Anti-satellite (ASAT) weapons, electronic warfare, and cyberattacks can all disrupt space services, but they act on different targets. Physical ASAT attacks seek to damage or destroy space-system hardware; electronic warfare interferes with radio signals; cyberattacks target computer systems, data, or connected infrastructure. The distinction matters because the methods, possible damage, and collateral risks are different.
How the three types of attack differ
| Type | What it targets | Example method | Possible effect |
|---|---|---|---|
| Physical ASAT attack | Satellite or other space-system hardware | Direct-ascent missile or co-orbital physical attack | Damage or destruction; destructive attacks can create orbital debris |
| Electronic warfare | Radio-frequency signals and communications links | Jamming or spoofing | Signals may be blocked or a receiver deceived |
| Cyberattack | Computer systems, data, and connected infrastructure | Hacking or manipulation of systems or data | Services or data may be denied, disrupted, or deceived |
These are broad categories, not guaranteed outcomes for every operation. NATO describes counterspace activity across a spectrum that includes non-kinetic effects such as jamming and dazzling as well as destructive systems. NATO’s 2019 overarching Space Policy also warns that debris from destructive attacks can reduce orbital accessibility and usability and cause collateral damage.
What counts as an anti-satellite weapon?
ASAT is an umbrella term, not a synonym for “missile.” A direct-ascent system launches from Earth toward a target in space. A co-orbital system operates in space and can approach or affect another space object. Both are physical approaches, but they reach a target differently.
Official descriptions also use the wider term counterspace for activity that can include non-kinetic methods. Japan’s 2026 Defense White Paper reports destructive direct-ascent tests by China in 2007 and Russia in 2021, while separately discussing jamming and laser capabilities. These are selected examples in that government publication, not a complete global inventory.

Electronic warfare acts on signals
Electronic warfare targets the signals used to communicate with or receive information from space systems. Jamming interferes with communications. Spoofing can feed a receiver false signals or information, causing it to be deceived rather than simply cut off.
The United States Space Force says adversaries can use jamming and spoofing “to block warfighter access to critical space data.” The effects concern access to or trust in signals; electronic interference does not, by itself, mean a satellite has been physically destroyed. Whether a disruption is temporary depends on the method and circumstances.

Cyberattacks act on systems and data
A cyberattack targets computer systems, software, data, or infrastructure connected to space services. It can affect a satellite system or disrupt communications and related services without physically striking a satellite. The attack need not originate in orbit: the defining feature is that it acts through computer systems or data, rather than directly through a physical collision or interference with a radio signal.
The Space Force says cyberattacks can “hack satellites, weaponize information, cripple communications and disrupt critical infrastructures.” The UK Ministry of Defence’s 2021 Defence Space Strategy describes cyber threats as capable of denying, disrupting, or deceiving satellite data.

Why physical destruction has a distinctive debris risk
A destructive physical attack can leave fragments in orbit, creating a hazard beyond the target. After Russia’s November 2021 direct-ascent ASAT test, US Space Command reported more than 1,500 trackable pieces of debris and said the debris could remain in orbit for years or potentially decades. That figure is the command’s report about that test, not a current global debris count.
The event illustrates a key difference: signal interference or a cyber operation may disrupt a service, but physically destroying an object can also leave persistent debris that threatens other space activity. Outcomes vary by operation; not every ASAT capability is destructive, and not every disruption has the same duration.

Effects can overlap, and attribution can be difficult
A real campaign could combine physical, electronic, and cyber methods, and their effects may overlap: each can contribute to disrupted space services. The categories identify the mechanism, not necessarily a clean boundary around the consequences. Electronic and cyber effects can also be difficult to attribute; the cited official descriptions establish the categories and examples, but do not provide a universal method for identifying who caused a particular incident.
Official strategy and policy documents describe threat categories and selected cases, not an independent technical assessment of every state’s operational capability. For the distinctions here, the most useful question is what the action targets: hardware, signals, or computer systems and data.
