Communities can reduce the risk of drought-related food shortages by planning before conditions become a crisis: organize local decision-makers and residents, monitor drought and food-system risks, agree on locally appropriate action triggers, protect production and livelihoods, and prepare coordinated food, nutrition, and health support. The specific measures depend on local water, growing conditions, infrastructure, and people’s needs.

Why preparation has to start before food runs short

Drought is a slow-onset hazard that can last for months or years. Its effects on food systems may continue after the dry period ends. The Food and Agriculture Organization of the United Nations (FAO), in its Drought overview, describes drought as a prolonged rainfall deficit and identifies crop-yield losses and disrupted agricultural value chains as ways drought can undermine food security.

That gradual progression gives communities a chance to prepare before shortages are obvious. Waiting until food access has sharply deteriorated can leave less time to protect livelihoods, coordinate support, and respond to health and nutrition needs.

Organize a locally led planning group

Bring together the people and services that can see different parts of the risk and act on them. FAO’s drought guidance calls for affected communities to be involved in planning and management.

  • Local government and relevant public agencies
  • Growers, livestock keepers, food distributors, and other parts of the local food chain
  • Health and nutrition providers
  • Community organizations and residents likely to be most exposed to food or income loss

Agree who will monitor conditions, who can make or authorize decisions, and how information and needs will be shared. Make sure residents most at risk have a meaningful role in setting priorities, rather than treating them only as recipients of assistance.

Track risk and agree on action triggers

Use official drought and climate information alongside local indicators of water availability, crop conditions, and food access. FAO’s integrated drought-management resources identify monitoring and early warning, vulnerability and impact assessment, and response and mitigation as core elements. Its anticipatory-action approach uses risk analysis and forecasts to trigger interventions before a crisis escalates.

For each signal the community chooses to monitor, decide in advance who reviews it and what action follows. Triggers might prompt a planning-group meeting, a closer assessment of food access, or activation of an agreed support plan. Map who and what is most exposed

Assess how drought could affect people’s ability to obtain food, earn income, and use essential services. Examine both direct losses and dependencies that can transmit disruption through the local food system.

  • Identify residents and groups who may lose food access or income first.
  • Map crops and livestock that depend on scarce water, and consider how production losses could affect local supply.
  • Identify points in distribution and other services where disruption could make food harder to obtain.
  • Review how needs and impacts will be assessed as conditions change.

This risk and vulnerability assessment helps the community direct attention to the most exposed people and fragile parts of the food system, rather than relying on a general estimate of drought conditions alone.

Protect production and livelihoods with locally suitable measures

Consider measures that can help sustain local production and livelihoods, informed by timely climate information and the community’s actual growing and water conditions. FAO’s drought portal describes drought-resilient seeds and climate information in a Philippines field story; that example does not establish a seed variety or practice as suitable everywhere.

Evaluate proposed measures against local water and budget constraints, the lead time needed, the people likely to benefit, and the evidence and agency responsible for the action. Drought-resilient seeds may be one option to consider, not a substitute for water planning, food-access support, or a community-wide preparedness plan.

Prepare coordinated food, nutrition, and health support

Food shortages can also create health and nutrition risks. Plan how the community will identify changing needs, coordinate food support, and connect people with nutrition and health services if access worsens. WHO guidance on drought and joint UN guidance on food and nutrition needs in emergencies support coordination, assessment, and monitoring of needs.

Include surveillance and access to essential services in preparedness and response, not only the delivery of food. Decide which local providers and organizations will assess needs and coordinate action so that support can respond to the situation as it develops.

Review the plan, then support recovery

Revisit the plan as forecasts, water conditions, crop outlooks, and community needs change. FAO’s drought-management approach covers action before, during, and after drought, so planning should include recovery and livelihood support as well as immediate relief.

In the United States, FEMA’s September 2024 Community Resilience Resources: Drought guide lists federal assistance pathways related to crop and livestock loss, agricultural operations, water quality and conservation, and water infrastructure. These pathways are U.S.-specific; check eligibility and current program availability with the relevant agency, since they can change.
