AI decision models could help platforms review content at much greater speed and scale, but automation does not by itself guarantee more accurate or fair decisions. In the European Union, the Digital Services Act (DSA) already recognizes automated moderation and requires providers to disclose how they use it. That transparency, together with explanations and appeals, gives users and regulators ways to examine what these systems do—and where decisions may need correction.
What AI decision models could change
Content moderation includes decisions about whether to remove, restrict, label, or leave up posts and accounts under a platform’s rules or applicable law. AI models can help detect potentially problematic material, classify it, prioritize it for review, recommend an action, or make a decision automatically. The role of automation can therefore range from an alert for a human moderator to a decision made without human intervention.
At high volumes, automated systems can process material quickly and help platforms direct human attention to selected cases. But speed and scale do not establish whether a decision is correct. Accuracy, fairness, consistency, and language coverage need to be measured in real deployments; the available EU sources do not show that AI will reliably improve or worsen those outcomes across platforms.
Automation is already part of EU moderation reporting
Under Commission Implementing Regulation (EU) 2024/2835, providers report on automated means used for content moderation, including a qualitative description, their precise purposes, and safeguards. Reporting by very large platforms also addresses moderation teams and language expertise. The rule makes automation visible as part of the moderation process; it does not mean every moderation decision is automated or require every provider to use AI.

The European Commission says platforms reported more than 9 billion moderation decisions in the first half of 2025. It says 99% were proactive actions to enforce platforms’ own terms and conditions rather than responses to reports of illegal content. This is a total of reported moderation decisions—not a count of AI decisions—and the proactive figure describes why platforms acted, not whether a model made the decision. How to assess a moderation system
Decision volume alone cannot show whether a system works well. A more useful assessment looks at the process, the reasons given to users, and what happens when a decision is challenged.

- Degree of automation: Does the system flag content for a person, recommend an action, or make the decision itself?
- Accuracy and errors: What do the provider’s reported accuracy and error rates measure? Are results broken down enough to reveal differences across languages, content types, or kinds of action?
- Reasons: Does the affected user receive a clear, specific explanation linked to the platform rule or legal basis?
- Review and redress: Can users appeal, and are the outcomes—including reversals—reported in a way that helps explain what changed?
- Human capacity: What moderator resources and language expertise remain for context-sensitive cases?
- Transparency and auditability: Can regulators, researchers, and the public inspect decision data with enough context to interpret it?
These are practical comparison questions, not a claim that EU rules require every provider to publish each measure in the same form. Why explanations and appeals matter
A restriction is more accountable when the affected person can understand its stated basis and challenge it. The Commission says users affected by moderation decisions must receive clear and specific reasons. It also says providers must report information that includes automated-system accuracy and error rates. These disclosures help make decisions more scrutinizable, but they do not by themselves prove that an individual decision was correct.

Appeal outcomes show that decisions can change under review. The Commission reports that users have made more than 165 million internal appeals since 2024, with almost 30% resulting in reversal. Its February 2026 release describes almost 50 million content moderation decisions reversed over two years. These are figures about decisions changed on review, not a direct measure of AI error: a reversal does not establish that a model made the original decision, or why it changed. What the DSA Transparency Database can—and cannot—show
The DSA Transparency Database makes providers’ statements of reasons available for public scrutiny, including information about actions and the reasons given for them. It can help users and researchers examine reported moderation activity, but its contents are provider-submitted data and its dashboard is rolling. Any dashboard total or percentage is a dated snapshot, not a stable annual statistic; a reported reason also does not independently establish whether the underlying moderation decision was right. The Commission says that, since 17 February 2024, all providers of intermediary services have been obliged to make clear and easily comprehensible reports on content moderation activities publicly available at least once a year. That reporting requirement provides a basis for scrutiny, but what can be concluded depends on the detail and context available in the reports. European Commission: DSA transparency

The EU disclosures and appeal figures describe a regulatory framework and reported platform activity; they do not settle how future AI moderation will affect fairness, accuracy, language coverage, or consistency. Those outcomes need platform-specific evaluation, independent scrutiny, and evidence across languages and content types. The DSA evidence here is specific to the European Union and should not be treated as a description of every country’s rules or every platform’s practices.
