Engineers can tell by tracing a feature back to a specific user goal, checking that the difficulty is real, testing the smallest useful version with representative users, and measuring whether the intended outcome improves. A feature that people can use—or say they like—has not necessarily solved the problem that prompted it.
Start with the user’s goal, not the proposed feature
A feature request is a hypothesis about a solution. Before building it, identify who is struggling, what they are trying to accomplish, when the need arises, how they handle it now, and what prevents them from reaching the desired outcome. A request such as “add a dashboard” may describe a suggested fix; the underlying need might be to find a status quickly or spot a problem before it becomes costly.
Write the need in language that describes the user and outcome, not the interface the team has already imagined. A simple pattern is: “I need to [do something] so that [outcome].” Add relevant context, triggers, and constraints. GOV.UK’s guidance says good user needs should sound like something a real user might say, be grounded in research rather than assumptions, and focus on the problem rather than a possible solution (GOV.UK user-needs guidance).
Check the problem against more than one kind of evidence
Combine what users say with what they do and what the product’s existing evidence shows. Interviews can explain goals and circumstances; observation can expose workarounds and friction people may not mention. Product analytics, search logs, support tickets, and call-center records can help show where people get stuck or what they are trying to find.

- Talk to likely users about recent, specific attempts to accomplish the task rather than asking whether they would use a hypothetical feature.
- Observe people using the current product or workaround, where practical. Note delays, errors, repeated steps, abandonment, and requests for help.
- Review existing behavioral and support data for patterns, while checking whether it covers the relevant user groups and context.
- Include people who struggle with current routes and people who support them, not only confident, frequent users.
Separate observed evidence from assumptions. Turn important unknowns into research questions, choose methods that can answer them, and decide what product or engineering choice the answer will inform. GOV.UK’s research-planning guidance recommends planning around the research questions, participants, methods, and decisions at hand (GOV.UK research-planning guidance).
Test the smallest version that can answer the question
Use a sketch or paper prototype when the uncertainty is about the broad concept or flow. Use a more detailed prototype, or a live pilot when appropriate, if the question depends on interaction details or real-world conditions. Greater fidelity is not automatically better: it costs more and can distract from a basic question about whether the approach addresses the need.

- Choose a realistic task. Describe what the participant needs to accomplish, not which feature to click or what response to give.
- Recruit plausible users. Include the differences in ability, experience, and circumstances that matter for this need.
- Set success criteria in advance. Define what completion means and what errors or assistance would count as difficulty.
- Observe without steering. Watch for completion, hesitation, misunderstanding, repeated friction, errors, and workarounds. Ask neutral follow-up questions rather than prompting approval.
- Change the design and test again. Use recurring problems to guide iteration, then check whether the revised version resolves them.
Qualitative usability testing is useful for learning where and why people struggle, not for estimating how common a problem is across a whole population. The Office for Health Improvement and Disparities recommends recruiting 5 to 6 participants for qualitative usability testing; GOV.UK planning guidance gives 4 to 8 participants per round for several qualitative methods. These are planning suggestions, not guarantees of coverage or universal sample-size rules. Quantitative studies such as surveys, A/B tests, and benchmarking generally require much larger samples; GOV.UK notes that hundreds may be needed for clear findings, while a sound sample size depends on the study and its intended inference (GOV.UK guidance on doing user research; GOV.UK research-planning guidance).
Distinguish usability from solving the problem
A task-based test can show whether a participant can use a feature in the test scenario. It cannot, by itself, show that the feature is the right intervention or that it changes the outcome in ordinary use. Think-aloud sessions help reveal comprehension and experience, but spoken impressions can diverge from behavior and are not evidence that the intended outcome improved. A controlled task may also differ from the user’s real environment.

Specify the outcome the feature is meant to improve in concrete, measurable terms. Depending on the need, this might mean fewer failed attempts, less time to complete a consequential task, fewer support contacts, or more people reaching a defined goal. Select a measure that reflects user benefit rather than merely feature activity: clicks or adoption can show use, but do not alone prove success.
When the stakes or uncertainty warrant it, evaluate the feature in a real-world setting or run an experiment designed to distinguish its effect from other changes. The UK Government’s Test and Learn guidance recommends agreeing on a measurable outcome, testing critical assumptions early, and learning from real-world evidence; it describes this approach as complementing, not replacing, robust evaluation (Magenta Book Test and Learn annex).

Match the method to the question

These approaches complement one another. User statements offer perspective, observed behavior shows interaction, and outcome measurement tests whether the intended result changed. A positive comment, a successful test task, and widespread adoption are different signals; none should be substituted for impact evidence.
Keep the evidence connected to engineering decisions
Record the need, the evidence supporting it, unresolved assumptions, the intended outcome, acceptance criteria, and test results where the team can revisit them. Tie tests to requirements so engineers can tell what “met” means, and what evidence would lead the team to revise the feature. Home Office engineering guidance says evidence-based decisions improve the ability to meet user needs and recommends keeping evidence current, valid, and transparent (Home Office engineering guidance on designing from evidence).

Revisit the evidence as the product, user population, or context changes. This makes the rationale legible to future engineers and helps the team avoid treating an earlier assumption as a permanent requirement.
