A browser-based Windows emulator runs software in a web page that imitates the hardware an older Windows version expects. Windows then boots as a guest operating system inside that emulated PC. In many implementations, the emulator runs locally in your browser rather than on a remote desktop server, so the page is hosting a simulation—not streaming a complete Windows computer to you.

How does a browser-based Windows emulator work?

The page loads emulator software and a configured virtual machine, often including a disk image and firmware. The emulator models a PC’s processor and devices; Windows communicates with those virtual components as if they were computer hardware. The page displays the guest’s screen and passes your keyboard and mouse input to it.

For example, the v86 project describes an x86 PC emulator that models components such as a VGA display, PS/2 keyboard and mouse, and floppy and IDE disk controllers. Its x86-to-WebAssembly just-in-time compiler translates machine code into WebAssembly modules at runtime. This is one implementation, not a requirement for every browser emulator. v86 project documentation

A documented v86 setup can configure BIOS and VGA BIOS, a CD-ROM image, a screen container, and automatic startup. A host site may package these pieces so the user sees a ready-to-run machine; the exact setup and delivery differ by emulator. The Council on Library and Information Resources (CLIR) describes browser-based emulation as downloading an emulator into a webpage so it can run locally in the browser. Is it real Windows or a simulation?

It is Windows running as a guest system in an emulated PC, not a modern Windows installation secretly running on your computer. The emulator imitates the hardware interface the guest expects. How authentic or complete the experience is depends on the emulator, its configuration, and the Windows version. A browser session may offer a convincing desktop while still lacking features or device access available on a physical PC.

Which Windows versions can run?

Compatibility depends on the emulator. v86 says Windows 1, 3.x, 95, 98, ME, NT, and 2000 work reasonably well; it says XP, Vista, and 8 work under certain conditions. These are v86-specific compatibility statements, not guarantees for other websites or every configuration. v86 project on GitHub

v86 also documents important limits: it does not support multicore CPUs or 64-bit extensions. For Windows 2000 and later, its documentation says to use the Standard PC machine type rather than ACPI PC. Those constraints help explain why an older Windows release may be a better fit than a recent one, even when both appear in a compatibility list.

What can a browser emulator do—and what are its limits?

These tools are useful for exploring old operating systems, trying historical applications or games, and teaching or preserving software experiences. PCjs, for instance, showcases historical machines and software, including Windows 95. CLIR also describes historical software and games as promising browser-emulation experiences. PCjs

Running locally can avoid the input and display delay associated with streaming a remote desktop, and it avoids installing and configuring a virtual machine on your computer. But browser execution is not the same as unrestricted access to a PC:

  • Performance varies. Emulating hardware takes work, and performance may be inadequate for more recent systems. The reviewed sources do not establish a general speed ranking or benchmark.
  • Browser restrictions apply. A web page has limited access to your computer’s hardware and peripherals. Some emulators may not work in a particular browser, and complex hardware or networking may be unavailable.
  • Compatibility is narrow and implementation-specific. A listed Windows version may still require a particular machine configuration or other conditions.
  • It is not a general modern-PC replacement. The strongest documented uses are historical software, learning, and preservation—not running a current Windows desktop with full hardware access.

Can you save files or keep your session?

Do not assume that work will survive a refresh. Persistence depends on the specific emulator and website: some sessions lose state or storage when the page reloads. PCjs’s cited browser utility demo says it cannot access local files and offers no way to save work. PCjs browser utility demo

Other deployments may add file import, export, or save-state features, but those capabilities are not inherent to browser emulation. Before doing work you need to keep, check the page for explicit save or export controls and confirm what happens after closing or refreshing it. Browser sandbox restrictions also mean a page cannot simply be assumed to read and write files on your computer.

How does browser emulation differ from a virtual machine or cloud desktop?

The key distinction is where the environment runs and what access it has. A browser emulator generally runs its emulation code in the page; a cloud desktop runs remotely and sends the display and input over a connection. A locally installed virtual machine runs through virtualization software on your computer. The practical trade-offs depend on the particular products and configuration, so there is no universal performance ranking.

Approach Where it runs Setup and access What to check
Browser-based emulator Typically in the browser page, according to CLIR Can avoid local installation; browser sandbox limits host access Guest compatibility, browser support, file import/export, and whether state persists
Local virtual machine On your computer through virtualization software Requires local setup; hardware access depends on the software and configuration Supported guest systems, available hardware resources, and storage behavior
Cloud desktop On a remote system, with display and input streamed to you Requires a network connection; interaction can be affected by streaming delay Network quality, remote-system capabilities, and file-transfer options

CLIR identifies browser compatibility, restricted host access, and the local-versus-remote distinction as relevant considerations. The table describes broad architectural differences; it is not a product-specific comparison or speed test.

What should you check before using one?

  • Confirm which Windows version and machine configuration the emulator supports.
  • Check whether the page runs locally or connects to a remote environment.
  • Look for explicit file import, export, or save-state controls before entering work you need to retain.
  • Consider whether the task needs hardware, networking, or peripherals the browser may not expose.
  • Use it for exploration or historical software when its limitations fit; do not assume it provides the capabilities of a current Windows PC.
