AI is changing nearly every stage of software delivery—from turning requirements into acceptance criteria to explaining legacy code and summarizing incidents. Its clearest benefits are faster individual work, better developer flow, and more automated testing. Its clearest risk is systemic: teams can ship changes faster while reliability, security, and recovery get worse.
DORA’s evidence captures the tradeoff precisely: “AI adoption significantly increases individual productivity, flow, and job satisfaction. However, it also negatively impacts software delivery stability and throughput.” AI is therefore best treated as an amplifier of engineering practices, not as a substitute for product judgment, architecture, testing, or accountable review.
Where AI changes the lifecycle
The practical question is not whether AI will replace a single role. It is where AI can reduce repetitive work, improve access to technical context, and detect problems earlier without weakening human ownership of decisions.

What the evidence says about productivity
DORA’s 2024 research found that 67% of respondents reported at least some improvement in their ability to write code with AI assistance; about 10% reported an extreme improvement. These are reported perceptions from survey respondents, not a universal productivity multiplier or a guarantee for every team.

The same DORA report found higher individual productivity, flow, and job satisfaction alongside worse software-delivery stability and throughput. Faster drafting can increase the volume of changes entering a system faster than teams can review, test, deploy, and recover from them.
DORA’s 2025 conclusion explains why results differ between organizations: “AI’s primary role is as an amplifier, magnifying an organization’s existing strengths and weaknesses.” Teams with reliable automated tests, small deployable changes, clear ownership, and fast recovery can compound AI’s benefits. Teams with fragile builds, unclear requirements, or weak review can compound defects and rework.
Can AI write and test production code?
Code generation is useful but not self-validating
AI can produce routine functions, adapters, queries, documentation, and refactoring proposals quickly. It can also generate code that is plausible but subtly wrong: incorrect assumptions about a framework version, unsafe input handling, missing authorization checks, race conditions, inefficient queries, or error paths that were never specified.

Use generated code as a draft inside the normal engineering workflow. The author should be able to explain its behavior, dependencies, tests, and failure modes before requesting review. Treat unfamiliar generated code as an invitation to inspect more closely, not as evidence that the problem is solved.
Test generation is already common
In GitHub’s U.S. 2024 developer survey, 92% of respondents said they used AI coding tools to generate test cases at least some of the time. That figure shows adoption among surveyed developers; it does not establish that generated tests provide adequate coverage or detect the most important defects.
AI-generated tests are most valuable when engineers ask for boundary cases, invalid inputs, authorization failures, concurrency hazards, and regression tests for a known bug. Review whether each test asserts the intended behavior rather than merely reproducing the implementation. Mutation testing, coverage trends, production defects, and escaped vulnerabilities are stronger quality signals than test count alone.

How AI affects each engineering activity
Planning and requirements
AI can turn lengthy issue threads and meeting notes into candidate requirements, acceptance criteria, risks, and unanswered questions. This shortens the path from scattered information to a reviewable proposal. It cannot decide which customer problem matters, resolve conflicting stakeholder goals, or accept responsibility for an ambiguous requirement.
Design and architecture
Ask AI to compare alternatives against explicit constraints such as latency, availability, data residency, operational skill, and cost. Require it to state assumptions and identify what evidence would change the recommendation. A human architecture review must verify interactions with real services, current dependencies, and security boundaries.
Implementation and code review
Context-aware assistants can explain a repository, propose edits across files, and summarize a pull request. Keep changes small enough to review. Review generated diffs for behavior, data flow, dependency provenance, secrets exposure, and observability—not only for style.

Release and operations
AI can summarize logs and incident timelines, suggest likely causes, and find relevant runbook steps. Operators should validate each suggestion against live telemetry and preserve a human decision-maker for production actions. DORA’s stability finding makes change-failure rate, rollback frequency, recovery time, and incident severity more important than deployment speed by itself.
How to secure AI-assisted development
NIST SP 800-218A, published in July 2024 as an SSDF Community Profile, augments Secure Software Development Framework version 1.1 with AI-specific practices, tasks, recommendations, considerations, notes, and references for AI model and AI-system development across the lifecycle.
Protect code, prompts, and data
- Define what source code, tickets, customer data, credentials, and regulated information may enter an AI service.
- Use approved accounts, access controls, retention settings, and protected development environments rather than ungoverned personal tools.
- Redact secrets and sensitive data before sending prompts; never use an AI assistant as a secret store.
Control provenance and dependencies
- Record which model, tool version, repository context, and instructions produced a material change.
- Review generated dependencies for licensing, maintenance status, known vulnerabilities, and transitive risk.
- Keep software bills of materials and commit history sufficient to trace production artifacts back to reviewed source.
Test for misuse and vulnerabilities
- Threat-model prompt injection, insecure generated code, data leakage, model misuse, and unsafe tool execution.
- Run static analysis, dependency scanning, secrets detection, unit and integration tests, and security tests on generated changes.
- Use adversarial and abuse-case tests where an AI component itself is part of the product.
Keep approval and response human-led
- Require human approval for production merges, infrastructure changes, permission changes, and automated actions with material impact.
- Monitor AI-assisted changes for regressions, unusual access, policy violations, and incident signals.
- Maintain rollback, containment, and incident-response procedures that do not depend on the same AI system being available or correct.
What engineering leaders should measure
Tool adoption, prompt volume, and lines of generated code describe activity, not value. Establish a baseline before rollout and compare teams or services over a defined period while accounting for workload and release mix.

A controlled adoption approach
- Choose bounded use cases. Start with repository Q&A, documentation, test ideas, or low-risk refactoring rather than unrestricted production automation.
- Set data and approval rules. Publish allowed tools, prohibited data, retention expectations, code-review requirements, and escalation paths.
- Baseline outcomes. Capture delivery, quality, security, recovery, and user-value measures before enabling the tool widely.
- Pilot with representative teams. Include experienced and less-experienced developers, legacy services, and different workload types so results do not reflect only ideal conditions.
- Review failures, not just wins. Examine insecure suggestions, misleading explanations, rework, review burden, and incidents alongside time saved.
- Expand only when controls keep pace. Increase access when evidence shows improved outcomes without unacceptable stability, security, or privacy regressions.
How to compare AI development tools
When evaluating an AI coding assistant or AI test-generation tool, compare the complete operating model rather than a demo’s code quality.
- Coding and testing capability: Can it handle the languages, frameworks, test styles, and refactoring tasks your repositories actually use?
- Repository context: How accurately does it retrieve relevant files, conventions, history, and architectural constraints?
- Review and policy controls: Does it support audit logs, approval gates, enterprise policy, and integration with existing checks?
- Privacy and data handling: Where are prompts and code processed, how long are they retained, and are they used for training?
- Delivery impact: Does adoption improve or degrade change failure, recovery, defects, and review time?
- Cost and lock-in: What happens to pricing, portability, and workflow if the vendor changes its model or terms?
- Accessibility: Does it help newer developers learn safely, or merely make it easier to produce code they cannot yet evaluate?
The practical verdict
AI is transforming the lifecycle by moving more work from manual drafting and searching into assisted generation, explanation, prediction, and automation. The strongest near-term case is augmented engineering: let AI handle repetitive discovery and first drafts while people retain responsibility for requirements, architecture, security, review, release, and retirement.
Adoption succeeds when teams measure delivery stability, quality, security, recovery, and user value alongside productivity. Without those controls, AI can make a weak system faster at producing failure; with them, it can give capable teams more time for the decisions that require judgment.
