A submarine is built to operate both underwater and at the surface; a conventional surface ship is built primarily to operate on top of the water. That difference shapes how each vessel controls its movement, senses its surroundings, and balances concealment with awareness and communication. Propulsion and mission also vary by vessel type, class, and era.
What is the main difference?
The defining capability of a submarine is controlled submerged operation. It can change buoyancy and manage depth to travel underwater. A surface ship normally remains afloat on the waterline and does not need systems for routine, controlled submergence. This distinction concerns design and intended operation—not whether a surface vessel might be pushed underwater by damage or an accident.
There is no single hull shape or performance profile shared by every submarine or every surface ship. The design depends on the vessel’s class, mission, and era.
How does a submarine dive and control depth?
Ballast changes buoyancy
Ballast systems let a submarine adjust its buoyancy. As a historical illustration, the U.S. Navy museum explains that on the World War II-era USS Pampanito, opening the main vent allowed seawater into ballast tanks, moving the boat toward neutral buoyancy for a dive. Trapped air helped the surfaced boat maintain positive buoyancy. This example explains the principle; it is not a complete description of every modern submarine’s tanks or procedures. Control surfaces help manage movement underwater
Ballast changes buoyancy, but it is not the only part of depth control. Navy educational material compares submarine hydroplanes to aircraft control surfaces: as the boat moves through water, the planes help it ascend or descend. How do propulsion systems differ?
Being a submarine does not mean a vessel must be nuclear-powered. Propulsion depends on design and era. The diesel-electric USS Pampanito used diesel engines to drive generators while surfaced, and batteries to power electric motors while submerged. By contrast, the U.S. Navy identifies the Seawolf- and Virginia-class attack submarines in its fact file as nuclear-powered. Submarine designs have also changed over time. NAVSEA’s historical account describes early fleet boats as vessels that could submerge but generally preferred surface operation. How do submarines and surface ships sense their surroundings?
Sonar works underwater—and is not exclusive to submarines
Sound is central to underwater sensing. Passive sonar listens for sounds; active sonar sends out a sound pulse and uses the returning information to detect objects or obstacles. Sonar helps a submarine search and navigate underwater, but it does not make the vessel impossible to detect. Naval History and Heritage Command: submarine technology

Surface ships can use sonar too. The U.S. Navy describes the AN/SQQ-89(V) as a surface-ship anti-submarine warfare system, so the difference is not that submarines have sonar while surface ships have none. U.S. Navy: AN/SQQ-89(V) Anti-Submarine Warfare System
Periscopes provide a limited view near the surface
A submarine can use a periscope or other mast when near the surface to obtain information above the water. That is not the same broad view a surface ship’s bridge has. Submerged operation involves trade-offs in visibility, communication, and awareness of the surroundings.

Why do submarines emphasize concealment?
Operating underwater can help a submarine avoid being readily observed, and submerged boats can use sound to listen for other vessels. Concealment is a tactical advantage, not invisibility: noise, emissions, surfacing, and operating conditions all matter. A historical doctrine archive describes the submerged submarine as a strong listening platform compared with surface craft, but that account is historical rather than current tactical guidance. Hull shape, control surfaces, and propulsor design contribute to a vessel’s controllability, mobility, seakeeping, safety, and efficiency. For submarines, those choices also affect propeller noise and acoustic characteristics. Surface vessels face their own handling and seakeeping requirements. Do submarines and surface ships have different missions?
Mission depends on class, not just whether a vessel submerges. The U.S. Navy lists these roles for its attack submarines (SSNs): seeking submarines and surface ships, intelligence and surveillance, mine warfare, projecting power ashore, and supporting other forces. These are U.S. SSN examples, not a definition of every submarine. Surface ships likewise span different roles, from carriers and destroyers to amphibious and support vessels. Which figures can be compared responsibly?
There is no useful universal speed, size, cost, or detection-range figure for “submarines” as a group compared with “surface ships.” The U.S. Navy’s fact file provides specific examples for named U.S. attack-submarine classes, which should not be treated as category-wide comparisons:

How should you compare two particular vessels?
Make the comparison class-specific: identify each vessel’s country, class, design era, and mission. Then compare relevant characteristics such as submerged capability, propulsion, speed and endurance, sensing, payload, crew spaces, and acoustic or other signatures. A modern submarine’s submerged speed, for example, is not directly comparable to an unrelated surface ship’s top speed unless the operating context is made clear.
