An asphalt plant makes paving mix by proportioning aggregate and asphalt binder, drying and heating the stone, then blending the materials at a controlled temperature. It is not simply a matter of melting bitumen and pouring it over rock: moisture removal, accurate metering, dust collection, mixing, and handling the finished mix all affect whether it is suitable for paving.
What goes into asphalt paving mix?
The mineral part of the mix is aggregate: stone, sand, and other graded materials combined to meet a project’s mix design. The liquid part is asphalt binder, also called bitumen or asphalt cement in the industry. The binder coats and holds the aggregate particles together. Plants may also meter additives or reclaimed asphalt pavement (RAP) into the mix.
Materials and their proportions matter from the start. The Asphalt Paving Handbook describes production as a controlled sequence of feeding, drying, heating, proportioning, and mixing.
How an asphalt plant makes paving mix
1. Feed and proportion the materials
Aggregate stockpiles supply cold-feed bins, which meter different materials in the proportions required by the mix design. Asphalt binder is kept in insulated, heated tanks so it remains pumpable. The plant also meters binder and any additives into the production process.

2. Dry and heat the aggregate
Aggregate travels through a sloped, rotating dryer. A burner produces hot gases, while flights inside the drum lift and drop the material through those gases. This helps transfer heat, remove moisture, and bring the aggregate to the temperature needed for mixing.
Moisture affects how much aggregate the dryer can process. Wetter material takes more heat and drying time, so the plant may need to reduce its feed rate to achieve the required condition.
3. Collect dust and recover useful fines
Dryer exhaust carries fine particles out of the drum. Dust collectors capture those particles; some captured fines can be returned to the mix because they contribute to its gradation. The collectors also treat the exhaust to control dust emissions. The handbook describes this equipment’s process role, not the permit rules or full range of air pollutants that may apply at a particular location.

4. Combine aggregate, binder, and additives
The hot aggregate and fluid binder are brought together and mixed to coat the particles. How that happens depends on the plant type: batch plants mix discrete measured loads, while drum-mix plants blend materials continuously.

5. Hold and dispatch the finished mix
Once mixed, the asphalt is held and dispensed for transport to the paving site. It must remain at a temperature and consistency suitable for the planned placement and compaction. At the job, crews place and compact the mix while it is workable.

Both designs handle and proportion materials, dry and heat aggregate, collect dust, combine binder and additives, and manage finished mix. Their central difference is the sequence and location of mixing.

Neither type automatically makes better mix. The result depends on the specified mixture and on plant configuration and control.
How hot does asphalt get at the plant?
Aggregate and binder are heated for different reasons. Aggregate must be dry and hot enough to accept binder and bring the finished mix to its target temperature. Binder must be fluid enough to pump and coat the particles. The Asphalt Paving Handbook says aggregate temperature controls mixture temperature and recommends using the lowest temperature that fully dries and coats the aggregate while producing satisfactory workability, with binder-supplier guidance and project conditions taken into account.

These figures are guidance from the undated online Asphalt Paving Handbook, not a single setting for every plant or mix. Excessive heat can age binder, produce unnecessary fumes and odors, increase draindown in some mixes, make a mix tender or unstable during compaction, and add cost and emissions.

Can asphalt plants use recycled asphalt?
Yes. Plants can incorporate reclaimed asphalt pavement (RAP), which contains aggregate and aged binder. RAP may also carry moisture, so producers must account for its condition and for how the plant transfers heat. A common approach uses superheated virgin aggregate to warm the RAP and drive off moisture.
Feed arrangement and equipment affect what is practical. In a batch plant’s weigh-box recycling technique, the handbook says RAP percentages above 25% are rare in day-to-day field conditions, despite higher theoretical capability, because moisture and heat-transfer demands create practical limits. This is an observation about that method, not a universal maximum. In a counterflow drum arrangement, feeding RAP downstream of the burner can help protect its binder from direct combustion gases.
Moisture, plant design, dust collection, and emissions management all affect feasible RAP use; there is no single percentage that applies to every plant.

Why temperature and moisture control matter
Production is a balance: the plant needs enough heat to dry aggregate and coat it, but unnecessary heat can harm binder and complicate paving. As the Asphalt Paving Handbook puts it, “Mixing should be done at the lowest temperature that provides for complete drying and coating of the aggregate particles and produces a mixture with satisfactory workability.”
Moisture control is part of that balance. If aggregate is wetter, the dryer must remove more water, which can constrain production rate. A suitable mix temperature also depends on binder type, additives, mixture design, and project conditions, so a temperature that works for one job should not be treated as a universal plant setting.
What dust-control equipment does at an asphalt plant
Primary and secondary collectors are generally installed downstream of the dryer. They capture fines carried in exhaust; fines that belong in the mix can be returned, while the exhaust is treated to control dust. Applicable air-quality limits and permitting procedures vary by location, so plant-specific compliance requirements must be checked with the relevant regulator.
