AI data centers use water mainly to manage the heat produced by computing equipment. How much they use—and whether that use strains a local supply—depends on the cooling system, water source, electricity supply, season, and facility location. A single efficiency number such as WUE cannot answer the local-impact question: pair it with actual water volumes, timing, and the conditions in the utility or watershed serving the site.

Where water use comes from

Computing equipment turns electricity into heat. A data center has to move that heat out of the building, and some cooling approaches use water directly. Evaporative and other water-based systems can consume water on site. Air-side cooling can reduce direct water use, while some direct-liquid approaches may also use less on-site water than evaporative systems. The best choice depends on the cooling technology and local climate; a design that uses less water may have different energy demands, so water and energy should be considered together.

There can also be water use beyond the facility boundary. Electricity generation may require water, and hardware supply chains have their own water impacts. Those indirect uses occur in different places and require separate accounting. A claim about a data center’s water footprint should therefore say whether it covers only on-site cooling or also electricity and hardware.

Facility figures often cover an entire data center with mixed workloads. Unless an operator separately meters AI workloads or transparently allocates shared resource use, a facility total is not a direct measurement of the water used by AI alone.

Withdrawal, consumption, and WUE are different measures

Withdrawal versus consumption

Withdrawal is the volume taken from a source. Consumption is the portion not returned to that source in a usable way. A site may withdraw water and return some of it after use; the two volumes are not interchangeable. A useful disclosure identifies both, along with the source, discharge destination, any reuse, and relevant treatment or water-quality information.

What WUE tells you

Water Usage Effectiveness (WUE) is an intensity measure, not a total-volume or local-scarcity score. The U.S. Department of Energy defines it as annual site water use in liters divided by annual IT equipment energy use in kilowatt-hours. It can help compare efficiency when the boundary and operating conditions are comparable. On its own, it does not tell you how many liters a facility uses, when it uses them, or whether the source is under pressure.

Read WUE alongside total withdrawals and consumption, IT energy, cooling design, and operating conditions. A lower intensity does not automatically mean a smaller total water demand: facilities differ in size and energy use. Nor does a WUE value show whether water comes from a potable supply, reclaimed water, surface water, or groundwater.

What published figures can—and cannot—show

Published estimates describe different geographies, periods, and measures. They are useful context, but they cannot determine whether an individual facility is affecting a particular utility or watershed.

Average reported WUE: 0.58 European Commission, 2026; data year 2024; weighted average of 458 reliable reports with positive total water consumption. The average excludes dry-cooling facilities reporting zero water use. It is an efficiency metric, not a total volume or local impact measure.
Reported WUE range: 0.07 to 1.28 European Commission, 2026; EU Member States; data year 2024. The Commission attributes variation to factors including technology, climate, facility size, and a few large reported facilities.

These are projections, not observed national totals. Cooling and electricity-generation demand are modeled as separate categories.

Do not compare these values as if they measured the same thing. The EU WUE results describe water use relative to IT energy; the Australian estimate is a national cooling volume and share of industrial use; the Nevada numbers are modeled annual demand for specified projects and scenarios. Their years, boundaries, denominators, and status as reported data, estimates, or projections differ.

How to assess impact on a local water supply

Start with the facility and the water system that serves it, rather than a national average. Assemble the following information for a defined period and boundary:

  1. Find direct water volumes. Obtain withdrawals and consumption separately, including cooling, humidification, and other material site uses where data exist. Record whether each number is metered or modeled and the reporting period.
  2. Identify source and destination. Determine whether water is potable, reclaimed, surface water, or groundwater. Record discharge, reuse, and relevant treatment or water-quality details.
  3. Check timing, not only annual totals. Request monthly use and, where available, peak-day or peak-period demand. Compare those patterns with seasonal supply, drought, or low-flow conditions; an annual average can conceal a high-demand period when water is least available.
  4. Put the facility in its local context. Compare its demand with available supply and other demand in the serving utility, catchment, or basin. A national percentage alone cannot show whether a specific service area has capacity. Concentration of facilities in one system can matter even when a national total appears small.
  5. Estimate indirect electricity-related water separately. Use the facility’s relevant electricity mix and disclose the method and boundary. Keep hardware supply-chain water separate when the assessment includes it and the data support that scope.
  6. Report efficiency with operating context. State WUE alongside absolute volumes, IT energy, cooling design, climate or operating conditions, and the calculation period.
  7. Make uncertainty and allocation visible. Identify missing data, model assumptions, and how shared infrastructure is allocated among workloads. If AI-specific use is estimated from a mixed-use facility total, label it as an allocation, not as directly metered AI consumption.

What to compare between facilities or cooling designs

A fair comparison uses the same system boundary, period, and functional unit, and explains how shared infrastructure is allocated. International Telecommunication Union guidance emphasizes those principles, along with lifecycle data where relevant. Compare the following rather than ranking sites on one metric:

  • Absolute water withdrawal and consumption, with metered or modeled status.
  • WUE and the IT-energy denominator used to calculate it.
  • Water source, discharge destination, reuse, and treatment.
  • Cooling technology and relevant climate or operating conditions.
  • Monthly and peak demand in relation to local basin stress and seasonal reliability.
  • Indirect water associated with electricity generation, with the electricity mix and method disclosed.
  • Boundary, time period, allocation method, and uncertainty.

If one facility reports only WUE and another reports only annual withdrawals, the available figures do not support a complete ranking. Ask for matching metrics or state plainly which dimensions cannot be compared.

Where to look for facility-specific evidence

Disclosure is not uniform across jurisdictions, so the existence of a national estimate or policy discussion does not establish what every operator must report. For a particular site, look for operator disclosures, local utility planning documents, water permits or regulator records, watershed studies, and environmental reviews. Note the date and geographic boundary of each document, and distinguish facility measurements from regional models or projections. If monthly use, source, or discharge data are unavailable, identify that gap rather than treating a national or regional figure as a substitute.
