Scripted NPCs follow content and behaviors written in advance; procedural characters vary according to rules designed by developers; AI-driven NPCs can generate dialogue or decisions at runtime. These approaches are not mutually exclusive: a game can combine authored story characters, procedural variation, and generated conversation. Which works best depends on the control, flexibility, and safeguards a particular game needs.
What makes scripted, procedural, and AI-driven NPCs different?
The key distinction is where a character’s responses come from. Scripted characters draw from authored lines and behaviors. Procedural systems use rules or algorithms to select or assemble content. Generative AI uses a model to produce dialogue or decisions based on its input. “AI-driven” does not by itself mean a character can act in the game: that requires an implementation that connects model outputs to game state or exposed actions.

Can an AI NPC do things in the game, or only talk?
It can do either, but generated conversation alone does not give an NPC the ability to take action. The game must provide relevant context and, where actions are intended, a controlled way for model outputs to call game functions. The distinction is between generating a response and connecting that response to systems that change the game.
Dialogue without game actions
A game can use a model to generate or adapt a character’s spoken or written lines while keeping movement, quests, and other gameplay under conventional control. Apple’s developer example describes a coffee-shop game with a scripted head barista and procedurally generated customers whose dialogue is dynamically generated. It also specifies a fixed error response if generation fails or content is blocked, illustrating why a fallback matters: Apple’s Foundation Models example.

Dialogue connected to actions
Microsoft Research’s exploratory Minecraft prototype connected generated conversation and code to exposed game APIs. The reported functions included moving, following, finding resources, mining, and crafting. This shows one way generated output can affect gameplay, not a guarantee that any conversational NPC can safely or reliably perform arbitrary actions: Microsoft Research’s project description.
Epic’s UEFN conversation guide describes persona-based characters that can talk, react to player actions, and drive gameplay through structured output. In that platform-specific workflow, players need voice chat enabled to converse with persona NPCs. Separately, Epic’s announcement describes Fortnite Conversations as supporting unscripted dialogue, interaction, session recall, and adaptation; those are capabilities Epic attributes to its announced feature, not a general property of AI NPCs. What are the trade-offs for game designers?
The choice is not simply between “old” and “smart.” Designers should evaluate each approach against the game’s requirements, including how much control a scene needs and what happens when a response falls outside expectations.
- Authorial control and repeatability: Scripted content is suited to exact lines, plot facts, and carefully timed scenes.
- Variation: Procedural rules can create variation inside a designed space. Generative models can produce more open-ended language, but their range does not guarantee coherence.
- Player-input flexibility: Branches bound a scripted interaction to authored options. A model can accept less prespecified input, but the game still needs to decide what inputs and outputs are acceptable.
- State and actions: If a character must react to current game events or change the world, the implementation needs access to relevant state and carefully scoped functions.
- Consistency and reliability: Check factual accuracy, persona consistency, valid actions, and behavior over the interactions the game supports. Do not assume generated text will remain consistent simply because a persona is specified.
- Runtime and project constraints: Latency, cost, implementation workload, and long-session consistency are project-specific questions. The examples here do not provide a comparable benchmark or establish which approach wins on these measures.
- Safety and platform requirements: Generated content may require moderation, player disclosure, or interaction limits depending on the platform.
What can current examples establish—and what can’t they?
Published examples show that the approaches can be combined and that model outputs can be connected to game functions. They do not establish a universal best design, a general player preference, or a numerical comparison of cost, latency, workload, or consistency.

Microsoft Research describes its Minecraft work as exploratory and reports an exploratory task study with eight experienced gamers. In that prototype, the team observed calls to nonexistent functions, conversational replies when function calls were expected, factual inaccuracies, inconsistent persona, and recency bias. The project page also describes a 2,048-token context limit in that experiment, after which context was reset. These are observations about the reported setup, not universal error rates or current limits for every model: Microsoft Research: Grounded Conversational Characters.
Other work illustrates overlap between categories. PANGeA describes a procedural artificial narrative approach for turn-based games that uses LLMs guided by high-level designer criteria to generate narrative content and support free-form interaction; its authors report an empirical study and ablation test on a demo game. A September 2026 preprint explores using an LLM to assign tactical tags to reinforcement-learning NPCs in a multi-agent combat game and presents both potential and limitations. These are research examples, not evidence of a standard production method or a head-to-head comparison with scripted characters: PANGeA and LLM-Guided Reinforcement Learning for Adaptive NPC Behavior.

What should developers check before shipping AI NPCs?
Platform obligations differ, so teams should verify the current rules for each destination rather than treating one platform’s policy as a universal standard. Roblox’s current Creator Hub guidance is a specific example: it requires generative-AI content to comply with Community Standards, says content produced through its GenerationService and TextGenerator APIs goes through moderation, and assigns developers responsibility for content delivered through third-party tools.
Roblox also requires generative-AI interaction to be disclosed through its Content Maturity questionnaire. Its guidance treats continuous chatbot-like interaction and cross-session memory as extended interactions, which require an Extended AI response and a Restricted label; it also calls for a visible notice that the conversation is with AI. These requirements are Roblox-specific and may change. Check the live Roblox generative AI guidance before release.

- Define what the model may generate and which game functions, if any, it may invoke.
- Test for invalid actions, incorrect game facts, persona drift, unsafe outputs, and situations where the model does not return a usable response.
- Provide a fallback, such as Apple’s documented fixed error response, so blocked or failed generation does not leave the interaction without a defined outcome.
- Check the target platform’s current moderation, disclosure, labeling, and interaction requirements.
