Businesses can use Purchasing Managers’ Index (PMI) data as a monthly, sector-level signal to review demand, inventory, supplier delivery conditions, purchasing activity, and input costs. The practical approach is to read relevant PMI sub-indexes together, then compare their direction with company orders, stock records, supplier lead times, and purchasing plans. PMI can inform a review; it cannot determine a company’s exact reorder point or order quantity.
What PMI tells you—and what it does not
A PMI is built from monthly survey responses about whether business conditions rose, fell, or stayed the same compared with the previous month. Depending on the survey, useful sub-indexes can include new orders, output, purchasing activity, supplier delivery times, backlogs, inventories, and input prices. S&P Global and the Institute for Supply Management (ISM) run separate surveys with distinct panels and methodologies; keep the publisher, geography, sector, and reference month clear when using a figure. S&P Global’s PMI FAQ and ISM’s manufacturing PMI methodology describe their respective approaches.
A diffusion index describes the balance of reported direction, not the percentage change in output, sales, or inventory. S&P Global’s stated formula is: percentage reporting “higher” × 1.0 + percentage reporting “the same” × 0.5 + percentage reporting “lower” × 0.0. A reading of 50 is the neutral point between more reports of increases and more reports of decreases. Therefore, a PMI above 50 does not mean your company’s activity grew by that percentage or that it should automatically buy more. S&P Global’s FAQ explains the calculation.
Headline manufacturing PMIs also are not interchangeable. S&P Global describes its manufacturing headline as weighting new orders at 30%, output at 25%, employment at 20%, supplier delivery times (inverted) at 15%, and stocks of purchases at 10%. ISM describes its U.S. manufacturing composite as five equally weighted components. These are each provider’s methodological parameters, not inventory targets for an individual business. Use one provider’s series consistently when comparing months rather than splicing readings together.

Which PMI signals matter for inventory and purchasing?
New orders and finished-goods inventories
For manufacturers, comparing new orders with finished-goods stocks can help frame whether demand and available output are moving in step. S&P Global’s orders-to-inventories ratio divides its seasonally adjusted Manufacturing New Orders Index by its Manufacturing Stocks of Finished Goods Index. A ratio above 1 means orders are rising faster than finished-goods inventories, a pattern S&P Global describes as consistent with higher future production. Below 1 means inventories are rising faster than orders, which can precede production cuts or price reductions to clear excess stock. This is a sector-level signal, not a reading of your own stock position. S&P Global’s December 2024 explanation sets out the formula and interpretation.
Purchased-input inventories and supplier delivery times
Where the survey reports inventories of purchased inputs, consider that measure alongside new orders, purchasing activity, and your actual supplier lead times and open purchase commitments. ISM’s Buying Policy section reports lead-time bands for capital expenditures, production materials, and maintenance, repair, and operating supplies. Those broad bands can add context to procurement conditions, but they do not replace supplier-specific dates or commitments.

Interpret delivery times with care. S&P Global inverts the supplier-delivery-times component in its manufacturing headline so that its direction is comparable with the other components. A longer delivery time may indicate supply pressure even though the composite uses the inverted component. S&P Global’s methodology FAQ explains the inversion.
Sector and service fit
Choose a series that reflects the business’s relevant geography and industry exposure. A national headline can be too broad for a company with concentrated sector or cross-border supply-chain exposure, so use more relevant sector detail where available. Inventory sub-indexes may not be meaningful for every service business: S&P Global notes that its services survey has fewer questions because inventory is not relevant to many service providers.

A practical monthly planning workflow
- Select the matching series. Identify the publisher, geography, sector, and reference month. Keep the same publisher and series when comparing periods.
- Review the relevant sub-indexes. For an inventory and purchasing review, examine new orders, input or finished-goods inventories, supplier deliveries, purchasing activity, and prices as relevant. A headline compresses multiple dimensions and may hide diverging signals.
- Compare demand and stock direction. Rising orders alongside lagging finished-goods inventories can suggest production pressure. Rising stock alongside weaker orders can support a review of replenishment or excess inventory. Treat either pattern as a hypothesis to check, not a company-level conclusion.
- Validate against operating data. Compare the signal with your order book, point-of-sale or sales data, stock on hand, open purchase orders, supplier lead-time changes, and critical-material availability. PMI surveys represent a sector or national panel, not your SKU-level demand.
- Set conditional scenarios. If external demand appears stronger while company stock cover is low and lead times are extending, review whether selected orders should be brought forward or increased. If demand weakens while stock accumulates, review timing, quantities, and sell-through plans. Neither scenario means a specific PMI reading mandates a purchase.
- Connect the review to company goals. ISM’s account of Fortive describes using Report on Business data in monthly operating reviews, aligning sub-indexes with company KPIs, and using lead-time, commodity-price, and supply information to prompt operational and purchasing follow-up. It is an example of one company’s practice, not evidence that the same workflow or outcome applies to every business. ISM’s 2022 account includes the details.
How PMI should fit into a purchasing decision
Use PMI to decide what deserves a closer look, then use company data to decide what to order. The survey does not provide SKU-level demand, days of inventory, service targets, supplier-specific lead times, or an optimal order quantity. Those inputs belong in the company’s own inventory and purchasing calculations.
Likewise, a PMI signal is not a forecast guarantee. Supplier conditions, product mix, customer demand, and internal constraints can differ from the survey’s broader picture. Keep the PMI direction and the operational evidence side by side in the review, and make any purchasing change conditional on the company-level facts.

Common mistakes to avoid
- Reading the index as a growth rate. Above 50 means more respondents reported increases than decreases under the index formula; it does not mean activity grew by that percentage.
- Using the headline as a reorder formula. PMI cannot calculate the firm’s reorder point or exact purchase quantity.
- Interpreting longer delivery times as straightforward supplier inefficiency. Delivery times can reflect supply pressure, and S&P Global inverts this component in its manufacturing headline.
- Assuming all businesses have useful inventory indexes. Inventory may not be relevant to many service providers.
- Combining different providers’ readings into one series. S&P Global and ISM use different survey panels and composite weighting.
