Climate change can add to Bangkok’s flood risk through rising seas and changing rainfall, while the city’s low-lying delta setting and land subsidence make flooding harder to manage. The risks can compound, but the available evidence does not predict a specific death toll or mean Bangkok is destined to disappear underwater.
Why Bangkok is vulnerable to flooding
Bangkok sits in the low-lying Chao Phraya River delta, where coastal, river and heavy-rain flooding can interact. The city’s exposure also reflects where people and infrastructure are located, how drainage and flood defenses perform, and how land and water are managed.
The IPCC’s 2022 Sixth Assessment Report, Working Group II Technical Summary, identifies Bangkok as an example of a deltaic city prone to subsidence. It says such cities are highly vulnerable to severe storms and floods alongside accelerating sea-level rise, with high confidence. This is a broad vulnerability assessment—not a Bangkok-specific forecast of when or how much the city will flood.
How climate change can compound local flood pressures
Sea-level rise
As the planet warms, sea levels rise. For a low-lying coastal delta, higher seas can worsen the conditions in which storm-driven or other coastal flooding occurs. The IPCC describes this as an added pressure that can combine with storms and floods.

Rainfall changes
Warming can alter rainfall patterns. Heavy rain can challenge drainage and flood-control systems, but the evidence summarized here does not establish a precise future rainfall change or its local effect for Bangkok. A 2024 district-level Bangkok study surfaced modeled periods of 2033, 2043 and 2053, but its accessible abstract is not enough to report detailed results.
Delta elevation and land subsidence
Bangkok’s low-lying location increases its exposure. Land subsidence can add to that exposure by lowering the land relative to water levels. Subsidence is a local pressure, not a direct effect of climate change; it should be understood as compounding climate-related hazards rather than caused by warming.

People, infrastructure and management
Flood risk is not determined by water levels alone. The people and assets exposed, the condition and capacity of drainage and defenses, and the effectiveness of land-use planning, warnings and preparedness all influence how damaging a flood can be. Bangkok remains vulnerable even with flood-control measures in place, according to the World Bank’s 2023 Thailand Economic Monitor.
What the 2050 Bangkok-area estimate does—and does not—say
A 2009 World Bank study of the Bangkok Metropolitan Region projected about 180 km² of additional flood-prone area across Bangkok and Samut Prakarn by 2050 under its A1FI scenario—about 30% more than its 2008 baseline. This is an older modeled scenario estimate, not a current forecast or a claim that that area will be permanently underwater. Its geography, scenario and baseline matter: it covers the two named areas, uses the study’s A1FI assumptions, and compares with 2008.

The estimate should not be conflated with newer climate scenarios. The World Bank’s coastal-city analysis used modeled assumptions for sea-level rise, rainfall, storm surge and subsidence; those inputs are specific to its scenarios.
Does this mean Bangkok will go underwater—or that floods will be deadly?
No specific date for citywide submergence, nor a Bangkok flood death toll, is established by the cited evidence. “Deadly” describes the potential human stakes of severe flooding, not a quantified mortality prediction. Flood impacts depend on the hazard and on exposure, infrastructure, preparedness and response. The IPCC finding supports concern about vulnerability, not a certainty that all of Bangkok will be inundated.

The economic stakes are also significant, but figures need their proper geography. The World Bank’s 2023 Thailand Economic Monitor estimated that a 1-in-50-year flood like the 2011 floods occurring in 2030 could cost more than 10% of Thailand’s GDP in lost production. That is a Thailand-wide estimate, not a Bangkok-only damage figure.

Adaptation guidance combines physical measures with planning and preparedness; no single measure removes the risk. The World Bank’s 2023 Thailand Economic Monitor recommends stronger risk-mitigation planning, water infrastructure, land- and water-use controls, early-warning systems and community-based adaptation. Its 2025 Thailand Country Climate and Development Report recommends the Chao Phraya “Nine Plans,” land management, zoning, upper-basin forest conservation and stronger early-warning systems. These are policy recommendations at national or basin scale, not confirmation that a particular Bangkok project is currently operating.

The same 2025 report estimates that climate impacts could reduce Thailand’s GDP by 7–14% by 2050 without decisive adaptation. That is a national estimate of climate impacts, not a forecast of local flood damage in Bangkok.
