that cannot be done amid conversation, particularly when source control is difficult or noisy-area attendance is occasional.
- Check the arrangement against real use. Review how the space works on different attendance days and adjust allocations if actual activities or occupancy patterns conflict with the intended zones.
Set team practices—and keep personal coping optional
Workplace measures can be reinforced by shared expectations: agree where calls should happen, when focused work is expected, and how quiet rooms are used. ISO/TS 9241-620:2023 includes organizational measures where technical measures are insufficient, as well as personal-level measures. See the ISO/TS 9241-620 page.
Headphones may be an optional personal coping choice, but they are not a substitute for a workable acoustic environment or a way to guarantee concentration. Employers should not make workers responsible for adapting to a layout that consistently puts incompatible activities together.
When to get an acoustic assessment
Consider a professional assessment when the disturbance persists after practical layout and work-practice changes, when a refit is planned, or when speech privacy matters. The assessment should start from the activities the office supports and distinguish direct sound transmission from room reflections. An acoustician can help select suitable measures and evaluate the room using relevant open-office parameters rather than relying on a single noise reading. ISO 22955 explicitly addresses planning, design, construction, and layout, including refits.
