AI can help military personnel analyze intelligence, flag objects or patterns, recommend actions, and use information gathered by unmanned aircraft and other platforms. But “AI-powered robot” is not a precise category: an unmanned vehicle may be remotely piloted without AI, and AI may support human decisions without controlling a vehicle. Publicly documented examples include capabilities under development, an exercise involving a simulated strike, and plans for robotic naval systems—not proof of a complete, current inventory of robots used in combat worldwide.
What counts as an AI-powered military robot?
Three terms are often conflated, but each describes a different feature:
- AI-enabled: software performs or assists tasks such as recognizing objects, analyzing information, or recommending an action.
- Unmanned: a vehicle has no human operator aboard. It may still be controlled remotely.
- Autonomous: a system can carry out some functions without continuous human input. The term does not by itself explain which functions, how much supervision is involved, or whether a weapon can be used without human authorization.
A single system can have one, two, or all three properties. Calling every military drone “AI-powered” or “autonomous” overstates what those labels establish.
How are AI robots and related systems used in warfare?
AI’s military role extends beyond weapons. It can support analysis, sensing, and the operation of platforms, while people remain responsible for decisions. The public examples below differ in both purpose and maturity.

Analysis and recommendations
AI can help sort or interpret information and offer recommendations to commanders. A recommendation is not an order: people may assess it, reject it, or seek more information. In its February 17, 2022 report, GAO’s review of AI capabilities for weapon systems described uses including intelligence analysis and recommendations about battlefield decisions, such as where to move troops.
Sensing from unmanned aircraft
An unmanned aircraft can collect information without making decisions about what force to use. In a March 2024 AUKUS RAAIT trial described by DoD, a UK RedKite UAV detected opposing-force locations and made on-the-fly adjustments. Another UAV supplied imagery to confirm the information. An officer at a tactical operations center provided human oversight before an Australian XT-8 UAV was triggered for a simulated strike. This account describes an exercise, not a strike in combat or evidence that the aircraft independently selected and attacked a real target.
Robotic systems at sea
Naval robotics is also a question of fleet design, not only weapon automation. In its June 15, 2026 snapshot, GAO reported that the Navy intends to combine traditional platforms with smaller, more numerous distributed systems. The report identified leadership, organizational, acquisition, and portfolio-management challenges in meeting urgent needs. The intended mix should not be mistaken for a claim that every planned system is already in service.
Countering unmanned vehicles
Unmanned systems can be threats as well as tools. DoD’s December 5, 2024 announcement of a strategy to counter unmanned systems said aerial systems were the most significant unmanned threat at that time. The announcement outlined a coordinated department approach; because the strategy is classified, it does not provide public operational details about specific countermeasures.

Some military systems may use AI to assist with sensing, analysis, or other functions, but “drone” only means an unmanned vehicle. It does not establish that AI controls the vehicle, chooses its route, identifies targets, or authorizes force. A remotely piloted aircraft can be unmanned without being autonomous; an AI tool can also support people without controlling any aircraft.

To understand a claim about a particular system, ask what task the software performs and what the human operator does. “AI-enabled” alone does not answer whether a person is remotely controlling the platform, supervising its functions, authorizing an action, or absent from a particular decision.
Can AI weapons choose targets on their own?
The public examples described here do not establish that a weapon independently chooses targets and uses force in routine combat. The AUKUS account is specifically an exercise involving a simulated strike and an officer’s oversight. Other examples concern analysis, platform enhancement, future naval systems, or counter-unmanned policy; they do not demonstrate autonomous target selection in combat.
That distinction matters: recognizing or flagging an object is not the same as deciding that it is a lawful target, and a system that recommends an action is not necessarily authorized to carry it out. Claims about a specific weapon need evidence about its function, human decision points, and actual operational use.
What does human judgment mean under U.S. policy?
In its January 25, 2023 announcement of an update to Directive 3000.09, DoD said autonomous and semi-autonomous weapon systems are to be designed to allow commanders and operators appropriate levels of human judgment over the use of force. It also said people authorizing, directing, or operating such systems must act with appropriate care and in accordance with the law of war, applicable treaties, safety rules, and rules of engagement.
The announcement says systems should demonstrate appropriate performance, capability, reliability, effectiveness, and suitability under realistic conditions. These are U.S. DoD policy statements; they are not a universal statement of law, a description of every country’s rules, or proof of how every system is used in practice. The policy does not make the word “autonomous” a sufficient description of a system’s human controls.

Why can promising AI and robotics be difficult to field?
Software capability alone does not make a dependable military tool. GAO’s February 17, 2022 assessment identified challenges DoD faced in developing and acquiring AI capabilities:
- Training data: systems need data that is usable for the task.
- Acquisition time: long procurement processes can delay capability development.
- People and trust: skilled personnel are needed, and operators must have reason to trust what a system produces.
- Integration: AI must work with existing systems that may not have been designed for it.
GAO said DoD had begun efforts to address these issues but that it was too early to assess their effectiveness in 2022. The date matters: this is a finding from that assessment, not a current scorecard of every AI program.

For Navy robotic and autonomous systems, GAO’s June 2026 snapshot highlights organizational barriers as well. It found that shifting leadership priorities and processes organized around domains or individual platforms impeded development and investment. Its recommendations included portfolio management, capability-centered and iterative development, and clearer stakeholder roles. The report also notes that commercial development timelines can outpace traditional Navy platform development.
How to assess claims about military AI
When a report says that a military system uses AI or autonomy, separate the capability claim from the evidence of its maturity and use. These questions help keep the terms precise:
- Mission: Is the system used for analysis, recommendations, sensing, navigation, force protection, or a weapon function?
- Human role: Is a person remotely controlling it, supervising it, authorizing an action, or not providing continuous input?
- Environment: Does it operate in the air, at sea, on land, or across domains?
- Maturity: Is the evidence about research, development, an exercise, procurement, or operational use?
- Evidence type: Is the claim in an official policy statement, an audit, an exercise account, or documentation of field use?
Those distinctions make it possible to describe what is known without treating a planned capability, a demonstration, and a deployed combat system as interchangeable.
