Compare the same itinerary and passenger needs, then check the airline’s current fare rules before booking.
What the advertised fare includes—and what it may not
For U.S. ticket advertising, the displayed fare must include applicable government taxes and fees and mandatory carrier-imposed surcharges. Optional services, such as checked baggage or advance seat selection, can still add to what you pay. The U.S. Department of Transportation (DOT) summarizes the rule this way: “DOT requires airlines and travel agencies that display ticket prices to advertise the total price that a consumer must pay to purchase a ticket.” See the DOT’s Buying a Ticket guidance.
That advertised total is therefore not necessarily the cost for your particular trip. A lower fare may come with a smaller baggage allowance, no advance seat assignment, or stricter change and refund terms. The relevant comparison is what you expect to spend for the itinerary and services you need.
How baggage, seats, and changes affect your total
Checked baggage and carry-ons
Check the allowance and current fee for the exact fare and itinerary. A low fare may cost more in practice if you need a checked bag or your carry-on does not fit the fare’s allowance. DOT’s consumer guidance explains that baggage allowances and fees vary; its ancillary-fee guidance also addresses fees for optional services.

Do not assume that a bag that fits one airline’s limits or fare rules will qualify on another. Verify the airline’s size and allowance requirements before packing or buying luggage.
Advance seat selection
Seat selection may be a separately priced optional service. Discounted tickets can have stricter terms, including no seat assignment, while higher fare classes typically include more amenities. Compare the price of the seat you actually need, such as a particular location or seats together; do not treat paid advance selection as a required charge for every traveler.

Changing a ticket
A change may involve both an applicable ticket change fee and the difference between the original ticket price and the fare available when you make the change. The new fare can be higher or lower, and prices may move, so an estimate is a scenario—not a guaranteed future cost. In some cases, requesting a refund and rebooking may be cheaper, but compare the applicable terms and current fares before deciding.
The 24-hour cancel-or-hold rule is not a general right to make a later change for free. Check the ticket’s specific change and cancellation terms rather than relying on that rule as change-fee protection.

When an optional-service fee may be refunded
DOT says a passenger is entitled to a refund of an ancillary-service fee if the service was unavailable through no fault of the passenger. Separate rules address baggage that is lost or significantly delayed. These protections concern services not provided as required; they are not ordinary discounts on the amount due before purchase. See the DOT’s ancillary-fee guidance.

- Record the ticket total. Use the displayed price for the exact itinerary, including applicable taxes and mandatory carrier surcharges.
- Add the services you expect to buy. Include baggage, an advance seat assignment if needed, and any other relevant optional service.
- Check the fare restrictions. Compare baggage allowance, seat-assignment terms, refundability, and change conditions.
- Model a realistic change. If flexibility matters, consider the applicable change fee and a possible fare difference. Treat the result as an estimate because future fares can change.
- Verify before purchase. Recheck the airline’s current fee table, allowance, and fare rules for the exact itinerary.
There is no single “true price” for every traveler: one person may need a checked bag and a specific seat, while another may not. Compare expected cost alongside baggage allowance, seat assignment, refundability, and change flexibility.

As of the DOT’s July 2, 2026 final rule, the detailed upfront disclosure provisions introduced in its 2024 rule are not current requirements. The Fifth Circuit vacated that rule, and DOT’s 2026 final rule removed the new provisions and restored the earlier framework.

Under the restored framework, a notice must appear on the first screen quoting a specific itinerary to tell consumers that additional baggage fees may apply and where to find them. Ticket agents may direct consumers to airline websites for the specific baggage fees. The 2026 rule is the relevant source for this recent change: DOT’s July 2, 2026 Federal Register final rule.
DOT’s general fare guidance also describes full-price advertising and information about optional-service fees and baggage allowances. That guidance page was last updated in 2021, so it should not be read as reinstating the detailed 2024 disclosure provisions removed in 2026. For the current baggage-fee disclosure framework, consult the 2026 final rule.
