California county election officials verify the signature on each returned vote-by-mail envelope against the voter’s registration record before separating the ballot and tallying it. Counties may begin processing envelopes before Election Day, but they cannot publicly release results until polls close. Counting and review continue during the official canvass, so election-night totals are not necessarily final.
Who handles California mail ballots?
County elections officials administer the process: they print and mail ballots, verify returned envelopes, and count eligible ballots. How a returned mail ballot is processed
1. The county records its return
When a county receives a voted mail ballot, it updates the ballot’s return status. Counties must offer voters a way to check whether a ballot was received, such as an online system or toll-free telephone number. The Secretary of State’s Where’s My Ballot? service can also send ballot-status notifications.
2. Officials compare the envelope signature
Before counting the ballot, county officials compare the signature on its return envelope with signatures in the voter’s registration record. California’s rules start with the presumption that the signature is the voter’s; an exact match is not required, and similar characteristics may be sufficient. 3. The voter can address a signature problem
If a signature is missing or does not compare, the county must notify the voter and provide a way to submit a verification statement. State regulations specify notice within 24 hours of discovery. For the November 2026 statewide general election, the Secretary of State lists November 25, 2026, at 5 p.m. as the deadline for the completed signature statement to reach the county. This deadline applies to that election; check the current election guidance and your county’s instructions for any other election. Where’s My Ballot?

4. The ballot is separated and tallied
After verification, officials separate the ballot from its return envelope before tallying it. This step protects the secrecy of the voter’s choices. Why election-night totals can change
Counties may begin opening and processing vote-by-mail envelopes as early as 29 days before Election Day. They cannot access or share the results publicly until polls close. Initial election-night results commonly include ballots received and processed before Election Day. Ballots dropped off on Election Day, as well as eligible mail ballots postmarked by Election Day and received within seven days afterward, may still need to be processed. What happens during the canvass?
The official canvass is the post-election period in which counties continue processing eligible ballots, reconcile election records, and report results. State guidance calls for counties to report most ballots by the 13th day after the election, finalize results by E+30, and for the state to certify results at E+38. E+13, E+30, and E+38 mean the 13th, 30th, and 38th days after Election Day, respectively; exceptions to the E+13 reporting deadline include ballots requiring duplication, forwarded ballots, provisional and conditional ballots, signature-cure cases, and certain later-received ballots. County schedules and update frequency vary, so these deadlines do not predict the exact day a particular county will finish reporting. California Secretary of State: Official Canvass

As part of the canvass, officials conduct a public one-percent manual tally of ballots tabulated by the county voting system. It checks a portion of the automated count; it is not a hand count of every ballot. If the county reports a missing or noncomparable signature, follow its instructions for submitting a verification statement.

Check the deadline for the specific election and make sure your completed statement reaches the county by that deadline.
