BMC Helix can support operational-resilience work by bringing IT service and operations processes together and helping teams see dependencies between services and technology. It does not, by itself, make a financial institution compliant: the institution remains responsible for identifying important services, setting tolerances, mapping and testing dependencies, responding to incidents, recovering services, and documenting governance.
What operational-resilience rules require
The obligations depend on where a firm operates and whether it falls within a regulation’s scope. UK Financial Conduct Authority (FCA) rules and the EU’s Digital Operational Resilience Act (DORA) are related in purpose but are separate regimes.
UK: FCA operational resilience
The FCA’s operational-resilience rules and guidance came into force on 31 March 2022. They apply to specified UK financial firms. In-scope firms had until 31 March 2025 to complete mapping and testing needed to remain within impact tolerances for their important business services. That transition milestone has passed; resilience work continues rather than ending with the deadline. The FCA’s current expectations include identifying important business services, setting impact tolerances, identifying vulnerabilities, testing severe-but-plausible scenarios, learning from incidents, and maintaining communication plans. The FCA says firms need to “continue to move beyond compliance and embed operational resilience into how they design products and services and, more broadly, how they conduct business.” The FCA also says new incident-reporting and third-party notification requirements published on 18 March 2026 take effect on 18 March 2027. Firms should consult the live FCA rules and guidance for the precise requirements applicable to them.

EU: DORA
DORA, Regulation (EU) 2022/2554, has applied since 17 January 2025. It covers ICT-risk management and governance, incident management and reporting, digital operational-resilience testing, information sharing, and ICT third-party risk. Scope and proportionality provisions matter, so firms should determine which requirements apply to their entity rather than assume every obligation is identical. The official DORA regulation on EUR-Lex is the primary source.
Where BMC Helix may fit
Operational resilience depends on understanding how a business service relies on people, processes, applications, infrastructure, and external providers—and on being able to act when one of those dependencies is disrupted. A service-management and operations platform may help connect operational data and workflows that would otherwise sit in separate systems.

BMC describes Helix Discovery and its configuration management database (CMDB) as tools that can help map service dependencies and track obsolescence risks. These are vendor-described capabilities, not evidence that a particular firm has completed its mapping, maintained accurate records, tested scenarios, or met a regulatory obligation. A platform can support the work; management and governance processes must make the work reliable and demonstrable.
What BMC reports about BBVA
BMC says BBVA used BMC Helix to unify IT processes across eight regions and consolidate 16 fragmented systems into one global ITSM/ITOM framework. BMC also reports that BBVA achieved 100% DORA compliance and 56% fewer incidents caused by changes. These figures are BMC-reported outcomes, not independently verified here. How to assess a platform for resilience work
Regulators define outcomes firms must achieve; the following are practical evaluation questions, not a regulator-endorsed product scorecard. Ask for evidence from the proposed deployment and test it against the firm’s own services and governance arrangements.
- Service and dependency mapping: Can teams trace an important business service to its supporting applications, infrastructure, internal teams, and third-party providers? Can they identify concentration points and single points of failure?
- Data accuracy over time: How are records discovered, validated, owned, and updated after changes? How does the firm identify missing, stale, or conflicting dependencies?
- Operational workflows: Can incident and change processes use service-dependency context to assess impact, coordinate response, and record decisions?
- Testing and remediation evidence: Can teams link severe-but-plausible scenario tests to findings, owners, actions, and completed remediation? A map alone is not proof that a service can stay within tolerance.
- Governance and reporting: Can appropriate decision-makers review status, exceptions, and evidence in a form that fits the firm’s governance and regulatory reporting processes?
- Coverage across environments: Does the proposed deployment provide useful visibility across the firm’s actual technology estate and providers, including areas where discovery or integration may be limited?
BMC/FStech survey collateral describes a survey of 100 EMEA-based financial professionals: 12% said they were fully prepared, 49% unready, 59% found regulatory guidance unclear, and 78% estimated six to 36 months for compliance. The excerpt does not establish the survey’s publication year, and its figures refer to the then-upcoming-regulation context. They should not be read as a 2026 industry snapshot or as a measure of current preparedness.
