Measure whether those behaviors happen—not just whether people finished a course—and use the results to improve the program.
Start with the actions employees need to take
Choose a small number of observable behaviors before choosing a course or platform. CISA’s Cyber Essentials Toolkit, Chapter 2: Your Staff, The Users advises organizations to focus on changing behavior and on threats employees actually encounter.
Translate broad subjects such as phishing, passwords, multifactor authentication, and software updates into decisions employees can make in their normal workflows. For example, teach staff to verify an unexpected payment or password-reset request through a known contact method, report suspicious messages through the organization’s designated route, and contact IT promptly after a suspected mistake. These are practical applications of CISA’s guidance, not a universal script prescribed by the agency.
Make the content relevant to the work
Training should reflect the messages, systems, and choices people face on the job. A general lesson can establish shared basics, but employees with different responsibilities may need different examples and reporting steps. CISA’s toolkit recommends focusing on relevant threats and simple practices; its FY2025 grant measures also distinguish role-based awareness training as a program target, not proof of effectiveness.

When comparing an in-house session, e-learning course, simulation, or vendor service, check whether it:
- Uses examples that resemble the organization’s actual threats and tools.
- Teaches a specific action and a clear way to escalate uncertainty.
- Lets employees practice recognition, verification, and reporting.
- Supports timely updates between formal sessions.
- Fits different roles and helps the organization assess whether intended behaviors are happening.
- Encourages reporting, including after an accidental click or disclosure.
Give employees realistic practice and reinforcement
People need opportunities to decide what they would do, not only to read about what they should do. CISA’s Four Cybersecurity Essentials for SLTTs, published August 29, 2025, says: “Frequent, realistic testing helps employees build lasting awareness.” The fact sheet is written for state, local, tribal, and territorial governments; businesses can adapt its employee-training advice to their own context.

Use realistic examples or phishing simulations based on the threats the organization faces. Ask employees to identify warning signs, verify requests through a known channel rather than replying or using contact details inside a suspicious message, and rehearse the reporting route. Explain what happens after a report so employees know their action reaches someone who can respond.
Reinforce formal sessions with brief, timely updates when relevant threats change. CISA recommends frequent realistic testing and continued updates, but the cited guidance does not establish one ideal training interval. Set a cadence that allows practice and updates without treating a calendar schedule as evidence that learning has occurred.

Make reporting safe and easy
Employees should know how to report a suspicious message and what to do if they have clicked, downloaded a file, or shared information. Make the reporting route straightforward and communicate that prompt reporting matters more than hiding a mistake. CISA recommends a no-blame reporting culture to encourage quick action and reduce the chance of wider harm.
A simulation or lesson that humiliates employees can work against that goal. Treat mistakes as opportunities to clarify the safe response and improve the process, rather than as occasions to shame individuals.

Measure behavior, then adjust the program
Course completion shows that someone attended or finished an activity; it does not establish that they can respond safely. Choose internal measures that connect to the behaviors the organization wants to change. Possible measures include:
- Whether employees report simulated suspicious messages.
- How quickly real reports reach the people responsible for responding.
- Whether employees verify unusual requests through approved channels.
- Whether later training addresses gaps seen in reports, simulations, or incidents.
These are practical evaluation ideas, not published CISA benchmarks. Interpret trends alongside incident context: an increase in employee reports may indicate that reporting has become easier or more common, not necessarily that successful attacks have increased. Review results and revise examples, instructions, or reporting steps where employees struggle.

CISA’s FY2025 State and Local Cybersecurity Grant Program performance measures set target ranges of 70% for entities performing phishing training, 90% for entities conducting awareness campaigns, and 90% for entities providing role-based cybersecurity awareness training. These are targets for grant applicants, not measured retention rates, universal business benchmarks, or evidence that training caused a security outcome. They can describe program activity, but should not be used as a substitute for assessing whether employees perform the intended behaviors.
